The Trustses PT¢s¢nt their annual r¢wrt and fiDan¢ial statements of the two linked charities for
th¢ year ended 31 December 2024. The financial statements have been prepared in accordance
with the accounting policies s¢t out in note I to the accounts and comply with tbeir governing
docutnents, the Clwities Act 2011, and The Ckwities (Acc£)unts and Reports) Regulations 2008.
Structurfy GovernaD¢e and Management
The two charities are ancient institutions. Each is pre5ent]y constituted as an UDincon)orated
Th¢ Cliarity of Thonw Lathlwe w&8 founded by will in 1579. In 1579 Thomas Lathbury (also
Lathberye) by his will demised to the eoryoration two tenements-one situated in the market-
place adjoining the Clock House. and the other in'DagenlwU' Lane "to hold tb¢ same to the
prop￿ use and behoof of the poor people of the tovm of SL Albans.. Lathberye's owns a listed
commercial building at i Market Place in St Albans.
The Charity of Richard Raynshaw was founded by will in 1569. In 1569 Richard Raynshaw by
his will left thr¢c cottages in Spicer Stre¢t upon trust that the mayor alld burgesses should keep
the same in repalr and shouId nominate such honest N)or persons as should seem most in need of
Charity to inhabit any of the said three tenements forever, ient-free. Raynshaw's owns
almshowe accommodation in Spicer Street and Low¢r Dagnall Street in St Albans.
Both charities presently Owe under the Schwne of the Charity Commissioners dated 28 June
1918 as amended by the Charity ConllnissToners' Schemes of13 July 1934. 29 November
1960 and 6 October 1978 (together'the Schemes,).

The Schemes provide for up to four repreThtstive tnLStees and up to five co-optative trustees.
Three representative ITh￿¢¢$ are apFK>inted by the members of the St Albans City and District
CounciE, and one representative trw*e is aptx)inted by the JustAces of th¢ Central Hertfordshire
Magistrate Courts. All representative trustees are appointed for a terni of four years. The co-
optative trustees app)inted for a t¢rm of five years by a resolution pass￿ at a special
rneeting of the trustees. Cowoptative tr￿￿teeS neaj to be 'persons reSId￿g or caTrying on business
in or nydr the Ancient Borough of St Albans..
OBJECTtVES AND ACTIVTTIES
The two chartti¢s ar¢ linked with complementary charitsble obje£ts. Under the tern￿ of the
Schemes, LathlKrye's charitable object is to apply one balf of its income for the E¢nefit of the
almspeople, and the other half for the generdl I￿nefit of the tK)or of the Ancient Borough of St
Albans. Raynshaws cbaritable object is the provision of almshouses for persons of good
haracter who resided in the Ancient Boft)UEh of St A]bans for wt less th8n two years. An
appropriate portion of the inC￿Me from tAthberye's is duly applied in support of Raynsbaws
cllaritable purtK)ses and activities.
This results in the Raynshaws being able to provide and n)aintain the eight single bedroom
properties that are allocatsd to St Albans Trsidents vtho satisfy the requirements of the Schemes.
Almsho￿ residents are not charged rent, And accommodation is provided free, although
residents make a contribution towards maintenance costs.
During the year we continued to provide subsidised accommodation for eight single people of
limited means in central St Alb￿ an atea of high housing Cost.
Work continued to prepare the ¢lwitit¢s for incorporation &s a Charitable Incory>rated
Organisation.

During the year the charity and its linked charity received interesL investment income.
almspeople contributions and rental income on its commercial pro￿. The charity achieved
net receipts of £57,689 (2023: £59,979).
PUBLIC BENEFrr
The Tntstees bav¢ reviewed the Charity Commissions guidance on the requiren]ent to report
public benefit. The Trustees are satisfied that the work of the charity accords with its stated
objects and provides tsngible public benefit to a wide section of those who Teside within the
charity's area of benefft. The CTiteria used to &wss those who may benefit is not considered to
be unre&80nably restrictive.
RESERVES POLICY
The Tn￿le¢S seek to bulld sustainable unrestricted reserves to a level sufficient to provide
financial stability. meet excwional expendtturc and Io a55iSt with the fuwre development of th¢
charity. As part of achieving this ￿lIcY the Trustees bave the following designated funds
available:
Cyclical MAintenanee Fund
The TrLLStees establishd and n￿1n￿]n a reserve fimd for purp)se of providing for those
ltell￿ of orditwy maintenance and repair of the almshouses which ￿ur at frequent intervals.
The fund whose main asset is aNational Savings Investment accounL l￿d a balance of £41,598
at th¢ ¢nd of 2024.
Extraordinary Repair Fund
The Trustees established and maintain a reserve for the pUT￿se of providing for th¢
cxtraordinary r¢pair5, i￿proV¢￿¢0t or rebuilding of the aln)shouses rwi by the Charities.
The fund whose &8sets are invested with the Charities Official Investment Fund had a balance of
£426,008 at the end of 2024.
