for the Year Ended 31 Dgcember 2023
Our rasidgnts continue to hav6 a go¢)d community spirit enjoying outings, barbecue and communal teas as well as
lending their allotments. We also had a residgnts and Trustee aftemoon tea in the Autumn which was well received
and will be repeated during 2024.
Sadty. one of our wunger residents died suddenly durlng the year, leaving his wdow, to whom we provided
appropriate support for her loss.
Our programme of planned maintenance continues to keep abreast of day-to-day painting and rep￿r issues that
inevitably arise on buildings of age. We have also commenced a longer.tenn project lo review and inspect all the
plumbing and water pipes in the buildings as these have not had much attention in re¢8nt yoars. This will also look
at the long-term option for replacing the biomass boilers when they reach their and of life in 10 -12 years. We also
continued Ihe felling programme to [8m0￿ the small number of ash trees that W8r8 subject lo ash die back.
The Charity beneftied from a very generous donation and grft which was made in memory of the wfe of one of our
congregation members. Part of this was used to refurbish the altar rail in the Chapel and a small plaque was added
to recognise this munificent donation. The rail was rededicated by the Bishop of Dorchester al the Patronal festival
in AugusL
As always. my fellow Trustees. together lan Gair, Belinda Clarke, and Peter Dewey have worked hard to
preserve. maintain and improve th8 faciltties and ambience of the Almshousgs and our estate, and my thanks are
due lo them and the lime they generously commit lo the Charity.

PraGlice applicable to charities preparing their accounts in accordance with the Financial Reporting Standar(I
applicable in the UK and Republic of Ireland {FRS 102) (effective 1 January 2019}.
OBJECTIVES AND ACTIVITIES
Objectives
Goring Heath Charities prowdes accommodallon for retired, or soon to be retir8d, men and womèn who have a
local connection in the area of benefit as set out in the Charity Commission Scheme Document cf 21 st July, 1997.
Applications are wel¢om8d from all eligibl8 persons.
We aim to provide for our rgsidenls Comfortable. woll-maintained and affordable homes, together with communal
facilities and support, wthin a friendly ¢ommunity and in a rural setlng.
Benefits and adlviti8s
We have Iwelve almshouses, providing accommodation for both slngle people and ￿￿pIes.
A number of the almshousos are built around a courtyard which includes. as a central feature, the Chapel. Our
principal buildings are Grade I listed. The Cha￿1 is open to the public as well as residents and regular se￿iCe8
are condueled by the Chaplain.
Other facilities indudè a common room. swal aGtivities organised by the Residents and our Warden. A number of
residents also greauy enjoy 18nding the allotments which are available.
Residents pay maintenance contributions and fuel charges, but these are subsldlsed from the rental and
investment income of the Charity and any r8sidents in need can obtain Universal Credit or housing benefit in
respect of maint&nance and fuel contributions.
Public beneflt
The Iruslees of the Charity have had regard lo the Charity Commission's guidanGe on "public benefit" when
exarcising powers under the Charitys object. Our main activities and whom we aim to help are described above.

Reserves and investrngnt pollcy
In a typical year, resources expend&d are greater than the income from our residents Mth the shortfall being met
from investment and rental income The Chartty therefore holds a range of propety and finan¢ial investments,
which generate the necessary Income.
Non-propety investments are Managed by professional fund managers who have delegated authortty to act withln
conslrainls specified by the Iruslees. The investment managers are charged with maximising investment incx)me
subjacl to maintaining good ¢apital growth by investing in managed Gharity funds in the UK and overseas. At 31st
December 2023, our investments tolalled £960,650 compared with £887.684 at 31st December 2022.
Bonds and cash accounted for about 27% of our portrolio - with 56% being invested in èquiti9s, 3Yo in prc¢)erty
funds ané 140/0 in alternative investments.
R&sults for lh• ygar
W& maintained a satisfactory flnanclal position during 2023. Income exeeeded exwndilure and we opfjratgd within
our budget. We finished the ￿ar with total funds of over £2.16 million, compared with £2.09 million al 31$1
De￿mber 2022. The increase is allributable lo the increase in the value of our investrrtenls as discussed above.
Residents fuel charges were again increased in 2023, as exlem81 fuel costs rose significantly with inflallon. We
LX)ntinue lo monitor fuel costs genèrally, in 2024 our 6le¢tricity contract raquires renewal and we have budgeted for
a slgnificant increase in Gosl of this essential utilty.

Govoming document
Goring Heath Charities is regulated by a $¢heme of the Charity Commissioners dated 22nd January, 1988 and is
administered by a body of Iruslees who are listed L*low.
Governanc9 and managèmgnt
The trustees are responsible for the strategic direction of Charity. They take dectsions importsnl issues
such as the appointment of residents, investments and maintenance of and improvements to the property. They
meet regularty each quarter and receive regular r8ports from the Clerk, the Chaplaln and the Walden.
Day to day adminislralion is in the hands of th& Clerk. Th8 Warden and the Chaplain provide pastoral ¢are and
support for the r8sid8nts. The Warden also has day-to-day responsibility for facilities man4emenl.
Trustees have ￿Ular contact I￿1h resid￿ts includin9 in Chapel and on social occasions.
In addition to their collective responsibility for the direction of the Charity, individual trustees take on dirrerent
responsibilities in connection with Ihe maintenance and enhancement of the estste. the pastoral care of the
residents. the promotion of the Charity, fundraising and financial matters and in support of the Clerk, Chaplain and
Warden.
Recruitment and appointment of now trustees
Th8 trustees seek to ensur& that be￿een them they have thg range of 8xpertise and experience required lo
ensure the effective running of the Amshouses {e.g., relating to property matters. eslate management and
finance). When a vacancy occurs. Ihey seek out candidates. with the appropriate skills and experience. from the
local community.

Cyclical Maintenance Fund
This represents amounts set aside for ordinary maintenance and repair of the Almshouses and other
property belonging to the Charity which recur al infrequent inlervals.
Working Fund
This represents the general unrestricted funds that are available for tho Charity lo use as th&y see fil.
Permanont Endowment Fund
This represents the nel book value of properties gifted to the charity. 11 also includes an element of financial
investments. purchased from the proceeds of disposal of a property.
Loan Repayment Fund
This Fund was Set up to r￿up capital sums expended with spectfic aulhority of the Charity
Commissioners. The Charity Commissioners, orders provide that such capital sums should be recoup8d
out of the annual income of the Charity by annual payments over periods stipulated by the orders.
Chapel Fund
This represents chapel collections and donations giv8n for expenditu￿ on the chapel and related salaries.
Almshouse Resloralion Fund
This represents monies given to the d)arity in order lo fund the roof restoration and boller replacements of
the Almshouses.
