IF AND SO FAR THE INCOME IS NOT REQUIRED AS AFORESAID, AND TO RELIEVE EITHER GENERALLY OR INDIVIDUALLY PERSONS RESIDENT IN THE SAID AREA WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS. IF AND SO FAR AS THE INCOME IN ANY ONE YEAR CANNOT BE USEFULLY APPLIED FOR RELIEF OF PEOPLE IN NEED, THEN IT MAY BE APPLIED FOR CHARITABLE PURPOSES FOR THE GENERAL BENEFIT OF THE RESIDENTS OF THORNHAM AS THE TRUSTEES THINK FIT.
