'Accounting and Reporting by Charitie< in p￿parIng the annual report and financial statements of
the charities. The financial statements have been prepared in accordance wrth the accounting
policies set out in the notes to the accounts and comply with the charitie< governing document and
the Charities Act 2011.
Objertlves
The charitable objectives of the charitie5 are:
Robert Palmerfs Almshouse Charity- Subject to making payments to defray the costs of repairs.
insurance and all other charges and outgoings payable in respert of the propeity of the charity. the
trustee5 shall apply the income for the benefrt of the residents of the almshouses or any of them in
such a manner as the trustees think fit from time to time.
Lilian Rose- To provide fuel to be supplied at Christmas Eve to the residents of the almshouses.
Mrs S S Mitchell-To provide extra comforts and pocket money for the residents of the almshouses
at Christmas.
The trustees confirni that they have complied with their duty to have regard to the Charity
Commission's guidance on public benefit when exercising their powers and duties.
Activitles
The purposes of the Robert Palmerfs Almshouse charity are the administrotion and management of
the six listed almshouses in a conservation area and the land on which they are built. The cottages
were built in the 18Ws for persons in need in the a￿a of benefit which covers the pèrishes of
Sonning and Charvil and the towns of Earley and Woodley in the county of Berkshire and the
parishes of Eye and Dunsden and Sonning Common in the county of Oxfordshi￿.
Achlevements and perf0m￿fice
All six cottages were occupied throughout the year by long term residents. the latest having moved
into Cottage l in July 2022. Meetings took pla￿ with residents to ensure that any Welfa￿ concern5
were addressed. Routine maintenance of the cottages continued as necessary for the age of the
properties including repoir work on the sione mullions. An independent quinquennial survey was
carried out leading to the preparation of a repair liabiltty schedule to a55iSt with the budgeting of
repairs in the coming 5 years. The gardens and allotments were kept in shape by a gardener and 16
allotment holders who pay a nominal rental. Other than managing the above routine needs and
making appropriate provisions no major changes are foreseen.
The charity makes a tangible contribution to sooety by providi￿ accommodation for persons in
need at a level well below social housing rentsl level.

Flnance
Going concern
The trustees consider that there a￿ no material uncertainties about the charities abilities to
continue as going concerns nor any significant areas of uncertainty that may affect the carrying value
of the assets needed by the chartties.
Reserves policy
The free reserves at 31 Detrmber 2024 were £176.615. The kKlSition is in line with the current policy

Results
Net income for the year before investment gains was £12.463 {2023 £13,313). Although routine
maintenance cost have increased income and expenditure wa5 broadly in line with budgeted
expectations.
Risk
The trustees have considered the major risks to which the charities are exposed and hove satisfied
themselves that 5y5tern5 and procedures a￿ in pla￿ to manage those risks.
Structure, governance and management
Goveming document
The charities are regulated by order of the Charity Commission dated 20 Juty 1981 that established
an approved scheme for the charities.
Trustee selection methods
The 5 parishes or town councils in the area of benefit each elect a nominatFve trustee for a period of
4 years, the vicar of the parish of St Andrew is an ex-officio trustee. 3 other trustees are co-opted
and elected by the nominatwe trustees for 5 year temis. The chairnian is chosen annually from
amongst the trustees.
Mant7gement
The trustees held 4 ordinary meetings in the year in order to manage and administer the charity in
conformity with the goveming document.

Trustees, responsibility statement
The trustees are responsible for preparing the trustees. report and financial statements in
accordan￿ with applicable law and United Kingdom Accounting Standards (UK Generally Accepted
Accounting Prarti￿) and applicable law and regulations.
The law applicable to charities in England and Wales requires the trustees to prepare financial
statements for each flnancial year which give a tme and fair view of the state of affairs of the charity
and of its incoming resour￿5 and application of resources of the charity for the period. In preparing
these financial statements the trustees are required to=

The trustees are responsible for keeping proper accounting record5 that disclose with reasonable
accuracy at any time the financial F)OSition of the charity and enable them to ensure that the
financial statements compty WFth the Charities Act 2011, the Charity (Accounts and Reports)
Regulations 21X)8 and the provisions of the trust deed. They are also reswnsible for safeguarding the
assets of the charity and for taking reasonable steps for the prevention and detection of fraud and
other irregularities.

I report to the trustees on my examination of the accounts of the above charity for the year ended
31 December 2024 which are set out in the attached pages.
Respective responsibilities of trustees and examlner
As the charity trustees of the Robert Palmerfs Almshouse Charity you are responsible for the
preparation of the accounts in accordance with the Charities Act 20111.the ACVI.
Having satisfied myself that the accounts of the charity are not required to be audited under the Act
and are eligible for independent examination, I report in respert of my examination of the charivs
accounts under sertion 145 of the Act. In carrying out my examination I have followed the applicable
directions given by the Charity Commission under section 145151 Ibl of the Att.
Basls of Independent Examinerf5 report
My examination was carried out in accordance with the general direction Biven by the Charity
Commission (England and Wale51.
An examination includes a review of the accounting records kept by the ¢harty and a comparison of
the accounts p￿sented with those records kept by the chartty and a comparison of the accounts
presented with those records. It also includes a consideration of unusual items or distlosures in the
accounts and seeking explanations from you as trustees concerning any such matter5.
The procedures undertaken do not provide all the eviden￿ that would be required on an audit and
consequently no opinion is given as to whether the accounts present a 'true and fair view and the
report is limited to those matters Set out below.

I have completed my examination. I confirni that no material matters have come to my attention in
connertion with the examination which gives me cause to believe that in any material respect-

l. Summary of 5ignifkant accounting polkles and key estimates
The accounting policies applied in the preparation of these financial ststements are set out below.
These policies have been consistently applied to all years presented unless otherwise stated. The
financial statements have been prepared in accordance with Accounting and Reporting by Charities:
Statement of Recommended Practice applicable to charities preparin8 their accounts in accordance
with Financial Reporting Standards IFRSI applicable in the UK.
1.1 Basis of preparation
The charity meets the definition of a public benefft entity under FRS 102. Asset5 and liabilities are
recogni5ed at historical cost.
1.2 Income
All income is re￿gnISed when the charity has entttlement to the income.
1.3 Donations
Donations are recognised vhlen the charity has been nottfied in writing of both the amount and the
settlement date.
1.4 Investment income
Bank and Investment Fund interest is recognised when the interest Is received.
1.5 Tangible fixed assets
Freehold land and buildings are valued at cost and no depreciation is charged.
1.6 Investments
Investments are included at their market value at the balan￿ sheet date.
1.7 Trade debtors
Trade and other debtors are recognised at the settlement amounL
1.8 Trade creditors
Trade creditors are obligations to pay for goods or Servi￿5 that have been acquired in the ordinary
course of business
1.9 Expenditure
Expenditure comprises those costs incU￿ed by the charity in the delivery of its activities and services
to its beneficiaries and is recognised once there is a legal or construrtive obligation to that
expenditure.

1.10 Taxation. The charity Is considered to pass the tests set out in Para I Schedule 6 of the Finance
Act 2010 and therefore tt meets the definition of a charity for UK corporation tax purF)ose5.
Accordingly. the charity is potentialty exempt from tax in respect of income and capital gains
received within categories covered by Chapter 3 Part 12 of the Corporation Tax Att 2010 or Section
256 of the Taxation of Charitable Gain5 Act 1992 to the extent income and such gains are applied
exclusÈvely for charitable purposes.
1.11 Fund accounting
General funds are unrestricted fund5 which are available for use at the discretion of the trustees to
the furtherance of the general objectNe of the charity and have not been set aside by the trustees
for particular purposes.
Designated funds comprise unrestricted funds that have been set aside by the trustee5 for particular
purposes. Designated funds can be re-designated by the twstees.
2. Flxed assets
The housing properties provided six dwelling units throughout 2024 at Robert Palmerfs Cottages,
Sonnin& Berkshire. On 27 July 2022 independent building surveyors carried out an insurance
reinstatement assessment of the building5 and their recommended declared value for insurance
purposes was El.274,(IXJ. There were no capital commitment and contingent liabilities at
31 December 2024 or 2023.
