The trustees present their annual report and financial statements for the year ended 31 December 2023.

Statement of RecoElltnendcd Practice applicable to ¢harities prepai'ing their a¢counts in accordance with
the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (as amended
for accounting periods commencing from l January 2016).
Objectives #nd activities
After meeting administr8tive and management expenses the ¢hai'ity's trust deed requires the trustees to
apply tlie income of tl)e charity in the following ways for the benefit of the residents of the Ancient
Parish of Rotherhithe (the area of benefit)..
lil The payment of pei'iodic stipends to the existing beneficiaries.
lill The relief of peisons resident in the area of benefit.
The trustees have paid due regard to guidance issued by the Charity Commission in deciding what activities.
including public b¢nefit, the Charity sholild undertake. The charity's funding priorities and application
processes were substantially modernised and improved following Il)e appointment of Southwai'k Cl)arilies as
its Clerk in July 2022, culminating in tlie ¢h8rity's relaunch on 7 March 2023 (see below).
Achievementsg perforjnanee and finaneial review
Rotherhithe Consolidated Charities (RCC) is one of several an¢ient, endowed charities that op¢rate in the
north of tlie London Borough of Souihwark. Our charitable purpose is for the General Benefit of the Poor in
the An¢ient Parish of Rotherhithe which roughly equates to Rotherhithe and Surrey Docks wards and
small paits of Nortl) Bermondsey> South Bermondsey and Old Kent Road wards.
The Cliai'ity's grants and activities are fiinded from income and some capital giowlh generated by its
endowinent, which since 2022 has been invested in investment funds thi'ough CCLA and Brown Shipley.

The chai'ity's grant-making to voluntary and community organisations and
charities resumed following a su¢¢essful re-launch on 7 Mar¢h 2023 of ils grants
priorities at Tile Lake Gallery, Southwark Pai'k. attended by around 80
represeiitatives of The Ancient Parisli of Rotherliithe's coininunity. The launch
event was opened by The Woi'shipful Mayor of Southwark, Cllr Sunil Chopra,
and chaired by Lori'aine Zuleta. Chair of Trustees (piolured). The charity received

Priori¢les and proeesses
From March 2023, appli¢ant organisations were required to discuss with The Clerk to Trustees their pi'oposals prior
to applying oil the l-'lexi-CJrant onlin¢ portal using tlie Rotherhithe Consolidated Charities application form. The
Trustees have agreed the following pi'iorilies for 2023 for its area of benefit, The Ancient Parish of Rolherhithe-
low-income residents, families, younger people and cliildren. older people living in isolation. and activities to
improve community cohesioii. Eligible organisations were tl)ose that supported residents iii the area of b¢nefit that
were in need, and that were properly constituted with a Ininitnum of Il)r¢e Management Committee members.
Appli¢ations were assessed by The Clerk against the following assessment criteria and circulated with
recommendation to tlie charity's Grants Committee, appointed by the board on 21 February 2023, to scrutinise and
decide ￿'ant applications in correspondence after five working days-
(i) to what extent docs the application benefit people in Iieed in the area of benefit?
(li) does the oi'ganisation liave a track record of effective delivery or, if the organisation is new, th¢
experiencelcapacity to deliver tlie proposed initiative?

Grants awarded
22 grants to voluntary & community organisations and eharities were awarded in the year to 31 December 2023
totalling £59,133 (see note 7 for details of amounts). The grants are themed as follows..

worksliops at s¢hools and cominunity venues across Rotherhithe, in preparation
for the annual Illuminate Festival culininating at Soutliwark Park on 24
November 2023;

12-week prog]'amme of S¢ience, Teclinology? Engineering, Arts and Maths
(STEAM) activity workshops for children and young people. and a holiday

Global Generation was funded foi. the ¢osts of nature-based workshops at the
Papei. Garden, starting in Spring 2024, for low-incoine families and children
undei. five years of age;
Hawkstone Tenants & Residents AsSOClatlon was flinded for the c05t of a fun
day foi. cliildi'cii and young people from the Estate al Southwark Park's Sports ai)d Athletics Centre.
Roosters Boxing Club C.l.C. was funded for new boxing gym equipment for young people.
Time Talents was fui)ded for a Holiday Hiinger Club during the Summer h&lf-term 2023, for local children that
are in receipt of free school meals during temi time.
Tower Hamlets Youth Sport Foundation was funded for Platform Cricket Rotherhithe
cliildren across primary schools and cominunity venues in Rotherhithe from Spring 2024.
Tutors United was funded to deliver aftei'_school Maths and English tuition to children aged 8 to I l years frotn
low-income families in Rotherliitlie at the Rothei'hitlie Coinmunity Centre, Plougli Way.

Citizens Advice Southwark received two grants to support Cost-of-
Living Roadshows for Rotherhithe residents, al Canada Estate Tenants
Hall (pictured) in September 2023 and at Silverlock Tenants Hall in
July 2023. and at Dockland Settlements to be delivered in February
2024;
City Hope Chureh was funded for the costs of its weekly food bank
provision, and Chi'istinas hampers for people living in the Ancient
Parish of Rotlierhithe.
Hawkstone Tenants & Residents A5SOCl#tion was fi]nded for
Christmas goody bags delivered to residents living in and around the Hawkslone Estate.
Mads Do and Mend C.l.C. was funded for weekly sewing and mending workshops for local residents at
Roiherhithe Comtnunity Cenlre.

Mayflower Tenants & Residents Associatlon was funded to provide a community Cliristmas party for local
older residents.

As part of our grants process we reqiiir¢ funded organisations to submit an end of grant impact report. During
the year, 18 initiatives demonstrated total beneficiary reach of 6,042 people from the charity's area of benefit,
including 3,057 from BAME backgrounds (51 %) and 1,208 with disabilities (20% ).

pension as Inaim source of incoine,
(iv) ¢vid¢nce low savings- below £8,000 for individuals and below £16,000 for a household.
(v) do not own their own pi'opety,
(vi) and are ttot a curirnt member of the St Olaves United Charity.
The ai)nual stipend is £200 per year, payable in Iwo instalmenls of £1 00. in June and December.
During the year, four pensionei's Ineetii)g the ¢i'iteria were added to the stipendiaiy membei'ship. Four pensioners
were removed ftoin the ineinbei%hip due to death. moving out of the area, and other ¢l)ai'ity meinbership held. As
at 31 December 2023, 28 pensioners were members of the charity i'ecciving stipends totalii)g £5,775 (ii)cluding
one member who was unuble to re-apply for membersliip in 2022 and received a ba¢kdated paymcnt of £175).

Fund
During th¢ year, RCC was a comiiiunity partner referral organisation to Southwark Council's Cost-of_Living Fund.
The Fund enables Southwark residents that pay tow&rds th¢ii' energy bills, aTJd that are in need, to obtain a vouclier
presentable at Post Office in return for £100 cash. Three RCC members were successfully refeiTed and have
received vouclier payn)enls.

Rotlierliiihe Consolidated Charities, With Southwark Charities and other paitner5, were irpresei)ted on Southwai'k
Council's Warm Spaces Fund for Winley 2023~24. Tliis led to RCC funding Time & Talents warin space provision
across two sites during Winter. Separately, RCC prodiiced a guide to essential Winter servic¢s pi'ovision in and
around Rothei'hithe wlii¢li was distributed to stipendiary members.
Hardship grants. In 2023, the ¢ligibility oriteria for hardsliip grant5 agreed by th¢ Trustees were those adults

(i) are living in the Ancient Parish of Rotlierhithe,
{ii) evidence low in¢ome. e.g. be in receipt of a means-tested benefit such 8s Univeisal Credit, or liave no
recourse to public funds,

We were delighted that the work of oui. Chair, Lorraine Zuletffj to modernise the
charity was recognised with the Trustee of the Year award at the prestigious
Southwai'k Stars event at Tate Exchange in May, managed by Community
Southwark.

The eharity's profile was fllrther raised by rutkning stalls at The Rotherhithe Festival. Bermondsey Carnival

Cost-of-Living and Warm Spaces Funds in Winter 2023-24.
During the year we were delighted that local social entr¢pr¢neur Emilie Mendy and local Councillor Adam
Hood joined our boai'd io fiirther the charity's work.
The charity was delighted to again be awarded a £1 0,000 supplementary gi'ant by The Henry Smith Cliai'ity,
foi. tlie benefit of individuals living in The Ancient Parish of Roiherhiihe that al'e in need. During the yeai.,
the charity also received donations totaling £190.00 in memoriain of John Bowes, a Bermondsey resident,
who died in August and wanted to support a local charity beiiefitting residents of Rotherhitlie and
Bennondsey.
At the Trustees November awayday> held at Dockland Settlements, the board resolved to regularise Trustee
appointments in line with the Governance Code for smaller chai'ities, to create a reci'uilment sub-¢ommille¢
in order to reeriiit new trustees from 2024 to fill cutTent vacancies, and to prepare the chai'ity for the vacancies
which will be created by trustees who are expected to retire in 2026 and 2027. and to commission a single
charity scheme comprising of all valid clauses and those that require amendment. In 2024 we aim to intensify
our work to benefit residents living in the Anci¢ii1 Parish of Roiherliithe that are in need througli our gi'ants
to organisations aiid grants to individuals, programmes.

The Chai'ity had A surplus of income over expenditure before investment gainsl{losses) for the year of
£110,469 (2022.. £5,072). Th¢ Siock Mai'ket slart¢d 2023 stroiigly but softened iii Q2 & Q3 before trecoverti)g
strongly in Q4, resulting in inveslm¢iils growing by £367.282 foi. tli¢ y¢8r (2022.. loss £371,912). As a result,
the ovei'all surplu5 for the yeai. was a veiy healthy £477,751 (2022.. deficit £366,840). Funds at tEie year-end were
£6,038,453 (2022: £5,560,702).
Within tlie area of benefit, net stipend and hardship referral grant payinents of £6.520 (2022.. £11,449) w¢re
made. As in 2022, no holidays were provided. Inslitulional grants amounting to £59.133 (2022: £14,500)
were made.
Reserves poliry
It is the policy of tl)e Charity that unrestricted fuiids wliich have not been desigiiated foi. a specific
use should be maintained at a level to provide investment in¢ome sufficient to covei. giants and
adininistrative costs. This Icvel of reserveg has been maintained thi'oughout the year.
Investment policy
The ti'ustees l)ave delegated the investment management responsibilities to Ili¢ir investment advisers who
have managed the funds with the objective of providing high and growing levels of income.
Risk management
Tlie trustees have identified and assessed the major risks to which the Charity is exposed and are
satisfied that systems are in place to mitigate exposure to the major risks.

Th¢ Charity is governed by a scheme sealed by the Chaj'ity commissione￿ on 14 November 1905, as
varied by schemes dated 15 January 1926, 16 May 1958, 9 February 1967 and I l June 2012.

1.1 Accounting eonventio
The a¢ooiints have beeii prepai'cd in ac¢ordan¢e with the ChaTity's trust deed, the Chai'ilies Aot 2011 and
"A¢¢ounting and Reporting by Charities.. Statement of Re¢oinmeiided Practice applicable to charities
preparing their accounts ii) accordance with the r,inancial Reportiiig Standard applicable in thc UK
and Republi¢ of Jreland (FRS 102)" (as amended for accounting periods cominencing from l January
2016). Th¢ Cliarity is a Public Benefit Entity as defined by FRS 102.
The Charity has taken advantage of the provisions in the SORP for charities applying FRS 102 Update
Bulletin I not to pr¢par¢ a Siat¢ment of Cash Flows.
The financial statements hav¢ dep8rted from the Charities (Accounts and Reports) Regulations 2008 only
to the extent iwuired to provide a true and fair view. This departure has involved following the
Statement of Recommended Practi¢¢ for ¢haYities applying FRS 102 rather than the version of tlie
Statement of RecoM￿ended Praotiee which is referred to in the Regulations but whi¢h has since been
witlidrawn.
The flllancial statements are pi'epared iii 5tcrlingy which is the functional currency of the Charity.
Monetary amounts in these financial ststem¢nts al'e rounded to the nearest £.
The accounts Iiave been prepai'ed under the historical cost convention. tnodified to include the revaluation
of investments. Tlie principal aocounting policies adopfrd are set out below.
1.2 Going coneern
Th¢ trustees believe that tlie cliarity has adequate c8sh resources in order to pay all of ils creditors as they
fall due for the foi'eseeabl¢ future and for at least twelve monil)s fi'om the date of signing tliese fiiiancial
statements.
1.3 Charitable funds
Unrestricted funds are available for use at the discretion of the ts'ustees in furth¢ran¢e of their charitable
objectives.
1.4 Incoming resources

1.5 Resources expended
Expenditure is I'ecognized once there is a legal or constructive obligation to transfer econoiT]ic benefit to
a third patty. it is probable that a transfer of economic benefits will be required in settlement. and the
amount of the obligation can be measui'ed reliably.
All expenditure is accounted for on an accruals basis. All expenses including support costs and govei'nance
¢osts are allocated to the applicable expcnditui'e headings. Expenses include VAT where applicable as the
charity canttot reclaim it.
1.6 Fixed asset investments

The Charity has elected lo apply the provisioils of Section I I 'Basic Financial Instruments, and Section
12 '0ther Financial Litstruments Issues, of FRS 102 to 811 of its fin&ncial insti'uments.
Financial instruments are recognised in the Charity's balance sheet when the Charity beeomes paty to the
contractual pi'ovisions of the insts'umenl.
