While l am happy, and somewhat relieved, to report that Hampton Fund has fully recovered from the financlal
effects ol COVIO-19. 1 am acutely aware that this is not the case lor many of those we support. As such it hès
been our dual priority over the p35t year to continue providing a5 before while at the same time makin8 special
provision for these extraordinary times.
Ta that end, unusually for Hampton Fund, we 5¢)Jght both third-party and local community fundin8 on top of
our own Income from investrnents. Through the oneRichrnond prolect thi5 brou8ht in an additional six f18ure
sum. I wrlte more on thSs later, but I would partlcularly like to thank all those who contrlbuted.
While all thls was happen5ng, we welcomed two new Tru5tee5, Adele Klmber and SharSka Sharma who have
already made a posltive dlfference to the team.
These are uncertain times to be Sure. Nonethelèss Hampton Fund Is solldly, resSllently placed to contlnue
supporting those in need in our area, a5 It has for the past 110 years.
It's what we do
ampton Fund provldes 8rants and other forms of Ilnanclal help to low-income lamllles and Indlvlduals,
prlmarily help5ng them wlth theSr energy cost5, CO￿ lurnlshln8 and white goods and a contrlbutlon to school
uniform5 and School trip5. We 3150 continue to make grant5 to other local charltles that support local people
and provlde a ran8e of servlces withln the community.
Our sto¢k-market-Inve5ted endowment fund enables us to do thls, and great credlt goes to our fund managers,
Hampton Fund D5rector, David White and our Chair of Finance and Investment. Dr Martin Duffy, for ste.erSng us
throu8h wlth a steady hand, At the end of the flnincial year reported here our funds, and thereby our ablllty to
help, had reached a record high.
Of course, we've had dlffTcult flnanclal tlme5 before and learnt from them. We knew for example, as you can
apprec5ate from your own experlence, It's when times are hardest that we are needed the m95t. 50, WE had
put reserves In place for just such times as this and were able to meet all of our bud8eted commitments and
more.

How we have helped Indlvklualsthis year
Under the guldance of Carole Swinburne. Individual Grant5 Manager and through the very efficient meetings of
Revd Ben Lovell, Chair of Individual Grants, individuals in need may apply dlrectly to us. Most awards are fuel
8rants which we then pay directly to the energy suppller on thelr behalf. During 2020121, we awarded 1,847
fuel grants to indivlduals totalllng £897.73011,591 in 2019120 at a C05t of £770,650). In addition, we make
grants for the purchase of basic white goods, for example a fridge ol a cooker, and basic items of furniture such
as a beij. Typlcally, these grants are offered where rehousing is neèded èspeually of thosè previously homeless.

The work of the charities and community groups sn our Borough is both vitally important and very much
appreciated. We support those in need by makin8 8rants to many of these or8anisalions. Community Grants
are the responslbillty ol Davld Whlte, our Dlrector, supported by Jan Webb, our Communlty Grants Manager.
Under the stewardshlp ol Hilary Hart, Chalr ol Cornmunity Grants. we made 76 community grants in 2020121

went -above and beyond~ for thelr servite users. Onllne provSslon surged almost overnlght ond a whole new
category ol volunteer ernerged in the VacclnatSon Stewards. Almost all adapted their pr4Ctices to contlnue to
be accesslble to the most vulnerable. The Hampton Fund Is honoured and a Ilttle humbled to be able to
contrfbute to such organlsatlons.
Our Brants cover a wide variety of sectors. Includin8 disablllty, older people, chlldren and young people, carers,
and mental health a5 well B5 community actlvitle5. The end-ol-grant monltorlng report we receive from the
groups we lund15 Qne way we evaluate the irnpact of our funding.

oneRichmond is a collaborative venture between Hampton Fund, Richmond Parish Lands Charity IRPLCI and, in
time, other community 5takehDlder5. We a8reed last year that children and youn8 people would be
oneRichmond's first theme. This year we successfully secured a 8rant of £IOO,000 from the National Lottery
Community Fund to support youth projects to dellver actSvities and services for vulnerable young people who
have been affected by the COVID-19 crisis. An independent Panel awarded 15 8rants to the value of £104,100.
The Award5 Panel w85 made up of representatives from local comrnunily 5takeholder5, includin8 four young
people, one being the Richmond Chalr, Chlldren in Care Councll. The Harlequlns Foundatlon contrlbuted the
shortfall of £4,100.

Our COVID-19 Appeal was launched to support local charities whose essential services are at risk through loss
of funding. To date. approximately £20,OtK) has been raised, Including generous donatlons from members of
the public, Richmond Housing Partnership and PA Housing. Hampton Fund and RPLC added a further £20,000
to this total throu8h match funding.
Our th4nks once again go to all those who have helpèd to promote and support thls work and to Hampton
Fund's David White, Jan Webb, Geraldine Locke and my Deputy Chair. David Meggitt and to the RPLC team for
maintainlng the momentum.
Meetlng local needs today and tomorrow
Looking after the endowment fund and balancing thè need5 01 present and future generatlons a￿ challenges
that we, as Trustees, have to consider carefully. Accordingly, our prime investment objective Is to ensure that
funds available for beneliciades are malntalned sn real terms, so as to ensure that future 8enerations may
benellt from the endowmènt at least as wéll as the current onè.
In order to achleve thls 8oal, we have adopted a Total Return, approach to investment whlch allow5 Trustee5
to use both income and capltal 8rowth produced by the endowrnent fund to satlsfy expenditure. This removes
any reliance on income alone to meet expenditure and permit5 a more flexlble and lon8er-term Investment
approach.
In looklng after our endowrnent, we take Independent profe555onal advlce on how Its flnanclal assets are
Invested and mana8ed. Durln8 the year mana8ernent ol the endowment'5 assets wa5 sharèd between ues
Asset Mana8ement and Rathbone Investment Mana8ement. Although our total Investment portfolio at thè
be8lnnlnB of the financial veèr was down on past years, a calm, lon8 term approach has seen the fut)d "bounce
back" slnce.
Charjty governance
Governance contlnues to be an Important duty of the Board of Trustees and we execute a programme of
regular revlew of all our policles. Staff turnover Is another Important rlsk to manage, and l am glad to 5aV that
we have had no change5 thi5 year. l add my thanks to our team of profe551onals who have kept the operatlon
fully functlonal throu8hout lockdown. 01 course, we would have found Ilfe far more difficult wlthout Zooml
Our Trustets
Ultirnately governancè sits wlth the Trustees. Our Trustees are permitted to serve a maxlmum of five-year
terms, and we can have up to 12 Tru5tee5. We believe this offers a healthy balance of stabllity and turnover,
with usually one or two new Trustee5 each year. At the close of the year, we had all posts filled, however since
June, Clive Beaumont ha5 relocated to Sullolk. I have deeply appreciated h15 calm and carin8 approach to the
role- performed slnce 2013. We were fortunate to benelit from his rnernbership and all wish him the very best
for the future.
Our HR cornmlttee, chalred by Geraldlne Locke, ha5 carrled out excellent work in the field of diversity and
representation a5 well a5 honing our skills re8lSter of current Trustees and skills requirement5 lor present and
future Trustee5 in order to help us improve a5 a Board. Thgugh we are pro-active in seeklng to ￿cruIt new
Trustees, we always welcome enquiries trorn those who ml8ht be Interested in 5ervin8.

Trustees recogni5e the Importance of dolng our best to ensure that those who can benefit from our grants are
ware of the help available. To th15 end, we launched our new website in March 2021 whlch 8Sve5 a clear focus
on the Sndlvldual grants available to help famllies and indlvlduals living In our area of benellt who are flnancially
eligible lor our 5upport,' and the cgmmunitv grants for voluntary sector or8anisation5 to provide services and
attlvlties for those Sn need Sn our area.
We have introduced an online application form for individual grants to broaden accessibility. and early data
shows that this has contributed to the slgnifScant increase in indivldual grants over the past year, from 1.591 in
2019120 to 1,847 in 2020121, an Increase 0116%. The hard copy appllcation form will Still be available, and the
leam continue5 to be proactive in providin8 gne-to-one support for those who need help to complete the
application form.
Over the past year we have been active in social medla, both on Facebook and Twitter. The aim is tg raise the
proflle and awareness of Hampton Fund, and the help available. This has been achleved throu8h the
inveftmont in additional rtJff rerouf£oJ.
The establishment of a Communlcatlons Strategy Group and the recruitment of a Trustee wlth a professional
background In communlcatlons also highlights the Importance we place on communicatlons and e¥plorln8

history and 8ra5sroots knowled8e of the local community. Independent research commissioned by u5- On The
Edge. concluded that the perception of Richmond as a wealthy place masks hi8h levels ol need.
oneRichmond exlst5 to hl8hll8hl and address those needs acros5 the Borou8h. The airn is to work with others to
unlock additlonal 51gnificant resources, improve opportunltles and change lives. We want a Borough in which
everyone can thrive. By additional resource5, we mean funds, expertlse. tlme and use of facllities. In the past

Strategic Lead Manager, Richmond CVS,. and Trustee representatives from Hampton Fund and RPLC. For

COVID-19
RegardlnB the irnpact ol COVID-19. the bulk ol the damage to investment values caused by the pandemic
occurred in the second half of the prevSous year, 2019120, dLsrlng which the value of net assets fell by £6
milllon. The subsequent recovery in the markets during the ctyjrse of 2020121 has led to a recoupin8 of the
invèstment losses. Indeed. as at 30 June 2021, net assets were £1 mSlllon 8reater than at 30 JunÈ 2019, and at
an hlstorical high.

Investment pollcy
The Trustees, Investment powers are those as defined by the frustee Act 2000. The Trustees are required bv
the Charity's deed5 to Ensure that its investment5 are kept under review by one or more expert5, who are
required to inform the Trustees or investment managers ol any changes that may be in the best interests of the
Charlty. The Trustees may only make chan8es to the Charltls Investments lollowlnB advlce from an
independent Investment expert.
The Charit¢s prlrne Investment objective Is to rnaintain fund5 available lor beneflclarles at thelr current level,
of around 4% of the value of the endowment. in real terms over time. In order to athlevè thls, the Trustees
have established an Investment strategy which aims to produce an average ènnual total return Ideflned as
Income plus capltal 8rowthl of Consumer Price Inflation ICPII +4%, AchlevSng thSs objective would make around
4% Icurrently In excess of £2 mllllonl per annum avallable for makln8 8rants to current benellclarles, whllst also

The Charity recognlses the need to diver5rfy its investments in order to spread risk. It has been agreed by the
Tru5tee5 that the Chariws investment5 are actively mana8ed.

The Trustee5 have adopted a Total Return approach to the mana8ement of the Permanent Endowment Fund
on the basis that thi5 provides a more flexible approach to investment management, which should help to
improve its risk-adjusted returns by relaxin8 income constraints on it5 Investments. A resolution to thi5 effect
wa5 passed on 29 Aprll 2015 and the Trustees a8reed to use the value1£39.18 million) ol the Permanent
Endowment Fund on 30 June 2010 as shown In the Charitls audited financial statements for that date, as the
Preserved Value of the Permanent Endowment Fund. The Trustees aim to prDte£t the value ol the Permanent
Endowment Fund in real terms by mak5ng transfers periodically from the Unapplied Total Return Fund to
ncre35e the value of the Permanent Endowment Fund in line with the CPI measurement of inflation. At 30 June
2021, the value of the Permanent Endowment Fund stood at E48.69 milllon130 June 2020.. £47.51 rn511ionl.
The Trusteès have appolnted UBS ￿Set Mana8ement and Rathbone Investment Management to actlvelv
manage the Charity's investments. The Char5tVs investment strate8y and the performance of 115 Investments
are revlewed regularly by the Trustees wlth Input from the Charity's professlonal Investment adv150rs.
Durlng the year under revlew, the market value of the Charltvs Investments Increased by apprtsxlmateSy £5.7

A review of the Charitls overall Snvestment strate8y was planned for Sprln8 2020, five years since the Charlty
adopted 3 Total Return approach, establi5hSn81ts current 5trate8y and appointment of the current investment
advlsors and managers. Plowever, wlth the outbreak ol the coronavirus and the Stock market ua5h in March
2020, the review wa5 cornpleted Autumn 2020.
Future commltments
The Trustees have awarded grants to a number of organlsatlons, whlch have not been accounted for wlthln the
vear concemed. As at 30 June 2021, these commltmentg aré sublect to varlous term5 and conditions, whlch
have not yet been fulfllled, total £34.000130 June 2020.. E28,0001 and are likely to be called upon durlng the
next year or two. A detailed analysis of these commltments IS given In note 18. The Trustees are satisfied that
STRUCTURE, GOVERNANCE AND MANAGEMENT
status and hlstorv
The Charity was created following the 1811 Enclosure Act by the 8rantln8 of 10.14 acres of land for producln8 a
supply ol fuel lor the poor ol the andent parSsh of Hampton. Subsequently the land was rented out for
nurseries. In 1988, the land was sold lor dèvelopment and the Sale proceed5 formed the financial base for the
current work ol the Charlty.
ampton Fuèl Allotment Charity became a re81Stered charlty on 19 November 1962. The 6ovemin8 document
was a scheme ol the Charlty Commlsslon dated 26 Au8ilSt 1981. It wa5 amended by schemes dated 27 Julv
1989, 4 December 199L, and 21 AprS12004 and an order dated 19 August 2004. Wlth effect from 27 April 2005,
the Trustees resolved to make various alteratSons to these documents with the approval of the Charlty
Cornm155ion, These varfous documents were Subsequent￿ consolidated Into a 51ngle document.

The overall strateglc direction of the Charlty is determlned by the Trustees, who have set up various sub-
commlttees and made various professlonal appointments to assigt them in ensuring the strategic gtsa15 of the
Charity are achieved. Trustees are normally app(Nnted for a period of five years.

The Trustees transact the CharitV5 business through Board meetings. which are held at least four times a year
arnd through the sub-committees of the Board. The activitles of sub-commlttees are reported to the main Board
meeting.
Finance and Investment Panel.. this panel usually meets live times a year, Including 6-monthly reviews with our
Investment advlsor and investment managers,. and oversees the char5￿$ 5nvestment strategy and
perfomiaN¢e. It also 5et5 the charf￿5 annual budget.
Personnel and Resources Panel., this panel meets at least once a year and keèps under revlew matter5 relating
to 5taifing, Staff perforrnance, office premises and equipment.
Indlyldual Grants Panel,. thls panel meets at least SIM tlmes a year to conslder appllcatlons frorn individuals and
familie5 in need. In urgent cases the panel Chairman. another Trusteè and the Individual Grants Mana8er have
delegated power to a8ree grants. The level ol award5 is reviewed on a regular b351S.
Communlty Grants Panel., thls panel meets at least s5x times a yèar and conslders appllcatlons from
or8anisallons. The panel has dele63ted powers to make 8rants up to an agreed amount and to make
recommendatlons to the Board forgrants above that amount.
The awards of both the Indlvldual Grant5 Panel and the Communlty Grants Panel are revlewed by the full boafd
of Trustees at thelr re8ulai meetln85.
Special Panels may be forrned by Tru5tee5, under an established procedure, to conslder any formal complalnts
related to the conduct of the Charfty and Its relatlonshSp wlth other partle5. Worklng Groups are a150
e5tab115hed, as and when approprlate, to look at speclflc areas ol work,
Key mana¥ernent personnel
The day-to-day management of the Charfty Is entrusted to the Dlrector and team ol staff, who are responslble
for delivery of the Trustee5' declslons. In broad terms, the Dlrector servlce5 the full Board and Is responsible for
Communlty Grants and other key areas of work. The IndlvSdual Grants Mana8er service5 the Indlvldual Grants
Panel and recelves, checks and piocesses grant applicatlons from Individuals.
In the opinlon of the Trustees, the Olrector, the Individual Grants Mana8er, and the Communlty Grants
Manager meet the definltion of key management personnel.
The startlng salary for new mernbers of staff is determined by benchmarking slmilar roles within the charitable
sector. Salaries are reviewed by the Personnel and Resource5 Panel in February and recommEndatlOF15 made to
the Finance and Investment Panel. Recommendations must be approved by the Board of Truslees and any
salary increase implemented from I lulyi the beginning of the Chariws a¢countln8 year. Individual
performance and inflation are critical factors that the Trustees will consider when deterrnining any salary
ncrease.

authority is provided with a guideline as to the 5ki11s, knowledge 3nd experience that would be of benefit tg the
Trustee Board.
Co-opted Trustees are recruited from those who are resldent in the area of beneflt or have a good knowledge
ol It and have skills and knowledge relevant to the activitles ol the Charity and it5 area of benefit. In some

Restrlcted funds are funds sublect to 5pecSfic conditions 5mp05ed by donors, The purpose and use of

The permanent endowment fund Is a speclflc type of re5trlcted fund, whlch cannot be swnt as
income. Instead, thE funds must be held permanently to produce a return lor the Charlty.
The Unapplied Total Return Fund comprlses that part of the total return on the Charit(5 permanent
endowment investments whlch has not yet been allocated by the Trustees to either the general fund
or the PErmanent endowrnent fund. It can be carried forward if not needed or allocated to be spent as

The Charity provided a grant of £1.29 mllllon to fund the construction of a cornmunity centre. There
was a long-term lease between the Trustees of Hampton on Thames Community Association and
the local authorlty, who are the owners of the lancl. but the le4se wa5 surrendered in September
2020. The loca5 authorlty wlll be workin8 Wlth other stakeholders to identify an appropriate
or8anisation to manage the cgrnrnunity tentre wSth a long-term lease, The ori6inal lease was for
125 years from 15 january 1993. In the event that the buildlng closes or is used lor non-community
use. the Charity Is entitled to compensation. Details are set out in the 1993 Deed between the
Charity and the local authority. Thè Trustees consider that the 1993 Deed is no longer 'fit for

THE FUNDS OF THE CFK4RITY IContinuÈdl
The Permanent Endowment Fund was established in 1988 when the Charity disposed of the freehold
land granted following the L811 Enclosure Act. As a permanent endowment fund, the assets cannot be
directly applied to cover charit3ble expenditure, but Income derived therefrom can be treated as
unrestricted at the dlscretion of the Trustees and can then be used in accordance wlth the charltable
objects. Under the powers 8rènted to them by sectlon 104AI21 of the Charlties Act 2011, the Trustees
have adopted a Total Return approach to the management of thè Permanent Endowment Fund.
Included wlthln the Permanent Endowment Fund are net unrealised gains arising on the revaluatlon of
Investments totalllng £6,519.331130 June 2020.. £1,118,198).
The Unapplied Total Return Fund comprSses that part ol the total retum on the Charlty's permanent
éndowment Investments which has not yet been allocated by the Trustees to either the General Fund
or the Permanent Endowment Fund. It can be carrled forward if not needed or allocated to be spent
as income or reinvested ID the Perrnanent Endowment Fund in a partlcular year. Included withln the
