The Charity’s purpose is to help **“persons resident in the area of benefit who are in conditions of need, hardship or distress by making grants of money or paying for items, services or facilities”** which will reduce that need. The area of benefit is the electoral Wards of Egham (#), Englefield Green (�), Hythe (¶) and Virginia Water (✝) and to be eligible for assistance a beneficiary should normally have resided there for not less than five years. 

The Trustees also administer two other Charities which serve the same area of benefit: Egham Education Trust and Stewart’s & Budgen’s Almshouses. The Education Trust may make cash grants to Egham United Charity, not exceeding one half year of its yearly income, but no grant was received from the Trust during the year under review. No transactions took place between the three charities in the year under review. Copies of the accounts of the Trust and the Almshouses may be obtained from the Secretary. 

Half the charity’s recurrent income derives from an endowment by Stewart’s & Budgen’s Almshouses made in 1997, one-third form a 20% share of Henry Smith’s Eastbrooke Estate (1620) and the rest from a number of endowments made over a period of some 250 years (1683 to 1944) by local benefactors and the sale in 1865 of the 1813 Egham Enclosure Act waste land. 

The Charity is governed by a Charity Commission Scheme dated March 1955 as amended by further Schemes dated 24 September 1990 and 26 January 1999.  The Trustees detailed on the Charity’s annual return filed with the Charity Commission are the Representative Trustees. 

## **Annual Review** 

Trustees had anticipated 2022 would be a year marked by a continued increase in the numbers of grants as the pandemic receded. In fact their expectation was not wholly realised with little increase in applications, despite Trustees using every opportunity to publicise the Charity. It seems as though hitherto older and established ways of outreach may be less appropriate in the post-Covid world and Trustees are currently exploring new ways of contacting referral agencies and ensuring the Charity’s funds remains useful tools in the armoury against poverty and hardship. 

In the meantime the Charity’s block grant offering has gone some way to assisting  children, young people and families in need . The block grant system was introduced in 2017 and allows a local organisation with whom we have proven links, often a school, to administer small grants on our behalf and with the same constraints the Trustees themselves adhere to. With the disruption of schooling from 2020 no such grants were made in 2021, but there was a striking resurgence in 2022 when £3.600 was administered. 

In closing it should perhaps be noted that perhaps one difference in the nature of applications is the rise of those from more recent residents of the area. Historically, Egham and its surrounds was a fairly stable discreet area but it is now becoming much more mobile and stays are often transitory. Additionally we have a number of refugees living with us now who may present quite sizeable household and education needs.  Both these demographic changes have had implications for our pattern of grant giving.

## **Financial situation** 

Income from Charifund investments was up 12.2% at £20,512 (previous year: £18,287). The market value of our investments decreased by £21,421 (previous year increased by £45,380) which allowing for the net investment in the year gives aggregate Quoted Securities of £363,159 (2021  £384,580). Bank interest increased from £77 to £231. On the positive side, this year the Charity again received £5,500 from the Henry Smith Benefice, so total income was up by 10% to £26,243. Overall the charity had a surplus of £6,714 for the year and funds carried forward of £507,050. 

## **Personnel** 

The Trustee Board is very able and hardworking and has had a few changes in 2022. Alison Edgar joined us in April bringing extensive experience in schools and working with young people. In August Ros Elgar left us as after a period of ill health and Treasurer, Vicky Christie, left about the same time after many years with the Charity. Our Trustee, Hemang Shah, stepped into the Treasurer’s position at once, so the management of the Charity remained in steady hands throughout. 

As Chair I have been thankful for all the efforts of the Trustees. They bring the Charity wide ranging skills, energy and a dedication to the task and I thank them warmly for their support. I should especially like to thank Hemang Shah for his skilled advice and Andrew Riley, the Charity Secretary, for his energy and enthusiasm for the post. The Charity is fortunate to have Trustees and Officers of this calibre.
