combinallon of community projects and community based social care services. However, due to the unexpected COVID
pandemic and ils significant impact in the Flnancial Year 2020 2021, an alternative approach to Servi¢e Delivery was
required.

Sl Hilda's Youth Projects adapted th8 model of delivèry to contlnue working with young people aged 13-19 In 8 Virtual
space and provlding outreach support in person wllh the continued aims of developing life skills, widening horlzons and
raising aspirations in a safe and welcomlng enwronmenl lo young people throughout Tower Hamlets. Following a
service review, we successfully rfrcrulled a Rank Foundation Time 2 Shine Project leader who ha$ taken forward the
development of the Children and Youth se￿iCe reseaèch project with a view to co-designing services and wo¥klng in
partnership. Sl HSlda's Unity Girls Project Continued lo provtde a focal point for glrls and young women aged 1 fv19,
providing those who use h with a chance lo tske parl in aclivilies. Sl Hilda's East conlSnued to run the Surjamuki project
8imed al young peoplewilh dlsabilitles age 11 10 24 livin9 throughout the Tow8r Hamlets area via an outreach model.
Suriamuki'5 edlfcallonal and recreallonal opportunities are based on the principles Of Every Chlld Matters framework
and Hear by Rlghl, promoting involvement, independence and posllive learning of young people. Sl Hllda's Under 5's
Project ran a vital slay and play service which was open lo the local communlty via a booking system lo provide much
needed and welcomed support lor parents and carers. Sl Hilda's also played a key role in Chlldren's Centre dellvery in
the northwest area of Tower Hamlets bDrough, provlding a 8etting for Tower Hamlet8 Council ¢ommls5ioned Active Play
sessions within our community ¢enlre premises.

Sl Hllda's East enabled people living In the local community lo a¢cess welfare benefts and legal rlghts through
' CL)mbinalion ol its community centre Advice Serwce and evening Legal Advlee Clinics. With the limited resources of onè
part lime Advice Worker and one se8$i0nal advisor the community centre Advice SeNice delivered a very hlgh level of
advice lo members ol the local community, helping many lo Impiove their quallly of life and move out of poverty. DUE to
the coronavlrus pandemio, we adapted our service to continue providing advice by telephone, with the gc¢asional face
to face Interv1ew being condLb¢led when permllled by law and in-beiween lo¢kdowlls and government restrictions. The
servlce continued lo provide appointments and drop.ln sessions on Thursdays, which are ctsnsislenlly very busy. Over
the last 202012021 year 101 clients used the servi￿. 343 advice appointments look place, during whlch over 367 hour5
of face lo face and telephone advice was provided on a range ol issues. Of these appointments 271 involved welfaré
ri9hls matter8, 31 debt and 15 hDLEsing. £81,359 was ralsed in new benefits belng awarded to clients and £34,726 in
backdated benefits. Thls work has ha¢J a massive impact on the quality of life for Individu31s and families trying to make
ends moet, In some cases enabling Ihem lo move out of poverty. The feedbad( from users was vety positive wlth no
formal complalnls received, The Service operates ¥Mlh limSted resources and signposting Is used when approprlale. An
annual sample survey of clients has been carried out with 20 people taking part.
A partnership with national law firtlls based in the City enabled Sl Hilda'8 lo run free drop-ln evenlng Legal Advice
Clinics for the community. Advbce was provlded by volunteer law firm Staff lo members of the public on a pro bono basis.
During 202012021, 282 drop-in and pre-booked appolnlments took place al our two weekly Legal Advice Clinics held in
the Belhnal Green and Shadwell areas of Tower Hamlets. The legal clinic was able to provide 18llored advice lo a total
of 342 cllenl8. These included advlce enquiries on 126 houslng matters, 53 employment issues, 57 on welfare benefits,
and 44 consumer concerns, as wpll as a wide range of other sublecls. Run in partn&rship with Macfarlanes LLP and
8PP Law School, the Clinic has made an enormous difference lo many lives 8lnce being launched in November 2017.
The value of pro bono advice given through Sl Hllda's two Legal Advice Cllnlcs durlng the year amounted lo
£624,789.50 indicatlng the immense conlribulSon made by our law firm partners.
The Boundary Women's Project Team declded lo change strategy and locus on weilbeing due lo the Coronaviriis
Pandemic. The Project Worker maintained conlacl vla phone lo continue discussions around desired actlvi118s. As
result, we ware able lo dellvèr regular weekly aclivilles on Zoom. Thi8 included a Beginners Baslc IT course to bulld
their skills base.. a 'Connecllng during Covld, discusslon group to be able lo generally talk through issues women were
facing focLÈsing on emolional wellbeing, as well 89 to continue with idea development,. and women's yoga. In some
case8, particularly with the pivot to online, this highlighted further ineq4Jallites whlch presented new challenges. The
benefi¢taries dié not possess adequate devices particularly as they were home schooling or have the necessary data
allowance. On the posS1Sve slde they continued engaglng on the telephone and we saw an influx of new women jolning
the activitles, from further afield and not limited to our locality. We worked In partnership wllh MIND, particularly as we
saw a slgnlficanl decline In mental heallh needs, with increased in¢ldenls of stress, anxlely, depression as well as
loneliness. soc181 exclusion and isolation. As a result. we were able to provlde more mental and emolional wellbeing
support for women. We al8LTr worked In tandem ¥Mlh Sl. Hllda's Advice 8ervlce, Toynbee Hall. Quaker Sodal Action,
Praxis lo provide a8sisiance around Income Issues and helplng those wilh no iecourse lo public funds. Despite all the
Challenges and being unable lo follow planned dellvery, we were able to adapt and 8ucoessfully sallsfy some of the
outcomes.

The City Brldge Trust supported Community Food and Advice Project provided fresh and affordable fruit and vegetable5
lo the local community through ils Food Cothop durlng 202012021. An average of 90 poople used this facility each week,
Run wilh the involvement of volunteers, the project is an Insplring example of so¢i81 coheslon, a popular 'hub' brlnglng
together people from Surrounding area. In response lo the COVID-19 pandemio, a Food 'Shop and Drop. was
eslabllshed Delivery of Food parcels lo those in need and unable to Bcceys shopping servlces.
Older Pgople,.
st Hilda's East ensured that beneficiaries. partScularly the elderly and vulnerable, were not socially isolated, with a focus

London Borough of Ttsw8r Hamlets Tackling Pf)verty Team and Tower Hamlets Home5, the Lunth Club and Link Age
Plus project teams worked together successfully lo establish the service provlding more than 4,000 meals lo 300+
b6neficiaries., health and wellbelng activities, 8 befriendlng service and our Sonali Gardens Day Centro plvoled to an
outreach and beffiending service for up to 40 service users each weekday.

Sl Hilda's East was able to develop Sls Buslness Model, wlth a new Director In place, focused on rebuilLling our
Rèserves by athieving a Budget'surplus. position that would also allow the Charity lo invest in ils Fa¢ililies and Staff in
future years, if successful, lo beller meet the needs ol the local community. Supported by consultancy work In Funding
i.e. Charity Fundralslng, and Marketing l.e. Ingenious Group, using the 3-year Strategy, as a startin9 polnl, Sl Hilda's
has undertaken a 'Why7' Programme and Needs Analysis that will determine the direction of travel, focus and activities
that the Charlly will provide In the comlng years, with the right 8mount of resource and staffing allocated lo achieve it,
The Staffing Stru¢luie has been streamlined lo include a Deputy Direolor, as well as a Head of Funding, with plans lo
engage a Head of Pfogiamme Development to ensure key areas of the r)rganisalitsn are functioning effectively. wth a
suitable Management slruclure in place, whilst we prepare the Charty for growth and development.

In shaping our objecliveg for the year and plannlng our aclivltles, the trustees have consldered the Ch8rily
Commission's guidance on public benefit. Including the guidance 'public benefit.. runnlng a charity IPD21. The
achlevemenls and activities above demon81rale the public benelt arlsirvJ through the Charily's aclivilles.
FINANCIAL REVIEW
The statement of Financial Activities showed a nel surplus for the year of £101,736 12020 - nel deficit £65.4881 and
lot81 reserves sland al £2,053,06312020- £1,951,327). This includes the botrk value of the Community Centre property
and the capitalisation of granly lor the premlses and vehicles.
Sl. Hllda's East endeavours lo run a balanced budget, with a prolacted Surplu5, in dellvering the various a¢lSvllles
arrled out al the communlty centre. The principal funding sources are shown under notes 2 and 3 and comprise a mlx
of 8lalulory funding, grants from charitable trusts and CL)rnmercial organisations. The charity 8180 raises funds through a
number of sponsored inilialives,
Rlsk management
The Dlrectorstfruslees have Identified the major rlsks lo which the Charity 18 exposed, whlch are cunlalned in th& Risk
Reglsler, and believe that the systems in place are adequate to mitigate those rlsks. The Charlly's Organisallonal Risk
Assessment has been regularly reviewed and is a standing Item on the maln Board Agenda. The charity makes lilllo use
of financial Instruments other than an operallonai bank account and an Investment In a common investment fund so 118
exposure lo prlce risk, credll risk, liquidity risk and cash flow rlsk is not materlal for the 8sse55rnent of the a98el8,
liabillll&s, financlal position and profit or loss ol the ¢harily.

between three and six months expenditure. As al the year end, finan¢lal 8tatemenls showed reserves of £2,053,063

FUTURE PLANS AND DEVELOPMENTS
Sl Hilda's East will conllnue lo deliver Projects, in line with 115 charitable objectives, however, with a new Director in
place, and based on the recommendations of the CAF Report and 3-year Strategy, the OTganisation will contlnue lo
develop and transform ils $6rvlces lo meet the needs of the local community, and provide a 51rong. stsble and
sustainable organisalion.
A Strategic Framework will be developed fr>r Ihe organlsallon lo complement the 3 year Strategy and capture the
essential elements of the Ch8rily and provide an overview ol the Msion, MissSon and Values, Strategic Objeolives,
Operational Action Plans including monitoring and reporting, so that Trustees, SLT, MT and Stsff have a clear
understanding of the direction and focus of Sl Hllda's and are working together.
A Strategic Action Plan wlll be orealed lo ensure that 51ralegy is translated Into action and ca5eaded to all levels of the
tyrganisalion, with a focus on development in key area8 i.e. Governance, Partnerships, Facilities, Marketlng, Funding.
Impact Framework, as well as reshaping Project Delivery so that il meets the needs of the local community in Tower
Hamlets.
These actions will be supported by improvements in 8yslems anij processes in the back Off1￿ functions i.e. Flnance,
HR. Admin and IT, Including a new CRM system e.g. Sale8force and Funding Database e.g. Donorfy, so that
Information and documentation is COEnmunicaled, handled and stored ￿rreCtlY and Is easily accessible to staff.
Additionally, Working Groups wlll be setup in each key area listed above, brlnglng together people with the right skllls,
knowledge and experience lo input and advise on development.
Funding and Marketing are two key 8tralegio areas for developmenl al Sl Hllda's and as such the Chaiily has engaged
with two excellent Consull8n¢ies i.e. Ingeniou5 Group (Marketing) and Charlty Fundraising (Funding) lo support the
growth in these areas. bring in th& reguisile skills, knowledge and expertise lo the organlsalion, Fe5ulling In a full
Markellng & Communications Strategy, Fundlng Strategy, and Facility Optlons Appralsal, as well as an overall Business
Plan.
A Project Revlew has taken place, which assessed the purwse and quality of C￿r￿n1 Sl Hllda's Proje¢t Delivery and
provides th& foundatlo>n for future Project Development. based on the N¢eds Analysis, 'Why' Programme and Map &
Survey of Tower H8mle18. A co-prtrdu¢tlon approach will be used. $0 that the Services and Provislon that Sl Hilda's 1$
dellvering lo the communlly is evld&nced, up to dale and of the right qualrty. This wtll be supporled by the development
and implemenlallon ol an Impad Framework lo ensure Ihal Sl Hilda's Is capturing the right data, mea51Jring its Project
outputs & ovlcomes, is focustsd on the right KPIS and, hence, is in a position to assess its Impoct on the community,

engaging workplace for Staff Members snd Tenants, whilst also provlding activity space for Project Delivery. Casual

¢ommunily, and other third 8ector organisalions, whilst generating sustainable revenue. Phase 1 Development Is
underway l.e. new Paint, Carpels. and Repairs throughout the Faclllly, which will be followed by a potential Phase 2 Re.
design, based on the findings of the 'Why' Programme and Needs AnalyBS8, so that the space within the building Is
opllmised and fil for purpose to deliver St Hllda's mission.
Resources will be allocated, efficiently and effectively, lo meet the strategic priorllie8 of the Charlly, as outlined above,
and the Staff Slruclure will be 8haped SD that il is streamlined, efficlenl and fit for purpose, wlth a Senior Leadership
Team, reporting through to the 808rd, and a Management Team, overseeing operations.

Until 30 September 2013 the charity partlcipated in a defined benefit penslon scheme on behalf of ils
employae8. From Odober 2013 these &mployees were transferred to a definèd contribution arrangement.
Additionally (from 1 sl May 20161 all other eligible employees w&re auto enrolled Into the government's defined
contribution scheme.
Conlrfbutions are charged lo the Statement of Flnancial Actlvili2s in the perlod in which they are payable. The
assets of the defined contribution schemes are held separately from those of the company in independently
