Until 2014 6 Crown Street was a property run for the purposes of the Temperance Movement. In July 2014 this property was sold and the proceeds placed in an Endowment Fund. The Fund is managed by four volunteer trustees, appointed by the Vicar of St Mary’s Church, Harrow on the Hill. ## **Chair’s Report** 2022 was a transition year as projects returned to a more normal basis following the COVID pandemic. Some of the charities we work with have had to change their work as support from volunteers was less forthcoming because of COVID risks. This was against a backdrop of increasing cases of violence due to drugs and increased homelessness within the Borough. ## **Impact of our Projects.** 1. We had 3 projects continuing into 2022 which were started November 2021. The first was the **Harrow Street Pastors** who provided vital work at night by providing trained volunteers who help people affected by drugs and alcohol and by referring them to the correct authorities. 2. The second was our support for **Ignite Youth** who work with young people affected by drugs issues. At the beginning of the year their youth workers noticed a concerning increase in the amount of alcohol consumed by some of the most vulnerable young people, due to increased levels of anxiety and stress experiences during the pandemic. Increased alcohol and cannabis consumption functioned as a coping strategy for young people. Their reports showed how that while consumption has decreased over time, alcohol and cannabis consumption remains an issue among young people in the local community. With these particular young people, they have focused on prioritising a reduction in drug consumption during their mentoring sessions and have increased efforts to provide more meaningful alternative activities, such as sport sessions or general social outings. Overall, their records showed a positive impact on young people and appear to decrease reports of drug consumption. 3 ## **CHURCH OF ENGLAND 6 CROWN STREET ENDOWMENT FUND** ## **At the London Borough of Harrow** ## **Charity No 208395** ## **Annual report and accounts year ended 31st December 2022.** KPIs & Outcomes of our project with Ignite were as follows: Young People Will Be Diverted Away From the Criminal Justice System - We observed 55 instances of this behaviour occurring over the present reporting period. - More Productive and Positive Behaviour - We observed 72 instances of this behaviour occurring over the present reporting period. - Young People Will Increase Their Engagement in Positive Diversionary Activities - We observed 85 instances of this behaviour occurring over the present reporting period. Young People Will Improve Their Employability Skills - We observed 46 instances of this behaviour occurring over the present reporting period. 3. Thirdly we continued our support for **Alcoholics Anonymous** by supporting the cost of the use of a Hall in a local church for their meetings. 4. A new emphasis for 2022 has been that we were able to step up our support for the homeless charity based in Harrow **Firm Foundation** . Firm Foundation were established by a group of local Harrow churches who continue to play an active part in its governance. With this charity we were able to support the first permanent live-in centre in Harrow known as the Ark Centre. The successful use of our grant directly impacted those struggling with homelessness and alcohol issues and provided an emergency Night Shelter through the year in Harrow for the first time. There were 7 clients in 2022, 3 suffering from drug and alcohol issues. A case study done by the Ark Centre highlights the case of a 39-year-old man with no immigration status who was homeless and suffering from alcohol issues. Also, early in 2022 we commenced a new collaboration with the **Young Harrow Foundation** who coordinate the work of over 200 charities in the Harrow borough. With their assistance we identified three other projects which we supported over the latter half of 2022 into the first half of 2023. These three projects were **My Yard** providing individual support to young people affected by drugs and alcohol, the **Watford FC Sport and Community Trust** who support and work in Harrow with groups of young people who may be affected by alcohol and drugs and **Mind in Harrow** who have been running a series of workshops in schools. With the help of Young Harrow Foundation we have also been involved in Harrow council’s combating drugs strategy. **My Yard** successfully employed a committed youth worker. The youth worker developed youth group sessions and continues to hold them regularly for two age groups in South Harrow to date they have engaged with 16 young people aged 10 -13 years, nine people aged 14 -19 years, two young people aged 17 - 23 years (mentoring only), twelve families receiving/needing ongoing complex support, thirteen siblings aged 6 - 11 years requiring regular drop in sessions. **Mind in Harrow** -at midpoint this project had successfully delivered 4 workshops reaching 450 young people. All workshops and requests so far have been for young people aged 15 -19. Feedback indicates positive impact of the work so far. **Watford FC Sport and Community Trust** - their mid project report indicated that they had delivered nine sessions of which six police task force workshops held at Cedars Community Centre- 4 held at youth club on a Monday and 2 held during our free school meal camp. 2 Impressionable Minds dangers of drug and alcohol workshops- one at youth club Cedars and one at Vaughan primary school. One first aid in emergency situations at Vaughan primary school. They engaged 182 young people aged 9 -12 and 39 young people aged 13 - 18. ## **Financial report** The full value of our investment funds are held within the CCLA’s COIF Charities Ethical Investment Fund. In 2022 the value declined by £150K true to the adverse world market conditions caused by the invasion of Ukraine and the worldwide cost of living crisis. We sold some units of our investment fund at a time when market rates were declining to support the work with the Young Harrow Foundation. Our dividend income of £32K was fully distributed to the portfolio of projects we are running.
