The trustees present therr Report and Accounts for the year ended 31st August 2021. The accounts have been
prepared in accordance with the accounting poliaes set out in note I to the accounts and comply wlth rhe
charity's trnst deed, the Charthes Art 2011 and the Finanaal Reporbng Standard applicable in the UK and
Republic of Ireland IFRS 1021 published on 16th July 2014.
Objertives and Artivitses
The trust deed of the Fund for Human Need IFHNI provides that the capit31 and intome of thetru5t shall be used
to relieve and remove hunger and poverty in all parts of the world wtthout regard for politics, race, colour or
creed. FHN'S fvnds are applied by the t￿￿eeS in accordan￿ with these objectives. The trustees confirm that
they have referred to the Charrty Commission's guidan￿ on public benefft when reviewing the Fun(Ys aims and
objectivès, in planning future activities, and setting the grant making policy for the year.
The Fund fvrthers its charitable purpose5 forthe public benefftthrough its grant making policy. to relieve hunger
and poverty by utilising tts unre5trirted fundsfor rnakin88rants not exceeding £2C(J to refugees. asytum seekers
and the homeless, and to indwiduals in otherforms of personal distress.
In rnaking these emergency relief payments from unrestricted funds. fc is recognlsed that FHN cannot be the
major source of support rn suth cases. Priority 15 given to those who are destitLSte, having no income or welf3re
beneffts at all, to those who are particularly vulnerable. atKI to those where a small payment will make a major
difference.
Although some of these grants a￿ paid direct to indmdual beneficiarbes. Of to another persofi ftomifiated bythe
beneficiary if the benefiaary does not have a bank account. the majortty are paid through other charities and
Instlwtlons.
The twstees also administer the assets of the G.E. Vtilson Scholarship Fund for the benefft of the Methodist
School at Colon in Panama. The (3PStal held for this purpose has always been regarded as a permanent
endowment. Investment income and donations for the school are transferred to the school, providing
scholarships for the neediest pupils and assistingthose who have diffioJlty meeting the lull fees.
Achievements and Perf0m￿nCe
One very obvious element in this report is the fact that Trn the year 202Ck2021 donation5 to FHN fell by over
£14,000 and the number and the total amount of emergency payments made were less than the p￿vIouS year.
While this is cause for disappointment it is also very understsnd3ble given the exceptional circumstances of the
pandemic that were eXperIen￿d across the world and had suth an impact upon all our INes.
When many d)urches tn the United Kingdom were d05ed for six or more months as a resu￿ of Covid-19
restrittions. the redurtion in church donation5 came as no surprise. The total amount donated by individua15
also deueased, t)ut by the mudj smaller 4* YeL desptte the drop in overall income we saw a very welcome
increase in the level of regular giving by means of standing orders. We extend our thank5 to all who have
faithfvlly supported FHN durirt8 the past year. In our last report we spoke of the sponsored w3lk% undertaken
by some of the trustee5 and the administrator. Thi5 year we express our admiration and gratitudè to another
twstee. Rev Gillian Hulme. who undertook a sponsore(I cyde ride from her horne in Hertford5hire to attend a
conference in Blackpool, raising it) excess of £3.250.
The newsletter, which is being distributed three times a year. has proved to be an important meart5 of keeping
in touch with our supporters and thère is some evidert￿ that it hasgenerated additional income. We have also
re￿ntlY produced packs of notelets land a￿ planning to add thristmas cards) to raise fvrther funds.
Over 180 organisations. many of which are not perniitted by their constitution to tnake personal grants, now
contart FHN on behalf of their clients. During the year 814 sttch requèsts We￿ for hdp in providing food and
basic necessities and in morethan 450ca5es children were involved, while265 applicants had medical and health
problems and 3(X) were hoFneless or had been recently housed. The acknowledgements we receive speak of
the real drfFerence FHN'S help has made and it i£ very ctear that many families and indNiduals appreciate the
relatively small amount of the grants we send to help them at a difficult time. We try to convey something of
their gratitudè to our supporters by means of the newsletter and we hope those who donate to our Fund
recognise the significance of their donations to those who are destitute.

This year marksthe end of hi% Servi￿ &streasu￿Of ￿an Hickox. Alan was aPPOiT7te(I treasurerin 2012following
the unexpected death of his predecessor. The arcumstances were such that there could be no handover but.
having recentty retired. Alèn immediately applied himselfto thework3nd forthe past nine year5 he has devoted
much of hts time to the Fund and his professional experience, Christian commitment and soctal COn￿rn have
been L)f immense benefit to FHN. We place on record how indebted we are to Atan for all he ha5 done durin8
his time in Offl￿- years which have seen a very considerable expansion of the Wofk of FHN.
Flndlng a successor to Alan had seemed a dauntin8 wospect but we are very pleased to be able to ￿F)Ort the
appointment of Noel Schordh. Noel brings wfts and invaluable charity experien￿ which we believe will enable
FHN to continue serving those in fte￿I.
Financial Review
The year under wiew saw a redurtion in unrestricted incorne from £77.724 to £62W5, refiecting the irnp3rt
of the dosure of churthes during lockdown. There was both a substantial fall in the number of churches
supporbng the Fund and a reduction in theÉraverJge donation. wÉth theamount contributed by churches falling
from £20.324 to £889). Donationsfrom individuals. indudÈngGrftAid, decreased from £55,434to £53,145. with
another very encouraging rise in the number of indNiduals donating regularty by standiftg order offsetting to a
significant extent the contribution to the previous yearfs income of two very large on&off donations. Donations
received through CAF and JustGiving have incr&ised slgnffican￿¥ in re￿t years. and this year contributed
£11,765 and £9.154 respertNely, induding Gift Aad.
673 grants were made to individuals in nee(I, totalling £56,076, cOMpa￿d wlth 872 grants, totalling £66,284, in
the previous year. Fundraising expenditure. of £6.771, was substantialty lower than the previous yearfs total of
£11.682. reflecting the condusion of threwear arraftgements wtth a fundraising consultant, and the
¢ancÈll3tioft as a result of the pandernic of events at which the Fund would have been represented. Fundraising
and administr*ion expend[tU￿ totalled f 13,825. 3 reduction of £6,322 from the previous year, and amounted
to 22% of the yearfs unrestrirted income.
In 201￿20 a third and final grant. of £255￿. had been received from MethodistAttion on Poverty undjustice.
which covered all fvndraising and ¥dmini5tration costs, amountÉng to £20,147. The balance of £5.353 was
available to rneet part of these costs in 202012021. and is shown in the accounts as a transfer from restricted to
unrestricted funds. Before taking account of this transfer. and of a surplus arising from the year-end revaluation
of investments. unrestrirted eXpendrtU￿wa5 £7.016 in excess of incorne. Afterthe transferand the revaluation.
unrestricted frEnds showed an inuease of £5,292, to £74.208.
Restricted income r￿1Ved forthe Methodiststh001 in Coton. Panama. induding income from endowment fund
investments. was £187. a decrease of £365 on the totsl for the previous year. The annual tran5Fer of funds to
the school, usually made towards the end of the Fund's finanaal year, has been deferred for the time bein& as
it was in 2019-20. as the school remains dosed, and tt i4 un¢ertatn when it will be in a position to re-open.

The trust deed gives the trustees discretion to invest the trust fund5 a￿1 to use the income arisln& and the
proceeds ofa sale of invthents. forthe objects ofthe tharity.
60% of FHN'S unrestricted funds. togetherwrth the assets of the G. E. Wilson Sd)olarship Fund, are held in units
of two of the investment funds of the Central Finan￿ Board of the Methodist Cfrurth ICFBI, the CFB Managed
Fixed Interest Fund and the CFB Managed Mixed Fund. tn order to athieve a higher retum than is currently
available on the Fund'5 Short term deposits. These investments are held byThe Trustees for Methodtst CThurch
Purposes, who art as custodian trustees for FHN.
CFB arms to provide a high quality investm￿t Servi￿ seeking above average retums. to follow 3 discipline in
which the ethical dimension isan integral partof all inve5tmentdeci5ion5. andto COn5truci investment portfolios
consistent with the moral Stan￿ and teathTrngs of the ChrtMian faith.
A revaluation of the Fund's investments at 31st August 2021 showed a net Unreal￿ed gain of £6.484.
rep￿sentIng a deuease of 1.9% in the Wdlue of units in the CFB M3na8ed Fixed Interest Fund and an Fncrease of
18.4% in the value of the CFB Managed Mixed Fund units. The income distrTrbution5 for the year. based on the
3tst August 2020 valuations of the units. re￿sented yields of 0.65% on the Managed F￿ed Interest Fund units
and of 2.13% on those in the Managed Mixed Fund.

Risk Management
The major risks to which the chartty is exposed, as identwfie(I by the trustees. have been ￿lewed. and systems
or procedures have been established to manage those risks. In particular. it is recognised that as a small
organisation FHN does not have the resour￿ to monitor the use of grants once they have been made. The
majority of payments are. however. made through other agencies and FHN asks for wrttten wnfirmation that
they will be used for the purposes for which they have been made.
Reserves Policv
The Fund's reserves policy has been r￿leWed by the tfU5tee5. having regard in parbcular to uncertaintie5 in
re13tion to future levels of income from donations, induding the impart of a loss of the srnall number of donors
whg contribute a Significant proportion of the Funrfs income. to the low returns it 15 currently receiving on its
investments and short-term deposits. and to the numbers of grant ap￿1(ations. which have increased
significantly in recent years.
The trustees have approved a policy to maintain the free reserves in unrestricted funds (that is, the balan￿ of
unrestricted funds. less investments) at a level whith equate5 to approximately three month5 of unrestricted
expenditure. The balan￿ of free re5eTves in unrestricted funds at 3tst August 2021 was £29.383. which
represented just over 5 months of total expendtture for the yearto that date.
Plans for the Future
The trustees have not yet been able to obtsin funding or sponsorship specifically to cover the employment of
our part-time administrator Iwho does such excellentwork in serviong the grant-making and fvnd-raising of the
Fundl, but wewill tontinue to s*k suth support because itwill mean wewould then be ableto give moregrants
to those in need. In the meantime our aim ￿ to limit administration costs as dose as possible to the 20% of
unrestricted income referred to in last yearfs report.
Last year we spoke of the need to update the grant-making and accounts systems with the introduttion of IT
that would reduce the duplication of workthat occurswhen the officers of the Fund lall of whom arevolunteersl
and the administrator use dtfferent databases. As it was decided to wait the appoinknent of a new treaSu￿r it
is hoped that we will be able to make progress on this in the coming year.
A very significant part of FHN'S income is from Methodist churches and indrvidual rnember5. Thtr5 places upon
the Fund the importance of communicatsng as thctivety as possible wtth that tonstÉtuency Iwhile not ignoring
other sources of support). To that end, in addition to the steps already being taken to advertise and promote
FHN. we aim to reuuit 'Friends of FHN. for those Methodist Districts auoss the Untted ￿ngdoM not already
covered in this way. Their work 15 to represent the Fund at District Synods and. wherever possible, at other
events in their area.
During the past year Covid-19 restrictions led to the cancellation of almost all the events at which FHN had
planned to be represented. As we move into a situation where it ts expetted largè gatherin85 will again be
possible it is hoped that thè FHN stall may On￿ more be a presence that will inform the public of our work
The antiapated withdrawal in October 2021 of the £20 perweek increase in Universal CrÈdtt introduced in 2020
by Government in the wake of the coronawrus pandemic has been widety criticised by chartties working with
people on low income and others concèrned about the level of poverty experienced by $0 many. We receive
many requests for a55i5tsnce arising from dejayed benefft payments and we anticipate that the decision to cut
payments by £l,CKJO combined with the anticipated high cost of fuel. food and other basic necessities and the
increase in National Insuran￿ contribLrtions for many working people will result in yet more struggling
financially. During the past year the trustees increased the level of grants and it is our intention in the coming
year to make a further incwse in the mFnimum amount that we gi¥e to those who turn to FHN for help in
difficult times.
Structure, Governan￿ and Managemert
Thè FLnd for Human Need is a re8i%tered tharÉty. number 208866. and ts cor￿￿tuted under a trust deed dated
17th February 1960.
The charity is administered bya board of trnstees. which meets fortheAnnual General Meetingand addttionally
as the need arises. When vacanaes occur. newtrustees are appointed by the existingtrustees. The trustees may
by resolution delegate their powers to agents or to one or more of themselves and from time to time revoke
5uth delegation.

FHN'5 dav to d3y business is administered by its officers in a voluntary capaaty. supported by a part-time
administrator. Two tru5tee5, usually being the Grnnts Offi￿r the Chair. meet monthly to assess grant
applications and agree to whom these emergency relief payments should be awarded and the amount of each
payment. Together with a financial report. a list of grants paid is made availableto thetru5tee5 eath rnonth, and
also submitted to the lull trnstees. meeting for retrospective approval.
