Structure, Governanee and Management
The two chai'ities al'e anci¢nl iiistiliitions. Each is presently constituted as an unincorporated
trust.
The Charity of Thomas Lathberye was founded by will in 1579. In 1579 Thomas Lathbury (also
Lathbei'ye) by his will demised to the corpoi'ation two tenemenls-one situated in the mai'ket-
place adjoining the Clock House, and the othei. in 'Dagenhall' Lane "to hold the saine to the
proper use and belioof of the poor people of the town of St. Albans Lathberye's owns a listed
commercial building at l Market Place in St Albans.
The Chai'ity of Richard Raynsh.aw was founded by will in 1569. In 1569 Richard Raynshaw by
his will Icft Iliree cottages in Spicer Sts'eet upon trust that the mayor and burgcsses should keep
the same in rcpair and should nominate such honest poor persons as should seem most in need of
Charity to inhabit any of the said thi'ee tenements foi'evei., i'cnt-fi'ee. Rayiishaw's owns
alinshouse accoinmodalion in Spicer Street and Lower Dagnall Stiyet in St Albans.
Both charities presently opei'ate under the Scheme of the Charity Commissionei's dated 28, June
1918 as amcnded by the Chai'ity Coinmissioners, 8chemes of13, July 1934, 29 Noveinber

The Schemes pi'ovide for up to four repi'eseiilative trustees and up to five co-optative trustees.
Three representative Ii'ustees are appointed by the members of the St Albans City and District
Coiincil, and one i'epresentative trustee is appointed by the Justices of tl)e Central Hci'tfoi'dsliire
Magisli'ale Courts. All reprcscntative li'ustees arc appointed for a tci'm of four years. The co-
optativc ti-uslees are appointed for a term of five yeai's by a resolution passed at a special
meeting of Ihe trustees. Co-optative ti'ustees need to be "persons irsiding or carrying on business
in or near thc Ancient Boroiigh of St Albans"
OBJECTIVEI S AND ACTIVITIEI S
The two charities al'e linked with complementary chai'itable objects. Under the temis of the
Schemes, Lathbci'ye's ¢hai'itablc object is to apply one half of its income for the benefit of the
almspeople, and the other half for the general IKnefit of thc poor of the Ancient Borough of St
Albans. Raynshaw'5 charitable object is Ilie pi'ovision of almshouses for pci'sons of good
character who residcd iii the Ancient Borough of St Albans for not less than two years. An
appi'opriate portion of the income fi'om Lathbei'ye's is duly applied in support of Raynshaw's
chai'ilable purposes and activities.
This results in the Rayn5haw's being ablc to provide and maintain the eight single bedroom
properties that are allocated to St Albans i'esidents who satisfy the i'equii'emeiits of the Schemes.
Almshouse resident5 are not chai'ged i'ciit, and accoinmodation is provided frce. although
r¢sidcnts' make a contributioii towards maintenance costs.
ACHIEVEMENTS AND PERFORiVIANCE
During the yeai. we continued to provide subsidised accommodation foi. eiglit single people of
limited means iii centi?1 St Albans, an area of high housing cost.
Work continued to prepare the charitites foi- incoi'poration as a Charitable Encorporated
Organisatioii.

FINANCIAL REVIE( W
During the year the chai'ity and its linked charity i-eccived interest, investment income,
almspeople conu'ibutions and I'ental incomc on its commei'cial property. The charity achieved
net irceipts of £59,979 (2022.. £64,993).
PUBLIC BLI NEFIT
The Trustee5 have i'eviewed the Charity Commissions guidance on the i'equirement to i'eport
public benefit. The Trustees al'e satisfied that the work of thc charity accoi'ds with its stated
objects and provides tangible public benefit to a wide section of those who reside within the
cliarily's ai'ea of benefit. Tlie ci-itei'ia used to assess those who may benefit is not considci'ed to
bc unitasonably i'estrictive.
RESERVES POLICY
The Trustees seek to build sustainable unreslricted reserves to a level sufficient to pi'ovide
rinancial stability. mcet exceptional expenditure and to assist with the futiirc development of the
chai'ily. As pait of achieving this policy the Trustees have the following designated funds
available..
Cyclical Maintenance Fund
The Ti-ustces eslablishcd and maintain a i'eserve fund foi. the pui'pose of piDviding for those
items of ordinary IT]aintenance and repair of the almshouses which i'ecur at frequent inteivals.
Tlie fund whose main asset is a National Savings Investment accoun¢ had a balance of £41,171
at the end of 2023.
I xti'aordinxry Repair Fund
The Trustees established and Inainl8in a i'eseive ￿nd foi. the purpose of providing foi. the
extraordinary I'epaii's, improvel￿ent oi. rebuilding of the almshouses run by the Charities.
The fund whosc assets are invested with the Charities Official Investment Fund had a balance of
£406,790 at the end of 2023.

TRUSTEES RESPONSIBILITIES
