It is a rule of Hampton Fund (the WOTking name of Hampton Fuel Allotment Charity) that its Chair serves in th8t
role for a rnaximum of five years. This will therefore be my last Chairfs report for this organisation. This is ol
course an AnnLJal Report and nor a five-year review. but I did want to take the opportunity to thank our staff and
my fellow Trustees for their support and Indulgen￿ durin8 myterm of office. Thank you.
It has been a 8ood year for the fund in many way5. Not least that we have ended the year with a record overall
valuation. This means we are rn a Stronger p05Tthon than everto help those who need it m05t. We have a150 been
blessed with our new CEO. Richard Barron. who has brought a much-needed boost to the quality and
professionalism tsf Hampton Fund.
It ha5 also been a good year by the absence perhaps of some of the challenges faced by the fuod in the recent
past. No more lockdown5, no more extraordinary price increases, especially in fuel costs. A fvll and healthy team
of staff. Also, a sense that we can now Set our direction. lor the first tirlle in a while. rather than being driven bv
events. More on this over the page.
Throughout all of this we remain very much awafe that not everyone is so fortunate. The purpose of the fund
remains today as it was 213 year5 ago when it was created by King George 111. to help those most in need. It is
my sincere hope and belief that. by keeping our own house in ordw, thosewho on tss can continueto do $0.
perhaps for centuries more.

Hampton Fund provide5 Brant5 and other forms of financial help to low-income families and individuals and to
other locèl Chariti￿ that provide a range of services wirhin the community.
It 15 our stock-marker-investeo endowment fund that enables usto do this. The recent movement of part of th8t
portfolio to Barclays Prwate Bank has seen them get off to a good start and confirmed that the rnove was the
right one.
Naturally we do not rely on a nice steady market improvement wortdwde and it's when times ère hardest that
we are needed the most. 5ts. in the upswing we put reserves in plKe. so that we are able to meet all of our
budgeted commitFnents and more in less lavourable times.
How have we helped individuals this year?
Hampton Fund began in 1811 to provide fud to those in need and th* long tradttion continues today. Most
individual awards are fuel grants paid dIr￿lY to energy suppliers on an applicanys behalf. Durin8 2023124, we
awarded 2,121 fuel grants to individuals totalling £1.142.860. a rwbode5t incfea5e on the previous year12022123
saw 2,028 payments at a c05L of £1.082.7751.
Although not a large part of our spendin& grants for the purchase of basic white goods. for example a fridge or
a cooker, were up by 29%. Often these 6rant5 wefe ma¢Je where rehousing wa5 needed, ￿peCIallY ol those
previously homeless. Meanwhile. grants awarded for school journey were down 12%.

How have we helped local charities this year?

be affluent but with particular challenges for those in ￿31 need which have resulted in..

We continue to support those in need by making grant5to many of these organisations. Our grants cover a wide
variety of sectors, includin8disabiliry. older people. childien and young people. carers and mental health a5 well
as community activities.
Cornmunity Grants Manager. Jan Webb, rgtired during the year. and I would like to add here to the tnany words
of appreciation given for her contribution. Similady. we welcome in her place zenaid Richards. who bring5
renewed energy and insi8ht to the role. Hampton Fund made 49 comrnunity grants in 2023124 to charitable
organisations167 in 20221231 totalling £1.433.9111£1.428,2(X) in 20221231.
Between individualldirert grants ènd communTty/charity grants, it is estimated that Hampton Fund and the
charities it supports have benefited approxirnately one in ten of the residents of our catchment are8.
How can we do more?
Individual grant surveys aFMJ end-of*Tant mon￿torIng ￿pOrE$, from the groups we fund. are two ways we have
evaluated the imp¥t of our funding. This year howeverwe have tèken a more straregic look 3t the impact ol our
work. Our objective is increased confidence, for both us and for you. in our 8rant-makin8 decisions. For thi5 we
have undergone a standèrdised. external￿ facilitated process leading to a formal Yheory of Change".
The details are less important perhaps than the desired outcome- people experience reduced hardship and more
acces5 to opportunriies to live well. If this leads to a change in our criteria for grants, we will flag this well in
a(Svance and tran51tion appropriately. In the long term an objective. evidence-ba5ed approach will provide
assurance that we are doing all we can. to brin8 the grearest benefit to those who experience most hardship.
Sorne year5 ago, and beyond our stock-market based lundrai5in& HaTnPton Fund aL%o initiated a-pl￿ed based
giving" scheme to release further fvnding from wsthin the borovgh. Soon Richmond Parish Lands Charity IRPLCI
signed up and have done a great deal for tt since.
The resulting OneRichnKJnd was established jointly by the Hampton Fund and RPLC and this year it ha5 become
n independent charity tn its own right Icharity Number 12080291.
Their aim isto work with others to unlock significant additional resources. from within and outside the Borough.
in order to improve opportunitie5 and change lives. Their vision is a connected and engaged Richmond where
everyone has the opportunity to thrive. We want them to succeed in this and we continue to support them.

Looking after the endowment fund and balancing the needs of present and future 6eneration5 are challenges
that we. a5 Trustees. have to consider carefully. Accordingly. our prime investment objective is to ensure that
funds available for beneficiaries are mainrained in real terms, so as to ensure that future8enerations may benefit
from the endowment at least as well as the current one.
In orderto achievethis goal, we have adopted a Total Return. approach to investment which allow5 Trustees to
use both iniome and capital gTOWth produced by the endowment fund to satisfy expenditure. Thi5 removes any
reliance on income alone to meet expenditure and pertnits a more flexible and longer-term investment
approach.
In looking after our endowrnent. wetake independent professional adviceon how itsfinancial assets are invested
and managed. During the year. management of the endowment's assets was shared between Barclays Private
Bank and Rathbone Investment Managernent. Akhough ourtotal investment portfolio move5 up and down with
the rnarket5. we take a long-term view that has seen steady growth in rhe fund and what rt can give to those in
need locally.
Charity Kovernance
Governancecontinuesto be an importarf duty of the Board ofTrustees, and we execute a pro8ramme of regular
review of all our policies. Staff turnover is another important risk to manage. with just two changes this year
(mentioned abovel. I give my thanks once ègain to our team of profe55ional5.
Our Trustees
Ultimately governance sits with rhe Trustees. Up to 12 Trustees are permitted to serve a maximutn of two five-
year terms. with the exception being the ex officio Trustee a5 Vicar ol St. Marfs. We believe this offers a healthy
balance of stability and turnover. wtth u5ualfy one or two new each year.
At the close of this year, we will lose Drjames Brockbank. Jim is Chair of our Stakeholder Engagement Panel bur
has a150 provided wonderful added valve using hks experience as a doctor and former Trustee of other
organisations. Also reaching the end of her term is Kim Loxton. Kim'5 quiet dedication to the Fund and frequent
personal visits to beneficiarie5 are a contributK)n that will be hafd to replace. They will both be sorely missed.

OneRichmoNd exist5 to unlock new funding and encourage the community to enfe localty. enabling real change
right on its doorstep. They do thi5 by using evidence. local voice. and insights to inform priorities and grant

OneRichrnond's priority theme is unpaid (3￿r$ and parent carers. There are many carer5 across the local
community includin6 those caring for their spouses. parents, or child￿n. Whilst the needs of these different
type5 of carer Fnay differ. there 15 a common theme of feeling lonely and ixjlated.
In the past year. OneRichrnond ha5 5ucce55fully achieved Charitable Incorporated Organisation ICIOI status. The
Board of the new CIO include5 four trustee5 nominated by both Hampton Fund and RPLC as well as three
appointed independentlv.

Investment polity
The Trustees, investment power5 are those a5 defined bytheTrustee Act 20[￿. TheTrustee5 are required by the
CharTrWs deeds to ensu￿ that its investments are kept under review by one or more experts.
The Tru5tee5 have adopted a Total RetUTll approach to rnanagement of the Permanent Endowment Fund IPEFI.
which provide5 a Fnore flexible approach by ielaxing income c005traint5 on its inve5trnents. A re501ution to this
effect was passed on 29 April 2015 and the Tru5tee5 agreed to Use the value1£39.18 million) of the PEF on 30
June 2010 as shown in the Charity5 audited financial Statements forthat date. a5 the Preserved Valueol the PEF.
At 30 June 2024, the value of the PEF stood at £51.15 million130 June 2023.. £51.15 million).
Our prime investment objertive 15 to deliver a real return onthe endowment sufficient to satisfy its current grant
programme and a19) maintain granr levds in real tems tor f￿￿re beneficiaries.
In order to achieve this obj￿tiVe. the Trustees have established an investment strategy which currently aims to
produce average annual returns of Consumer Price Index ICPII +4%.
The 4% real return (currently around £2.5 rnillionl would then be available to satisfy the Charity's regular gr3nt
programmes land associated administration costsl each year. P¥eviou51y, our policy was to reinvest the
inflationary ICPII element of the returns into the PEF for the benefit of future 8eneratlOn5. However, once
allocations have been made to the PEF they are no longer accessible for grant rnakin& which could prevent the
Tru5tee5 from being able to meet cuirent unanticipated acute needs.
In order to address the challenge of investin8 funds foT the benefit of future generations. whilst retèining the
abilityto provide helpwith meeting unanticipated current needs. theTrustee5 haveagreed to designate a portion
of the General Fund primarily for the benefit of fut￿re generations. This designated portion has been labelled
"General Fund Future IGFFI~ The remai￿1ng non-designated portion of the General Fund 15 to be used primarily
for grant maknng to current beneficiafies and has been labelled -Generèl Fund Current IGFCI".
Goin8 forward the inflationary element of retum5 wll be all￿ted to GFF ratherthan the PEF. as previously and
total funds e3rmarked for the benefit of futuregenerations will bethe sum of PEF and GFF. However, funds held
within GFF may be undesi8nated bytheTrustees and used forgrantmaknngto current beneficiaries in exceptional
circumstances.
In making decisions as to rfand when GFF rnay be accessed to make grants to current beneficiaries. the Trustees
have to bear in rnind their dutyto'furtherthe (harity'5 aims both now and in the future".
The Charity r￿ogniseS the need to dNerstfy it5 investment5 in order to spread risk. Accordingly, management of
the Charity's investments is split between Barclays Wealth Management (appointed in 20221 and Rathbones
Investment Management (appointed in 20151. Both are attive managers but have quite different investment
strategies, which bring5 further dtversification_ The Charl￿S investment strategy and the performance ol tt5
investments are reviewed regularly by the Trustees wtth input from the Charl￿5 independent professK)nal
investment advisors.

The Trustees aim to maintain sufficient free reserves to cover around 36 months of operating expenditure. At 30
June 2024, our level of free reserve5 wa5 £7.91 mtllion, representing just over 29 months of expenditure130June
2023= £6.92 million, repre5entln8 26 r￿nthS of expenditure).
Trznsfers polKy
The Unapplied Total Return Fund is used to make transfers to the GFC during the year to satisfy our ongoing
grant prtsgratnme5 and a portloll 15 transferred to the GFF in orderto protect the real value tsf funds earmarked
for future beneficiaries.
The Trustees transferred a total of £6.85 million to the General Fund over the year.
Responsible investment polKy
Hampton Fund holds the majority of its ¢nvestments as finar￿131 investments, with the aim of maximising return5
at an appropriate level ol risk. Appointed investment managers are experted to invest the as5et5 in line with the
Ch3ritls mission and values, and the Trustees reserve the right to exclude investments thai conflict with these,
such as Ibut not limited tol investments in companie5 involved in pr￿tiCe5 Such as..

The charity ha5 undertaken a 5trategtc review in the second haff of the financial year. Following the pandemic

Fund exists to meet, and our purpose in addtessing those needs, in order to maximise the impact of our
increasingly stretched re50ur£es. Our history is rooted in supporting those struggling with meeting basic needs
and thi5 rernains important to us. We have clarified that it is people who can experience fin3ncial and other
hardship whose needs we existto address_The term'hardship. ha5 helped u5to describe a group facing definable
challenge5 whether financial. related to health or disability. or emotional. It captures those who are barely
surviving through to those who are just about managing. Going forward. alongside our Individual Grants. we will
therefore be focusing on supporting or£anisations who are addressin8 hardship, that is those individuals and
families that are most in need in our geographical area of benefit.
We have also thought carefully about the type of grant maker that we want to be. and our strategy therefore
places an empha515 on building an agile. collaborative organisation, one ￿lling to develop new and different
approaches. We will strwe to develop ourgrant tnaking approach and proces5e5 to be ol the highest qualrtyand
efficacy and we will work hard to understsnd our impart and use the learning from this process to constant

Having agreed our strategy. we will aim to communicate the organi5ation's purpose. grant offer and impatt

grant maker we can amplify the voice of those thar we support, both individuals and organisations. We will
therefore highlight their 5uccesse5 and increase awarene5sof challen6es they face. We will continue engaging in
forums and debates in the local sector. and bryond. where we believe doing thi5 wll increase the impatt of our
grant making to those we support.

promote our grant making to them_ We will therefore undertake ongoing analysis of where our funds are

The Charity will retain similar investment benchmarks as at present. Its grant Ma￿ng criteria will be reviewed in
the Coming year to ensure that they reflect the strategii review. discussed above.
Future Commitments
For some reporting periods. the Trustees will award grants to oreanisations, which have not been accounted for
within the year ioncerned, becau5eterryts and condition5 attachingto those grants have not been fulfilled by the
year end date. At 30 June 2023 and 30June 2024. there were no 5u£h commitments.

Status and history
The Charity was created folbwing the 1811 Enclosure Act by the granting of JO.14 atres of13nd for producing
supply of fuel for the pTh)r of the ancient parish of Hampton. Sub5equentlythe land wa5 rented OLrt for nurseries.
In 1988. the land was 501d for developtnent and the sale proceeds fomed the financial base for the current work
of the Charity.
Hampton Fuel Allotment Charrty became a reEistefed chartty on 19 November 1962. The governing d(Kument
was a schem& of the Charity Commi55ion dated 26 August 1981. It was atnended byschemes dated 27 July 1989,
4 December 1991, and 21 April 2004 and an order dated 19 August 2LK)4. With effect from 27 April 2005. the
Trustee5 resolved to make various alterations to ihese documents with the approval of the Charity Commission.
These variou5 documents were subsequently consolidated into a single drKument.

provided with a guideline as to the ski115. knowledge and expefience that would be of benefit to the Trustee
Board.
CNpted Twstees are recruY¢ed from those who are resident in the area of benefit or have a good knowledge of
it ènd have skills and knowledge relevant to the activities of the Charity and it5 area of benefit. In some cases,
trustees are recruited with specific skills rhat are needed to assist in the Board'5 decision makin8 (for example
loial general practitioners, financial skills and experience). The Charity will also advertise for new Trustee5 when
appropriate.

New Trusrees receive induttion and a Trustees. Handbook containing essential materi31 about the Charity and

The Charity recognises the need to keep existing and new Trustees up to date with legis13tive. Charity

within the area of benefit which rnight affett theif grant making. Trusrees sometimes receive update5 frtsrn
speakers at their meetings. on rnatter5 relating to the Charity, as well as one to one induction with the Chair.

The Trustees believe that the Charrty should manage and where appropriate reduce risk. The Charity maintains
corporate risk register, whiih 15 reviewed aftnUal￿ by the Finance and Investment Panel. It is planned that in
addition to this, there is an ongoing review of key risks on the register undertaken by the appropriate panel or.
in some cases. the full Trustee Boar(J throughout the year. Thi5 15 to ensu￿ that 311 appropriate controls to
mitigate risks have been thorougbly considered and are in place. In addition. the process is tied to the charity's

Basis of accounting
These financial Statements have been prepared in accordance with FRS 102 "The Financial ReportinE
Standard applicable in the UK and Republic of Ireland" and Under the historical cost convention, except
as modified forthe annual revaluation of fixed asset investment>
Within the definr(ions of FRS 102. the (harity is a public benefit errttty.
The financial statement5 have a150 been prepared in accordance vAth the accounting policies Set out in
more detail below, to comply with the CharTWs governing document, the Charities Act 2011 and
Accounting and Reporting by Charities= Statement of Recommended Prattice applicable to charities
preparing their account5 in accordance with the Financial Reporting Standar¢J applicable in the UK and
Republic ol Ireland IFRS 1021 leffectwe l January 20191.
Going concern
The global economy has remained resilient despite bein8 IWnPaCted in recent years by the war in the
Ukraine. a spike in energy prices and high levels of inflation. The Trustees and Investment Manager5
continue to be diligent on the global economic outlook. The Tru5tee5 have considered the future likely
cash flows for the Charity covering a perio¢J of at least twelve monihs from the date of approval of these
financial statements, and they are confident that sufficient funding is available to support the on*oing
artivitie5 of the Charity- The financial statements have therefore been prepared on a going concern
basis.
The financial st*ements do not include any adjv5tments that would ￿SuIt should the going concern
basis of preparation not be appropriate. In the event that this basi5 is not appropriate provision5 rnay
be required and a5set5 may need io be written down to their rÉroverable amount.
Intome
General donation5 and other similar types of voluntary income are brought into account when
receivable and donated income 15 included gr055 of any attributable tax recoverable. where relevant.
Donations given for specific purp05e5 are t¥eated a5 restritted income.
Investment income is accounted for on a T￿e1Vable basis once the dNtdend ha5 been d￿lared or the
interest has been eamed.

Grants payable are recognised in the period in which the approved offer is conveyed to the recipient

Social investments

initially recognised and measured at the amount loaned to the beneficiary involva, with the carrying
anKJunt adjusted in subsequent year5 to reflect repayment5 and any accrueil interest that tnay be
relevant. If there is objective evidence ol impairrTTrent in relation to any conces5ionary loan, an
impairment loss is immediately recognised in the statement of financial activities, and thereafter,
reversal of part or all of the impairment will be recognised through the statement of financial activities
if the beneficiarls circumstances improve.

Inancial instrufflents
A financial instrument is a contractthatENes riseto a financial asset of one entity and a financial liability
or equtty instrument of another entity. Financial in5trument5 are therefore classified and accounted lor
according to the 5ub5tance of the contraaual arrangement as financial a55ets, financial liabilities, or
equity instruments. An equity instrument is any contract that evidences a residual interest in the a5set5
of the entity after dedurting all ol its liabilitie5.
Ftnancial assets and liabilities
The Charity's debtors and creditors that meet the definition of either a financial asset or a financial
liability are initially recognised at thetransaction value and thereafter arestated at amortised tost using
the effective interest method.
Pensknn contrib￿lOn$
The Charity make5 contributions into defined contribution pension Schemes on behalf of certain
ernployees. The a55ets of the schemes are held separately from those of the Charity in independently
administered funds. The amount charged to the State￿nt of rtnancial activitie5 in respett of pension
costs is the total Contribut￿￿5 payable for the year.
Fund accounting
The general fund cornprises the accumulated surpluses of unrestTlCted income overexpenditure, which
are available for use in furtheran￿ of the general objectaves of the Charity-
Restricted fund5 aTe fund5 subject to sprfific conditions imposed by donors. The purpose and use of the
restricted funds are Set out in the notes to the financial statements. Amoufits unspent at the year end
are tarried forward in the balance sheet.
The permanent endowmeni fund is a specrfic type of restricted fvnd. which cannot be spent as income.
Instead. the funds must be held permanent￿ to Produce a return for the Chafity.
The Unapplied Total Retum Fund comprises that part of the total ￿tUrn on the Charity's permanent
endowment investments which ha5 not yet been allocated by theTru5tees to eithei the Eeneral fund or
the permanent endowment fund. It can be tsrried forward if not needed or allocated to be spent as
income or reinvested in the permanent endowment fvnd in a particular year.

In 1991. the Charity provided a grant of £220,500 to Richmond upon Thames Churches Housing
Trust (now part of Paragon Asra Housingl to convert a property into 4 self-contained flats for highly
vulnerable people. If the current property is sold or 15 used outside the purpose5 for which thegrant
was made (that being suppon for hsghly vulnerable people), the Charity is entitled to the original
grant or 54.5% of the sale, whichever is greater. There is a new legal agreement between the Charity

THE FUNDS OF THE CHARITY (Continued)
The Permanent Endowment Fund was e5tablishe(l in 1988 when the U)artfy disposed of the freehold
land granted following the 1811 Eni105ure Act. As a permanent endowrrent funé. the assets cannot be
dirertly applied to cover charitable expenditure. but income derived therefrom can be treated as
unre5trirted at the discretion of the Trustees and can then be used in accordance with the charitable
objects. Under the powers granted to thern by section 104AI21 of the Charities Att 2011. the Trustees
have adopted a Total Return approach to the management of the Permanent Endowment Fund.
Included within the Permanent Endowment Fund are net unrealised gains arising on the revaluation of
investments totalling £9.363,3(￿[30 June 2023.- £4.446.2291.
The Unapplied Total Return Fund comprises that part Df the total return ￿ the Charity'5 permanent
endowment investrnent5 which has not yet been allocated by the Trustees to 3ny other fund. It can be
carried forward, allocated io be spent as income or reinvested in any particular year. Included within
the Unapplied Total Retum Fund are net Un￿alIsed gains arising on the revaluation ol investments
totalling £Nil130 JL*ne 2023. £Nill.
The Charitrf5 unrestricted income funds comprise those amounts which the Tru5tee5 are free to use in
accordance with the charitable objective5. Included within the unrestricted income lund5 are net

To address the challenge of reinvesting some of the total return for the benefit of future generations,
whi15t retainingtheflexibility to help with meeting unanticipaied acute needs of the current generation,
the Trustees have agreeij to designate £3,848.877 of the vnrestritted income to the General Fund
Future for this purpose with effert Irorn 30 June 2024. The combined value of the General Fund Future
and the Permanent Endowment Fund of £5S.O million at 30 June 2024 is approximately equal to the
nflation adjusted value of the original value of endowed funds1£21.6 million) received in 1988.
