The Trustees present their report and accounts for the year ended 31 March 2023. The Trustees have
adopted the provisions of Accounting and Reporting by Charities.. Statement of Recommended
Practice applicable to charities preparing their accounts in accordance wff(h the Financial Reporting
Standard applicable in the UK and Republic of Ireland IFRS 1021 leffeclive 1 January 20151.
Structure, governance and management governing document
Although foundecs in 1622. the Charity Is currently governed by an Order of the Charity Commission
dated 20 June 2005 which amended its governance to permit a wider area of benefit for the
appliCat￿n of the Charity's funds.
There is no need for the charity to engage in fundratsing as it derives income from the Estate
Charity of William Halcliffe. Trustees are required to pass 400A of the funds lo The Lee Education
Charity of William Halcliffe. The Estate Charity has advised that il expects lo be able lo maintain its
distribution to the Charity at the current level for the foreseeable future.
The Tnjstees are appointed for terms of four years, other than the Rector for the timo being of
St. Margaret of Antioch. Lee, who is an ex-officio Tiustee for the period of holding such office.
One Trustee is appointed by the Council of the London Borough of Lewisham and six
appointed by recommendation from the Trustees.
The Trustees meet quarterly or mole fvequenlly as circumstances or needs require.

Under the direclion of the Trustees, the Charity employs a Clerk to carry out financial, administrative,
and secretarial duties. An Ambassador is also lo promote the charity and liaise with prospective and
successful grant applicants.
The charity embraces all aspects of The Equality Act 2010.
Risk management
The Trustees have assessed the major risks to which the charity is exposed and are satisfied
that the systems are in place lo mitigate exposure to the major risks. Internal financial risks are
minimised by the implementation of procedures for the authorisalion of all transactions.
The Trustees have decided it prudent to temper the Charty's level of grants awarded so that
reserves are maintained al a minimum level of £30.000 as a safeguard against possible future
eventualities.

Objects and actlvlties
The Charity is granl-making with the objective of relief of persons resident in the London Borough of
Lewisham Iwith preference lo those living in the Ancient Parish of Lee) who are in need, hardship or
distress without regard to their age, sex. ethnic background or religion either directly lo individuals or
to registered charities working in the field.
The Trustees confirm that they have given careful consideration to the Charity Commission's general
guidance on public benefit when reviewing objectives and planning activities.
Public beneflt statement
The trustees confirm that they comply with their dLJty to have due regard to the Charity Commission's
public benefit guidance. The Lee Charity of William Hatcliffe largels funding for the Telief of povety
and to tackle social and health inequalities. It makes grants to support the work of charities and
community groups that work with people affected by economic disadvantage and for individuals who
are in need, hardship, or distress. The charity awards grants based on published criteria and through
a thoughtful and fair assessment of the needs and a5piialions of the applicants. A monitoring process
ensures that public benefit is derived ftom each grant award.
Achlevements and performance
During Ihis financial year there has been a considerable review of mana9emenl prO￿sSes. data
collection. informatson and financial tools, governance. and policy with an emphasis on..

3. Agility and appropriate prudence rooted in well-informed decision making
4. Responsiveness and ability to disburse grants quicker to people with more urgent needs
5. Greater local visibility and to build reputation
In 2005 the Charity set up a "partnership panel" of 10 charities oper81ing in Lewisham across a wide
spectrum of those with differing needs to act as sponsors for grant applic21ions from individuals.
Publicity of the Charity's activities continues to be circulated to not only panel members bul to other
agencies inviting applications to be made for individuals. The recent launch of our brand-new website
{https.'IAee-hatcliffe.org.ukl is also significant in terms of profiling the charity and ils grants scheme in
the locality. As a result, the eharity now receives a steady stream of applications every month for both
individuals and charities, and it has been able to distribute more awards than prior years.
Grant Applications were also 5nviled from all registered charities in the London Borough of
Lewisham engaged in the relief of need for grants lo assist in any aspects of their work.
The Trustees met quarterly during the year lo consider grant applications and to manage the Charity's
business. They also give consideration to urgent grant applications between such meetings.

1. Accounting Policies
1.1 Basis of preparation
The financial statements of the charity. which is a public benefit entity under FRS102. have been
prepared in accord8nce with the Charities SORP IFRS 102} 'Accounting and Reporting by Charities..
Statement of recommended practice applicable to charities preparing their accounts in accordance
with the Financial Reporting Standard applicable in the UK and Republic of Ireland IFRS 1021
(effective 1 January 20151,, Financial Repotting Standard 102 'The Financial Reporting Standard
applicable in the UK and Republic of Ireland, and the Charities Act 2011. The financial statements
have been prepared under the historical cost convention.
1.2 Incomlng resources
All income is recognised in the Slalement of Financial Activities once the charity has entitlement lo
the funds, voluntary income and donations are accounted for as received by the Charty.
1.3 Resources expended
Liabilities are recognised as expenditure as soon 8S there is a legal or constructive obligation
committing the charity to that expenditure. il is probable that a transfer of economic benefits will be
required in settlement and the amount of the obligation can be measured reliably. Expenditure is
accounted for on an accruals basis and has been classified under headings that aggregate all cost
related to the category. Where costs cannot be directly attributed lo particular headings they have all
been allocated to activities on a basis consistent with the use of resources.
1.4 Taxation
The charity is exempt from tsx on ils charitable activities.
1.5 Fund Accounting
Unrestricted funds can be used in accordance with the charitable objectives al the discretion of the
trustees.
Designated funds are amounts which have been set aside at the discretion of the Trustees lor a
specific, bul not legally binding, purpose.
Restricted funds can only be used for particular restricted purposes within the objects of the charity.
Restrictions arise when specified by the donor or when funds are raised for particular restricted
purposes.
2. Trustees Rernuneration and Benefits
None of the Trustees lor any person or organisation connected with them}, received remuneration or
any other benefits for the year ended 31 March 2023, nor for the year ended 31 March 2022.
