The charity is governed by the temls of the Will dated I l June 1945 of Arthur Baldwin
Hayward who died on 21 Junudry 1954 and Icft the Guest House and residue, after leBacie4
of his real and personal estate to SU￿eY county Council upon trust.
The trustec, Lingfield Guest House TnLqtee Limited, is responsible for the rnanas¢m¢nt of
the Guest House und trust assets. rhe trustee company's temis of refucncc ar¢..
"To manage the Lingfield Guest House and thc trust property 8enerally> and more
specifically the following issues:
the maintenance and repair requirements of the Guest House and its gardens (especially
if such repairs require alterations or additions to the e5tale) and how such works are to
be financed.
the sal¢ of itein5 of furniturc and other conlents of the housc, included in the trust
property, to increas¢ revenue which will be credited to the trnst fund. and
the or8anisation of special fimctions in the local community and other fLmdraising

Obje¢tiveN, Organisation And Attlvity
Thc charity 15 Cstsblished to maintain the Lingficld Guest House, which is used as a public
library and museum. Mr Hayward endowed th¢ building by dIT￿ting that th¢ income from
his estate should be applied towards the maintcnancc and repair of the house and gaTdcn.
The building, which dalcs from the 15th Century and is listed (irad¢ II*
is divided in two.
The local public library is housed in part of the building and the remainder is a self-
contained maisonette which is occupied by a tenant. 'Ithe contribution made by both
occupiers goes towards the running costs, general upk¢¢p and maintenanc¢ of the building.

The trustee has paid due regard to the guidaTKC on public benefit prod￿￿ by the Charities
Commission and is confident that the work of the cFwity meets all thc ¢rit¢ria for public
benefit.
Review of progrem •chievemeDts duriDg the year
The directorJ of the trustee eompaDy meet during the y¢ar to wnsider vario￿$ matteT5
relating to the upkecp and restoration of the buildin8, and the income and ¢xpenditure of
thc trust.
During the year cyclical maintenan¢¢ and repair work w&$ ￿Tried oul at the Guest HO￿8¢
and a detailed inventory of the physical assets hcld by the trust h&% bccn rnaintsined.
Contracts for security, maintcnanc¢ of gardens and cleaning the buildin8 continue in
place. A contract is in place with Surrty County Council for the use of part of the buildin8
for the Lingfi¢ld Community Library. Thc managem¢Dt contract for the maisonette also
been reviewed.

Invutment Poll
The invcslment policy of the trustee has been ID invest its funds to maintsin their capitsl
growth and to generate incorne to fund the nming costs of the building. As a small charity
the most cost-cffective way of doing this AS to invest in pwled fimd5.
The majority of trust assets comprise investrKnts with BlackRock Fund Manager5 and funds
held in the ba]Jk. The dir¢ctors of the company have reviewed the investments and
taken the view tIKy remain appropriate for th¢ trust as conservatively managed funds
providing an income gnd wits]
Reserves Policy
The directors of the trusQe Company are working to ¢nsure the bank accowit holds a balance
of at least £50,000 to allow for the O￿ation of the tnLSt for at least six months in the event
of the 105s of income. However, where it is held to bc imprudent to transfer fimds to the
investtt)cnts, the dir¢ctors will allow a higher of funds to be r¢tsined in the bank account
until it is dccma appropriate for an inv¢stment to be madc.

Risk Policy
The directors of the trustee company have reviewed the risks facing the trust. Those risks
identified are: potential loss of income due to reliance on limited users and darnage to the
building by firc. They are content that the risks are well understood and that appropriatc
action to mitigate risks wherever possible has been taken. A fire risk assessment w&$
comrnissioned and completed after the end of the year and appropriate insurdncc policies
have been put in place and policies will be reviewed aJ)nually.

The Chariiies Act requires the trustee to prepare fJnancia] statements for each fmancial year
which give a true and fair view of the stste of atYaiTS of the Lhdrity at the end of the year and of
the incoming and outgoing rcsourcc5 for th¢ ycar thcn end¢d.
In preparing those financial statcmcnts, the trustcc Is rcquired to sclcct suitable accountillg
policies and then apply them consistently, making judgements and estima*s that are reasonable
and prudent. The trustec rnust alsu prepare the financial statements on the going concern basi
unless it is inappropriate to presume that the charity will continue its activities.
The truslee is responsible for keeping proper accounting records which disclose with reasonable
aL'LuriiL'y lit any time the financial position of the charity and to cnable it to cn5UTe that the
financial statements comply with the Charities Act 2011. The trustee is also responsible for
safeguarding the asset5 of the charity and hence for tsking reasonable steps for the prevention
and detection of fraud and other irregularities.

## **Independent examiner's report to the Trustee of Lingfield Guest House Trust** 

I report to the charity trustees on my examination of the accounts of Lingfield Guest House Trust for the year ended 31 March 2024. 

## **Responsibilities and basis of report** 

As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’). 

I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner's statement** 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. accounting records were not kept in respect of the charity as required by section 130 of the Act; or 

2. the accounts do not accord with those records. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
