The Charity’s purpose is to help **“persons resident in the area of benefit who are in  conditions of need, hardship or distress by making grants of money or paying for items, services or facilities”** which will reduce that need. The area of benefit is the electoral Wards of Egham (#), Englefield Green (), Hythe (¶) and Virginia Water () and to be eligible for assistance a beneficiary should normally have resided there for not less than five years. 

The Trustees also administer two other Charities which serve the same area of benefit: Egham Education Trust and Stewart’s & Budgen’s Almshouses. The Education Trust may make cash grants to Egham United Charity, not exceeding one half year of its yearly income, but no grant was received from the Trust during the year under review. No transactions took place between the three charities in the year under review. Copies of the accounts of the Trust and the Almshouses may be obtained from the Secretary. 

Half the charity’s recurrent income derives from an endowment by Stewart’s & Budgen’s Almshouses made in 1997, one-third form a 20% share of Henry Smith’s Eastbrooke Estate (1620) and the rest from a number of endowments made over a period of some 250 years (1683 to 1944) by local benefactors and the sale in 1865 of the 1813 Egham Enclosure Act waste land. 

The Charity is governed by a Charity Commission Scheme dated March 1955 as amended by further Schemes dated 24 September 1990 and 26 January 1999.  The Trustees detailed on the Charity’s annual return filed with the Charity Commission are the Representative Trustees. 

## **Annual Review** 

This review was drafted by Jill Reynolds, our Chair for many years, who sadly passed away unexpectedly on 6 March 2024. 

After the lean years of the pandemic when applications to the Charity slumped, Trustees had hopes that the following years would bring a marked increase in applications especially as the cost of living crisis began to impact more severely. There has indeed been an increase in applications rising to 45 during the year as well as 3 block grants to local schools, but we have been surprised how hard it continues to be to attract these applications, needing regular contact by the Charity with local organisations to ensure the Charity’s name and resources are kept in mind when financial help is needed. However, we are delighted the trend is upwards and we have spent an additional £1,700 in aid this financial year. 

In addition we have developed the number and type of agencies approaching us for help. This is largely due to the energy and time Trustees spend in publicising the Charity and an increase in the size of the Trustee Board is allowing us to do more outreach.  We can see the impact of this in the growing number of schools approaching us for a Block grant - the Block grant system was introduced in 2017 and allows an organisation with whom we have proven links, usually a school, to administer small grants on our behalf and with the same constraints.

## **Financial situation** 

Income  from  Charifund  investments  was  up  3% at  £21,129  (previous  year:  £20,512). The  market  value  of our investments decreased by £8,534 (previous year decreased by £21,421) which allowing for the net investment in the year gives aggregate Quoted Securities of £354,625 (2022  £363,159). Bank interest increased from £231 to £1,184. On the positive side, this year the Charity received £6,100 from the Henry Smith Benefice, so total income was up by 8.3% to £28,413. Overall the charity had a surplus of £7,381 for the year and funds carried forward of £505,897. 

## **Personnel** 

The Trustee Board has seen some movement in 2023 with the resignation of Mrs Fordham in mid 2023 and the arrival of Ms Tina Dallman  and Mr Ryszard Nowobilski in the autumn of that year. This brings the Trustee Board to a total of 10. 

As Chair I have been very thankful for the expertise and dedication shown by the Trustee Board. They, together with our Treasurer, Hemang Shah and the Charity Secretary, Andrew Riley, are professional and thorough in all their work for the Charity and have been a great support to me over several years. As I look to retirement in March 2024 I can only be thankful for my thirty five years with the Charity; it has changed immeasurably in that time but its core values of service, respect and kindness still prevail. Long may that continue. 

## **Afternote:** 

Sadly Mrs Reynolds passed away unexpectedly a few days before her final meeting as Chair of the Charity. Although she is not here to read this, the Trustees would like to put on record their gratitude for her devotion and efforts on behalf of the Charity and its sister charities, Egham Education Trust and Stewart’s and Budgen’s Almshouses. 

Following,  her  retirement  the  Trustees  had  resolved  to  appoint  Mr  Ryszard  Nowobilski  as  the  new  Chair.  His appointment has now been confirmed with the Charity Commission.

## **Independent Examiner’s Report to the Trustees on the Accounts of Egham United Charity** 

## **For the year ended 31 December 2023 Charity No: 205885** 

I report on the accounts of the charity for the year ended 31 December 2023 which are set out on pages 3 to 4. 

## **Respective responsibilities of trustees and examiner** 

The charity’s trustees are responsible for the preparation of the accounts.  The charity’s trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed. 

It is my responsibility to: 

- examine the accounts under section 145 of the 2011 Act; 

- follow the procedures laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act; and 

- state whether particular matters have come to my attention. 

## **Basis of independent examiner's report** 

My  examination  was  carried  out  in  accordance  with  the  general  Directions  given  by  the  Charity Commission.  An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records.  It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters.  The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a “true and fair view” and the report is limited to those matters set out in the statement below. 

## **Independent examiner's statement** 

In connection with my examination, no matter has come to my attention: 

- 1 which gives me reasonable cause to believe that, in any material respect, the requirements: 

   - to keep accounting records in accordance with section 130 of the 2011 Act; and 

   - to prepare  accounts  which accord  with  the  accounting  records  and  comply  with  the accounting requirements of the 2011 Act 

have not been met; or 

- 2 to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
