Alhough founded in 1622, the Charity is cuffentfy govemed by a Scheme made by order of the
Charity Commission dated 20th June 2005, and further amended by a Schem8 dated 20th June 2025
which amended it5 govemanc8 to P8m)Ét a widar ar8a of bènefit for Ihe application of the Charitys
ftjnds and which enabled it to co-operate with olher charities in the Lewisham area better to delwer ils
charitable objects
There is no need for the charity to engage in fundraising as il derbves income from the Estate Charty
of William Halcliffe. The Trustees are required to pass 40% of the funds to The Lee Education Charity
of William Hatcliffe. The Estate Charity has advised that it expects lo be able to maintain ils
distribuflon to the Charity al the current level for the foreseeable future.
The Trustees are appointed for terms of four years, other than the Rector for the time being of St.
Mafgaret of Antioch, Lee. who is an ex-officio Govemor for ihe pgri(xJ of holding such off￿8.

guidance on public benefft when reviewing objectives and planning activities
Public benefrt statement
The Trustsgs ¢0￿m1 that thèy comply wilh ther duty to have dug regard to Ihè Charity C(Mnmission's
publlc benefit guidance. The Lee Charity of William Hatclrffe tsrgels funding for the relief of povety
and lo tackle social and health inequalities. 11 Makes grants lo support the work of charities and
community gmups that work with people affected by economic disadvantage and for individuals who
are in need. hardship. or distress. The charity awards grants based on published criteria and through
a thoughfful and fair assessment of the needs and aspirations of the appllcants. A monitoring process
ensures that public benefit is derived from each grant award.
Risk management
The Trustses have assassgd the major risks lo which the charity is exposed and are satisfied that the
systems are in Pla￿ to mitigate exposu￿ to Ihe major risks. Inlemal financial risks are minimi5ed by
the implementation of procedures for the authorisalion of all transactions.
The Trustees have agreed it prudent to tsmper the Charity's18vel of grants 8wardgd so that rèseNes
are rnaintained al a minimum lev81 of £30,000 as a safeguard against possible future eventualities.
A¢hl•v•ments and perfomiance
Procass8s and systoms
We have continued to strengthen our pro¢esses and procedures to ensure the charity operates
efficiently and is well equipped to support people experiencin9 genuine povety. OUT Sathforce CRM
datsbase has been enhanced with new filters to more clearly track and categorise the status of each
application from initial submission through lo grant complelion-and to generate more detailed
stalislical insights. This helps minimise delays in processing applications and ensures Ihat people in
poverty receivo support as oulckly as possible.
Grants guidelinès
We have revised our grant guidelines on the website to provide Clearer. mcfe accessible information
about available funding and the application pyocess. These improvements help ensure applicants fully
understand the opportunities, the eligibility crilgria, grant conditions and the st9ps involved before
starting their online application. The Trustees also wish lo record their thanks to Richard Crowe of
Creative Wire Design. who Continues to provide website updates beyond the standard hosting lee.
His contribution supports the rèfinèment of our criteria and processes and is duly acknowledged as a
valuable b8nefil in kind.
Partnership with Emmaus
Our partnership with Emmaus {emmaus.org.uklGreenwich), has continued to strengthen. Emmaus is
our principal supplier for the household items Imostly brand new or nearly n8wI funded through our
grants. Once the chartty board approves a grant and the recipient accepts the grant temis, Emmaus
work directly with the client to agree on the specific items required and to arrange delivery. Their
scheme also allows clients to view available items in the warehouse. Emmaus additionally oversee
the installation of items such as washing machines and electric ovens.

This collaboration is evomng to the mutual satisfaction of both organisations and has received
positive feedback from grantees. It conunues lo develop in ways that strengthen oversight and
maximise impact. Through these comblned efforts, we Can achieve more meaningful and sustainable

Grants totalling £27.46312024 £24.958) were awanled to 54 {2024- 51) individuals meeting a wide
range of n8eds.
Grants totalling £41.190 {2024- £62,926) were awarded to 712024-151 groups to support a variety of
services that they provide lo Lewisham residents in need of help.
Of this a grant of£8,78512024- £13.8371 was made lo tho Sherifts and Recorders Fund towards
supportirhg 124 ex-offenders.

The Estate Charty of William Hatcliffe has approved a distribution of £150.000 during the financial
year 2025-26. ofwhich £60.000 will be reqtjired lo be passed on to The Lee Education Charity of
William Halclifle. leaviro a net income of £90.000.
It is the policy ofthe Trustees that unreslfictsd fur￿5 that have not been destgnaled for specific usg
should be maintained at a level which will ensure that. in the event of a significant drop in income.
they will be able to continue the charity's current activities for a period of at least one year while
consvjeration is given to ways in which additional funds may be raised.
8 of 31 March 202S, the free reserves held are £216.568 (2024.. £ 204.660). All the Charity's funds
are unrestricted and held for the furtherance of Ils objectlves.
As the economic downlum and adverse cost of Iwing climate continu8 to ¢ausg financtal hardship for
many people. the Trustees will endeavour lo meet the challenge by regulating the total amount
awarded lo successful applicants and to help as many suitable applicants as possible in some way
but control the oufflow of funds from resorves.

As the Charity's Govemors you are responsible for the preparatM)n of the accounts-, you consider
that the audit requirement of section 144121 of the Chariles Act 2011{the Act) does not apply.
It is my responsibility to state. on the basis of procedures specified in the General Directions given by
the Charity Commissioners under Section 14515llbl of the Act. whether parlicular matter5 have come
to my attention.
Basls of Indop&ndant Examlnerfs Raport
My examination was carried out in accordance with the General Diwtions gtV8n by the Charity
Commissioners. An examination includes a review of the accounling records kept by the Charity
and a comparison of the accounts presented with those records. It also indudes consideration of any
unustjal items or disclosures in the accounts and seeking explanations from you as trustees
concgming any such matters. The procedures undertaken do not provide all the eviden￿ that would
be required in an audit and, consequently I do not express an audit opinion on the view given in the
accounts.

The financial statements of the charity, which is 3 public benefit entity under FRS102. have been
pr8parÈd in accordance with the Charities SORP IFRS 1021'Accounling and Reporting by Charitiès-
statement of recommended practi￿ applicable to ch*ities preparing their accounts in accordance
with the Financial Reporting Stsndard applicable in the UK and Republic of Ireland IFRS 1021

applicable in the UK and Republic of Ireland, and the Charities Act 2011. The financial stateffients
have been prepared under the historical cost ¢(￿ventIOn.
1.2 Incoming resoureos

the funds, voIL￿tary income and donations are accounted for as r8cèiv8d by the Charity.
1.3 Re$our¢•$ Vxpended
Liabilities are Tecognised as expenditure as soon as there is a ￿931 or construcllve obligation
committing the charity to that expenditure, it is probable that a Iransler of economic benefits will be
required in settlement and the amount of the obligation can be measured reliably. Expenditure 1$
accounted for on an accruals basis and has been classified under headings that aggreg*e all cost
related to the category. Wher8 Costs cannot bè direetly attributed to particular headings. they have all
b8en allO￿ted to activities on a b8sis consistent wth the use of resources.
1.4 Taxation
The tharity is exempt from tax on its charitable activities.

Unrestricted funds can be used in accordance wilh th8 charitable ot¥g¢tives at th8 dtscretion of the
trustees.
Designated fiJnd5 are amount5 which have been set aside at the discret￿n of the Trustees for a
specific, bul not legally binding. purpose.
Restricted funds can only be used for particular restricted purposes within the objects of the chthty.
Reslriclions arise when specffied by the donor or when funds are raised for partlcular restricted
