Governing Document
The charity 1$ governed by its Constitution dated 4th July 1913. It was registered a5 3 charity with the Charity
Cornmission on 21st January 1963.
Appolntment of new Trustees
All members are invited to nominate Trustees, together with nominations from the rnanagernent team and the
existing Trustees. Those nominated and appointed are elected at the first AGM followin8 appointment.
One Trustee was appointed in 2023.

The Charity's main objectives are as follows..
l. To provide apprenticeship and Further Education grants to the younger generation
To provide assistance to the elderly with Winter Fuel
The Maintenance and upkeep of two village h311s
The maintenance of all charity land arnd property in good order
The provision of grants to two village schools to purchase additional items such as books, computers and
play equipment
6. The provision of 8rants for projects ol beneflt to the local community

The main activity undertaken to generate income to fulfil the objectives is that of land rent.
Main aehievements of the Charity durln8 the year
The charity has had five main achievements in the year.
Ten Mile Bank Village Hall received a major refurbishment and the Charity has ensured the continued dav
to day running and maintenance of the village halls for the community.
£15,050 ha5 been paid out to elderly residents to assist them with their winter fuel costs. An increase of
£5.400 over 2022.
The provision of £5,669 of educational grant5 to two villa8e schools for the purchase of items lo enhante
the children's education chosen by the teaching staff. An increase of £500 over 2022.
The award of Apprenticeship Grants totalin8 £130.
No Community Grants were applied for.
Review of the financial position of the charlty and reserves pollcy
Financially the organisation remains healthy. and we continue to meet our objectives. The 8oard of Trustees have
agreed a Reserves policy in line with the organisation objectives and this gives the charity at least two yearf5
running Costs should funding be seriously compromised in the future or major buildings repair expenditure be
required. The present level of reserve5 held 15 £62,502. of which £41.080 15 held in a savings account to provide
additional income in the form of interest.
Investment selertion
The inve5tment5 are managed by cc￿ who specialise in Charity and religious or8anisation investments. The funds
are invested into a specifie Cha￿ty Ollicial Investment Fund ICOIFI and are restricted to receipt of income
generated.

I rèport to thé trustees on my examination tsf the financial statements of the Hilgay United Charities Ithe Charityl
for the yeèr ended 31 December 2023.
Responslbllbtles and basls of report
As the trustees of the Charity land also its directors for the purposes of company lawl you are responsible for the
preparation of the financial statements in accordance with the requirements of the Companies Act 2006 Ithe 20L
Actl.
Having satisfied myself that the financial statemenis of the Charlty are not required to be audited under Part 16 of
the 2006 Act and are eli8ible for independent examination, I report in respect of my examination of the Charity's
rinancial statements carried out under Section 145 of the Charities Act 2011 Ithe 2011 Act). In carrying out mv
examination I have followed all the applicable Directions given by the Chanty Commission under Section 14515llb
of the 2011 Act.

I have completed my examination. I confirm that no rnatters have come to my attention in connection with the
examination giving me cause to believe that in any rnaterial respect..

NOTES TO THE FINANCIAL STATEMENTS

Accounting policiès
Charlty information
Hilgay United Charities INon-Ecclesiastical Branch) is a charlty registered with the Charity Commission in England.
The operational address is Windrush. Church Road, Ten Mile Bank, Downham Market. Norfolk PE38 OEI.
Accounting convention
The accounts have been prepared in accordance with the Iharity's governing document, the Charitie5 Act 2011 and
-Accountin8 and Reportin8 by Charitie5'. staterne￿t of Recommended Practice applicable to charities preparing
their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland
IFRS 1021- las amended for accounting periods commencing from I january 20161. The charity is a Public Benefit
Entity as defined by FR5 102.
The charity has taken advantage of the provisions in the SORP for charities applying FRS 102 Update 8ulletin I not
to prepare a Statement of Cash Flows.
The accounts have departed from the Charities (Accounts and Reports) Regulations 2008 only to the extent
required to provide a true and fair view. This departure has involved following the Statement of Recommended
Practice lor charities applying FRS 102 rather than the version of the sratement of Recommended Practice which is
referred to In the RegLblations but which has Since been withdrawn.
The accounts are prepared in sterling. which is the functional ojrrency of the charity. Monetary amounts in these
financial statements are rounded to the nearest £.
The account5 have been prepared under the historical cost convention, modified to include the revaluation of
freehold properties and to include investment properties and certain financial instruments at fair value. The
principal accounting policies adopted are set out below.
Goin¥ concern
At the time of approving the accounts, the trustees have a reasonable expectation that the charity has adequate
resources to continue in operational existenee for the loreseeable future. Thus, the trustees continue to adopt the
going concern basis of accounting in preparin8 the accounts.
Charitable funds
Unrestricted funds are available for use at the discretion of the trustees in furtherance of thelr chariiable
objectives unless the funds have been desl8rnated for other purposes.
Incomlng resources
Incorne is recognised when the charity is legally entitled to it after any performance conditions have been met, the
amounts can be measured rellably. and it is probable that income will be received.
Cash donations are recognised on receipt. Other donations are recognised once the charity ha5 been notified of
the donation, unless performance tondition5 require delerral of the amount. Income tax recoverable in relation to
donation5 received under Gift Aid or deeds of covenant is recognised at the time of the donation.
Legacies are reco8nised on receipt or otherwise if the ehaTity has been notrfied of an impending distribution, the
amount is known. and receipt is expected. If the amount is not known, the legacy Is t￿ated as a contingent asset.
Turnover is measured at the fair value ol the consideration received or receivable and represents amounts
receivable for good5 and service5 provided tn the normal course of business, net of discounts. VAT and other sale5
related taxes.

Re50urce5 expended
Expenditure is recognised when a liability is incurred. Contractual arran8ements and performance related grants
are recognised as goods or services are supplied. Other grant payrnent5 are recognised when a constructive
obligation arises that result in the payment bein8 unavoidable.
Costs of generatlng funds are those costs Inturred in trading activities that raise funds.
Charitable activilies are those cost5 incurred bylhe charity in meetin8 its charitsble objectives.
Governance costs include those incurred in the govemance of the charity and its assets and are primarilv
asstsciated with the constitutional and statutory requirements.
