A personal message from the Chair

It has been a privilege to serve as Chair of St Albans Mencap during what has been a significant year in the charity's recent history.

St Albans Mencap has been supporting local people with learning disabilities and their families for almost eighty years. While much has changed over that time, our purpose remains exactly the same: to ensure that children, young people and adults with learning disabilities have the opportunity to live full, connected and rewarding lives, and that the families who care for them know they are not alone.

This year has been one of renewal. Following a planned programme of trustee succession, we welcomed a new Board bringing together a wide range of professional skills, experience and, importantly, several trustees with first-hand experience as family members of people who use our services. That blend of expertise and lived experience gives us a strong foundation as we plan for the future.

We have also expanded our services through the successful transfer of the Trinity Community Project into the St Albans Mencap family. Alongside our well-established SNAP programme for children and young people, we now support adults with learning disabilities through day opportunities and activity groups that promote independence, friendship and wellbeing. This is an exciting step forward, enabling us to support people across more stages of their lives while remaining rooted in our local community.

Like many charities, we continue to face rising costs, increasing demand and ongoing recruitment challenges. However, what continually inspires me is the dedication of the people behind the organisation. Our staff, volunteers and trustees give their time, energy and compassion every day to create opportunities that many of us take for granted—whether that is building confidence, developing friendships, learning new skills or simply providing families with a chance to rest, knowing their loved one is safe and enjoying themselves.

None of this would be possible without the generosity of our supporters. We are grateful to everyone who has donated, fundraised, attended an event, remembered us in their will, partnered with us, or simply championed our work within the community. Every contribution, large or small, helps us continue providing life-changing support to local families.

As Chair, I have been fortunate to meet many of the people who benefit from our services. Seeing the confidence that grows in a child attending SNAP, the friendships formed through our adult services, and the relief experienced by parents and carers reminds me why charities like ours matter so much. Behind every statistic in these accounts is a person whose life has been made a little happier, a little more independent, or a little less isolated.

The year ahead will bring new opportunities and new challenges. Our priorities are to strengthen our services, modernise how we operate and rebuild programmes that were lost during the pandemic. Above all, we want St Albans Mencap to remain a sustainable, trusted charity that local families can rely on for many years to come.

On behalf of all the Trustees, I would like to thank everyone who helps deliver our front-line services: our permanent employees, weekly and holiday staff, and volunteers. We are proud of the support we provide to people with a learning disability and their families. We are also grateful to all those who have supported us through donations and in many other ways, and we look forward to working with you in the future.

Trustees Report

The trustees present their report and the financial statements for the year ended 30 September 2025

Background and Mission

St Albans Mencap is a locally run charity dedicated to supporting children, young people, and adults with learning disabilities, alongside their families. Although part of the wider Mencap movement, it operates independently to address specific local needs. The charity exists to combat the isolation and barriers to education, work, and social life that people with learning disabilities often face, ensuring that no individual or family feels alone or unsupported.

The organisation provides safe, inclusive environments through two core initiatives. The SNAP Programme supports children and young people, offering fun activities designed to build confidence, independence, and friendships. For adults, the Trinity Community Project [TCP] addresses both learning disabilities and mental health challenges, fostering social connection and independence. These services provide vital support not just to individuals, but to their families, offering much needed breathing space and preventing them from feeling overwhelmed.

Structure, Governance and Management

St Albans Mencap Society was constituted in 1946 and registered as a charity in 1952. It is a registered charity in England Number 210073.

It is affiliated to Royal Mencap along with its wholly owned subsidiaries St Albans Mencap Limited and Snap Hertfordshire Limited (see below). As part of their affiliation agreement, they may adopt Royal Mencap policies and procedures but are not legally responsible to or part of the latter.

The Society and its wholly owned affiliated companies also adhere to Hertfordshire County Council standards particularly in respect of dealing with vulnerable adults and children and their activities are audited by Ofsted, CQC and HCC as appropriate.

The Society is governed by a constitution which is reviewed on a regular basis, most recently in 2023.

The Trustees are in regular contact with each other, as well as formal meetings at least four times a year.

Day-to-day management of the Trust is delegated to the Management Team, made up of permanent employees who attend and report to Trustee meetings as required and may seek support from individual Trustees when needed.

The Society delivers a significant part of its charitable activities through its wholly owned subsidiary, St Albans Mencap Limited. St Albans Mencap Limited now undertakes the activities previously carried out through Snap Hertfordshire Limited, which is dormant. The subsidiary reports to the Trustees of the Society, who retain overall oversight of strategy, governance and financial support arrangements. Further details of transactions and balances with the subsidiary are included in the notes to the accounts.

Recruitment and Appointment of Trustees

Additional Trustees are recruited as required, either to replace a retiring Trustee or where it is felt that the Charity would benefit from additional skillsets and expertise. Following a selection process new Trustees are taken through an induction programme covering the ethos, mission, governance, and financial background of the charity. They are also briefed on the role of a Trustee and charity law.

None of the Trustees receive any remuneration for their services.

Criminal Records checks are carried out prior to commencement of employment or trusteeship. These checks are carried out again approximately every three to five years.

Risk and The charity maintains a comprehensive risk register covering safeguarding, operational, financial, governance, and reputational areas. Key risks include Management safeguarding incidents, staffing shortages, venue access, financial loss, and non‑compliance with Charity Commission requirements.

Each risk is assessed for likelihood and impact, with mitigation actions such as policy reviews, staff training, financial monitoring, and trustee oversight. Regular reviews—ranging from quarterly to annual—ensure controls remain effective and that accountability is maintained across safeguarding, finance, and governance leads.

Our Activities

The objects of the Society fall into two distinct areas, firstly campaigning for and ensuring as far as possible that learning disabled individuals of all ages and their carers receive appropriate services from the statutory bodies within the District, the County and on a wider basis nationally and campaigning for the rights of those with a learning disability.

Our SNAP service provides regular Saturday clubs. In St Albans we regularly cater for up to 10 every week and up to 22 at our holiday clubs usually held at schools in St Albans, Hemel Hempstead and Hatfield. We have almost 100 service users signed up at the moment with 16 on the waiting list.

During 2025 we took over the running of the TCP programme as the parent charity closed. This provides adult day services at two locations in St Albans, with up to 15 attendees on any one day, and a variety of additional activity clubs (eg: Art, Keep Fit,

Dance). We currently have over 60 active members attending our day services and the activities, and capacity for more.

We also have oversight of the Magpie Club, which has been providing activities and outings for people with learning disabilities since 1967

Subject to the availability of premises and local authority funding we could expand these geographies.

In addition, we are redeveloping various outreach services which ceased during the Covid era.

Operating model

A significant part of our operations are conducted through our wholly owned subsidiary, St Albans Mencap Limited. Our combined activities rely on charity funding in addition to earned income from the services provided. There is an agreement in place between the Charity and this subsidiary that the charity may fund the charitable activities carried out on its behalf. Full details are given in the related parties note to these accounts.

Staff and volunteers

An important contribution is made by volunteers. We are grateful for the hours volunteers have spent listening to and encouraging our members and working with our staff. Without this valuable contribution of their time and energy we would not have been able to achieve so much.

The Trustees thank the staff and volunteers of St Albans Mencap Society and St Achievements and Albans Mencap Limited for their dedication throughout the year. Despite continuing performance review financial and staffing pressures, the Society maintained its core services, supported children and adults with learning disabilities and their families, and continued to represent learning disability interests locally, across Hertfordshire and through the wider Mencap network.

The Trustees are aware of the guidance issued by the Charity Commission and the Public Benefit requirement of the Charities Act 2011 as amended in respect of this. A review of the Charity's strategy and achievement shows that it is operating to provide public benefit and that its services are readily available to all those who need them regardless of background or circumstances.

Total income for the year was £94,019 (2024: £15,205). This included £82,430 from Financial Review donations and legacies, of which £25,000 related to a legacy, £20,000 to loan forgiveness by a trustee, and £36,871 to a covenant payment received from St Albans Mencap Limited. The Society also received £5,584 of rental income from its property and £6,005 from charitable activities.

Total expenditure was £46,255 (2024: £6,646). This included £20,484 on raising funds, mainly relating to repair and refurbishment costs for the rental property, and £24,733 on charitable activities, including a £21,887 grant to St Albans Mencap Limited to support service delivery.

At the year end, the Society had net assets of £80,006 (2024: £32,242), all of which were unrestricted. The Trustees remain grateful for the continued support of donors, patrons, local partners, Hertfordshire County Council and the wider Mencap network, whose support remains essential as funding pressures continue.

The Trustees review the charity’s cash flow to ensure that it has sufficient working Going concern capital available to sustain its operations and that it can meet its day-to-day requirements from existing cash resources.

The Trustees regularly review the risks and consider the potential impact on the charity considering existing resources, together with anticipated future income and outgoings.

Our current projections show that the charity is expected to be able to meet its liabilities as they fall due for the foreseeable future. After careful consideration of these factors, the Trustees have concluded that the going concern basis of preparation is appropriate.

The future

Looking ahead, the Board is focused on ensuring St Albans Mencap can continue delivering high quality, locally tailored support despite rising costs. Staffing pressures—largely driven by statutory requirements—remain a major challenge, and we must modernise our operations to stay efficient and compliant. Key improvements include adopting cloud based systems.

In addition, we need to secure suitable long term premises, particularly for adult services, which need accessible locations with safe walking routes and nearby amenities.

Our services also require a relatively large staffing team, creating significant overhead for recruitment, management, training and compliance. With fewer financial resources than larger organisations facing similar demands, efficient use of funding and support from donors is essential.

We are developing short and long term plans to rebuild and expand services reduced or paused during the Covid period. Restoring these programmes will require investment and careful review of how we deploy existing resources.

To support this, we are strengthening partnerships with local schools, community groups and the local authority to increase capacity, reduce duplication, and unlock new funding opportunities. We believe that to support local users and their families we in turn need support from our local community.

Our priority remains clear: to continue providing safe, meaningful and life enhancing support for local children, adults and families. With the right investment, we can rebuild lost capacity, modernise our systems, and secure a sustainable future for the services our community relies on.

Responsibilities of the board of Trustees

The Trustees are responsible for preparing the Annual Report of the Trustee and the Accounts in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).

The law applicable to charities in England & Wales requires the Trustee to prepare accounts for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources of the charity for that period.

In preparing these accounts, the Trustees are required to:

The Trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and the group and enable them to ensure that the accounts comply with the Charities Act 2011, the Charities (Accounts and Reports) Regulations 2008 and the provisions of the Trust Deed. I report on the accounts of St Albans Mencap Society for the year ended 30th September 2025, which comprise the Statement of Financial Activities, Balance Sheet and related notes. These financial statements have been prepared in accordance with the accounting policies set out therein.

The charity's trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.

Notes to the accounts

1. Accounting Policies

The following accounting policies have been applied consistently in preparing these accounts.

a. Basis of preparation

The financial statements have been prepared in accordance with the Charities Act 2011, FRS 102 “The Financial Reporting Standard applicable in the UK and Republic of Ireland”, and the Statement of Recommended Practice applicable to charities preparing their accounts in accordance with FRS 102, the Charities SORP (FRS 102). The financial statements have been prepared on the historical cost basis and on the accruals basis. They are presented in sterling, which is the functional currency of the charity. Monetary amounts are rounded to the nearest pound.

b. Going concern

The trustees have considered the charity’s financial position, including its cash resources, expected income and expenditure, creditor repayment expectations, the level of funds held, and the ongoing relationship with its wholly owned subsidiary, St Albans Mencap Limited. The trustees have a reasonable expectation that the charity has adequate resources to continue in operational existence for the foreseeable future. The financial statements have therefore been prepared on a going concern basis.

c. Judgements and key sources of estimation uncertainty

In preparing these financial statements, the trustees are required to make judgements, estimates and assumptions that affect the amounts recognised in the accounts. The principal areas of judgement and estimation include the carrying value of tangible fixed assets, the recoverability of amounts due from subsidiary undertakings, the recognition of loan forgiveness income, and the assessment of going concern. Estimates and underlying assumptions are reviewed on an ongoing basis and are based on historical experience and other factors considered reasonable in the circumstances.

d. Taxation

The charity is a registered charity and is not liable to corporation tax on income and gains falling within the charitable exemptions available to registered charities, provided that such income and gains are applied for charitable purposes. Where expenditure includes irrecoverable VAT, it is included as part of the related expenditure.

e. Fund accounting

Unrestricted funds are funds that are available for use at the discretion of the trustees in furtherance of the charity’s objects. Designated funds are unrestricted funds set aside by the trustees for particular purposes. Restricted funds are funds subject to specific restrictions imposed by donors or grant-makers, or arising from funds raised for a specific purpose. Restricted funds may only be used for the purposes for which they were given. At the year end, all funds of the charity were unrestricted, unless otherwise stated in the notes to the accounts.

f. Income recognition

Income is recognised when the charity has entitlement to the income, it is probable that the income will be received, and the amount can be measured reliably. Donations are recognised when the charity has entitlement to the funds, receipt is probable and the amount can be measured reliably. Legacy income is recognised when the charity is entitled to the legacy, receipt is probable and the amount can be measured reliably. Grants are recognised when the charity has entitlement to the grant, receipt is probable and the amount can be measured reliably. Where grants are subject to performance-related conditions, income is deferred until those conditions have been met.

g. Expenditure recognition

Expenditure is recognised on an accruals basis when there is a legal or constructive obligation committing the charity to the expenditure, it is probable that settlement will be required, and the amount can be measured reliably. Expenditure on raising funds comprises costs incurred in generating voluntary income and investment income, including property costs associated with rental income. Expenditure on charitable activities comprises costs incurred in furthering the charity’s objects, including direct activity costs and grants made to support charitable service

delivery. Other expenditure comprises expenditure not falling within the categories above. Where expenditure relates to more than one activity, it is allocated on a reasonable and consistent basis.

h. Grants payable

Grants payable are recognised when the charity has made a binding commitment to pay the grant, the recipient has been informed, any conditions attaching to the grant are within the recipient’s control, and payment is probable. Grants to St Albans Mencap Limited are recognised as charitable activity expenditure where they support the delivery of the charity’s charitable purposes.

i. Tangible fixed assets and depreciation

Tangible fixed assets are stated at cost less accumulated depreciation and any impairment losses. Depreciation is charged to write off the cost of tangible fixed assets, less estimated residual value, over their expected useful economic lives. Freehold property is not depreciated where the trustees consider that its residual value is not materially different from its carrying value. The carrying value of the property is reviewed annually for impairment.

j. Fixed asset investments

Investments in subsidiary undertakings are stated at cost less any provision for impairment. The carrying value of investments is reviewed annually and impairment is recognised where the recoverable amount is lower than carrying value.

k. Debtors

Debtors are recognised at the settlement amount due. Prepayments are valued at the amount prepaid. Amounts due from subsidiary undertakings are recognised at the amount receivable and are reviewed for recoverability at each reporting date.

l. Creditors

Creditors are recognised where the charity has a present obligation arising from a past event, settlement is probable, and the amount can be measured reliably. Creditors are measured at the amount expected to be paid.

m. Financial instruments

The charity only has financial assets and financial liabilities of a kind that qualify as basic financial instruments. Basic financial instruments are initially recognised at transaction value and subsequently measured at their settlement amount.

n. Volunteers and donated services

The value of services provided by volunteers is not recognised in the financial statements, in accordance with the Charities SORP. Donated goods or services are recognised where the charity has entitlement, receipt is probable and the value can be measured reliably.

o. Subsidiary undertakings and consolidation

The charity owns St Albans Mencap Limited and Snap Hertfordshire Limited. Investments in subsidiary undertakings are included in these charity-only financial statements at cost less impairment. No consolidated financial statements have been prepared. The trustees consider that the charity is exempt from preparing group accounts under the applicable charity accounting framework. The results and net assets of the subsidiary undertakings are therefore not consolidated in these financial statements.

This position is kept under review and it may be more appropriate to produce consolidated accounts in the future to reflect the activities of the group.

12.Related Party Transactions

St Albans Mencap Limited is a wholly owned subsidiary of St Albans Mencap Society. During the year, St Albans Mencap Society provided grant funding of £21,887 to St Albans Mencap Limited (2024: £ nil). The grant was used exclusively to further St Albans Mencap Society’s charitable purposes.

At the year end, £28,724 was receivable from St Albans Mencap Limited (2024: £9,390 payable).

Martyn Macphee, a trustee of the charity, has provided loan funding to the Society and has agreed to forgo repayment over a number of years. During the year, £20,000 of the loan was forgiven and recognised as income (2024: £7,180). The balance outstanding at 30 September 2025 was £50,000 (2024: £68,210).

All transactions were conducted on an arm’s length basis and in accordance with St Albans Mencap Society’s Related Party Policy.
