The Trustees present their Annual Report together iwth the audited finanaal statement5 of Reading Dispensary
Trust for the year ended 31 December 2025. The Tnjslees confimi that the Annual Report and the financsal
statements of the charity ￿mplY with the current 5ts1utory requirements, the requirements of the governing
document, the Charities Act 2011, the Statement cf Recommended Practice applicable to charities preparing
their accounts in accordance with Ihe Financial Repo￿ng standard applicable in the UK and Republic of Ireland
{FRS 1021 leffective l January 2015)-
Objectives and activities for th8 public b8n&fit
The public benefit from the Trust's activities is substantial, wqthin the guidelines laid down by the Constitution.
Grants are given for equipment and services not available through statutory sources to those suffering from
physical and mental illness or disability, living within a seven-mile radius of the centre of Reading. Applications
are received via caring organisalions, charities, loca councils. NHS departments, Citizens Advi￿. departments
of Reading Borough Council. amongst others. A list of sources of applications is attached.
Grant-making policy
Applications are very varied, ranging from mobility th'kes and deep Cleaning to household items such as fridges.
washing machines and flooring. Al applications require compliance wÉth the objects of the Charity for a grant to
be awarded. Applications are assessed on a Month￿ basis by a sub-committee of three members of the Trust.
Since April 2020 these monthly meetings have taken Pla￿ via Zoom. Full board meetings, which take place
quartedy, are conducted face-to-face. Recently the Trust has been receiving urgent requests and they have been
dealt wth outside the monthly meetings. Any appl￿tiOnS over £600.00 are taken to the quarterly full board
meeting for approval.
In 2023, TTUStees also look the declslon to ask appllcants to conslder requestlng while gO￿S whlch are more
ènergy efficient than the base models and are therefore more expensive. At the OctDber's full board meeting in
2025, Trustees decided to allow more than one application per client per year to the total of £600.00- previously
dients could only receive one award per year.
Achievomant and perfomianco review
DurÈng the finan￿al year 53 grants were made to indtviduals 12024.. 78 grantsl- One organization received
grant- Parenting Speaal Children received £600.00 to prowde outs'ngs for the children with whom they work.
Grants lo individuals totalled £25,427.00 12024= £32.478.00} with the average individual grant being £499.01
{2024". £419.84). Awards ranged from £1,869 for garden clearance and astroturf to £260.00 for a washing
machine. In 2025, the Trust shared 11 grants wilh Berkshire Nurses in Sickness and Relief amounting to
£7,387.89, with an average award being £671_62_ In 2024 the Trust shared five grants wth Berkshire Nurses.
The rn05t 5ignrficant award5 were for garden clearaT￿e and astTQturffrom Homestart. as well a5 five application5
for flooring from RBC.
The three organisatFon5 which have submitted the n￿st requests are= Reading Borough Council 22 {30 in 20241,
Launchpad 9118 in 2024) and Communicare 616 in 20241.
In the past, every October the Trust has decided rf remaining income allowed them to make grants to local
organisations. However since 2020 and the pandemic, the TNst has adopted a more ffexible approach and rf
requested before October can respond to organyzational requests in a trmely fashion. In 2025, organizations
requested organisational grant5.- Parenting Special Children which support5 parents th children with special
needs and Reading for Good. PSC was awarded £eOO.00 for providing outings for the children. The application
from Reading for Go(xl was declined as it was not specific enough in its supp￿1 for Reading children in hospital.
Building Developmonts
Followng a deasion to retain and redevebp the office lo provide a secondary source of income after
redevetopmenl, taken at an Extraordinary General Meeting in December 2022. the trustees agreed that the chair
should enlist the support of an architect and suNeyor. In 2023 the truslees considered the redevelopment from
all angles, including the addition of an extra slorey lo maximize potential rental income, and decided that the
office should be redeveloped to comply wth disabilty legislation. In 2024, Planning Consent was secured. The
architect received Nvo tenders for the building worf< and a sub-committee was formed to progress the project and
to ty to secure a third quote.

The current Posiiion
In 2025, the building sub-committee, compri￿ng of Chair Jerry Morelon, Anne Ballard, Michele Vale, Margaret
Osborne and Sally Utting, who has subsequently sto(xJ down due to work pressures, has sought fvrther advice
from surveyors and architects., previous building qUDtes did not address the same issues and were difficult to
compare as a consequence. At an Extraordinary General Meeting on 25th November. trustees voted
unanimously to progress Ihe building on to Ihe preplanning stage and lo seek two more quotes I￿ni architects.
Financial Review
The source of in￿rne for the Trust 15 from its inve5trnents. this income has to cover both the running costs and
granl-making activities. During the year under review administration costs were kept under control and income
compared well wth previous years. At the year end £1,598,46712024.. £1,505,037) of resetves were held.
Investment Policy
The chafity has an EndowTnenl and General Fund and under its governing documents can use all its income
from bolh fvnds in achieving its d)aritable objectives. As such it is important that Ihe Charity maintains the value
of its inveslments in real terms and that income increases. Therefore the Charty is a long temi investor and the
investment objective is a balanced return from income and from capilal growth. Investments are managed by
professional stockbrokers, but all decisions as to pu'chase and sale are made by the t¥ustees, after considering
appropriate advice.
Risk Managem8nl
The principal risks faced by the Twst lie in the performan(* of investments and the capacity of the Trust to make
effective grants. Suitable insurance is maintained in respect of the Charl￿S property.
Reserve5 Policy
The trustees consider that the income received is suffic¢ent to fund the payment of grants and administrative
expenditure. The trustees consider that the cash at bank and monies held on deposit represenl working capital
available for such expenditure and conlingenaes.
Structure. governance and management
The Trust is a registered tharity, number 203943 anj is conslttuled under Scheme of the Commi5sionets dated
31 December 1975.
New trustees are appointed by the existirsg trustees and serve f¢x 5 years after which they may put themselves
foNard for re-appointment. The scheme provides for a maximum of 14 Truslees. one of whom is a Nominative
Truslee appointed by Reading Borough Council.
The Iruslees meet quarterly to discuss activities of the Trust and to approve any grant applications exceeding
£600.00. The day-to4ay administration of the trust is undertaken by the clerk, who is employed part time. In July
2025, the Trust appointed a new ITuslee, Mrs Ruth Hampton. During 2025, the Trust all aLrthorized the
production of a new history of the Trust by local historian Malcolm Summers.
Key Manag8m8nt
The trustees consider the board of trustees and the derk as the key management personnel of the charity in
charge of directing and controlling the charity and running the charity on a day-toQay basis. All trustees give their
time freely and no trustee remuneration was paid in the year. In July 2025, Ihe Trust appointed a new trustee.

Accounting policies
1.1 Basi5 of preparation of financial statements
The financial statements have been prepared in accordance with the Charities SORP IFRS 102) -
Accounting and Repottng by Charities.. Statement of Recommended Practice applicable to charities
preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK
and Republic of Ireland IFRS 1021 leffècts.ve 1 January 2019}, the Financlal Reporting Standard
applicable in the UK and Republic of Ireland IFRS 102} and the Charities Ael 2011.
Reading Dispensary Trust meets the deffinrtion of a public benefit entity under FRS 102. Assets and
liabili(ies are initialty recognised at historical cost or transaction value unless otherwise stated in the
relevant accounting policy.
1.2 Income
All income is recognised once the charity has entiuement to the income, it is probable thal the income
will be received and the amount of income receivable can be measured reliably.
Income tax recoverable in relation to investment income is recthjnised at the time the investment
income is receivable.
1.3 Incoming resources with related expend5ture
Where incoming resources have related expenditure the incoming resources and related expenditure
are reported gross in the Statement of Financial Activities.
1.4 Expenditure
Expenditure is reci)Jnised once there is a legal or constructive obligation to transfer economic benefft
to a third party, it is probable that a transfer of economic benefrts will be required in settlement and
the amount of the obligation can be measured reliably. Expenditure is classified by activity. The costs
of each activity are made up of the lolal of direct costs and shared cost5, including support cost5
involved in undertaking each activty. Direct costs attributable to a single activty are allocated direcdy
to that activity. Shared costs which contn'bute lo more than one activity and support costs which are
not attribLrtable to a single activity are apportioned between those activities on a basis consistent with
the use of resources. Central staff costs are allocated on the basis of time spent. and depreuation
charges allocated on portion of the asset's use.
Expenditure on raising fvnds includes al expenditure incurred by the charity to raise funds for its
charitsble purposes and includes costs of all ft*ndraising acttvities events and non-charilable trading.
EXPeT￿ltUre on charitable activllies is incurred on directly undertakiThJ the activities which further the
charity's objectives. as well as any assocK4*ed support r￿StS.
Grants payable are charged in the year Mhen the offer is made except in those cases where the offer
is conditional. such grants being recognised as expenditure Mthen the cond*tions attachir¢g are
fuffilled. Grants offered subject lo conditions which have not been met at the year end are noted as a
commitment, but not accrued as expendilure.
1.5 Interest receivable
Interest on funds held on deposit is included when receivable and the amount can be measured
reliably by the charity- thi5 is normally upon notificatii)n of the interest paid or payable by the institution

1.6 Tangtble fixed assets and depreciation
Tangible fixed assets are initially recognised at C05t. After recognition, under the cost model. tangible
fixed assets are measured at cost less accumulated depreciabon and any accumulated impairment
losses. All costs incurred to bring a tangible fixed asset into its intended worffing condition should be
induded in the measurement of cost.
Depreciation is charged so as lo allocate the cost of tangible fixed assets less their residual value
over their estimated usefvl lives. using the straight4ine method.

1.7 Investrnents
Fixed asset investments are a fomi ol finanaal instrument and are initially recognised at their
transaction cost and subsequently measured at fair value at the Balance sheet date, unless the value
cannot be measured reliably in which case it is measured at cost less impairment. Investment gains
and losses. whether realised or unreali8ed, are combined and presented as 'GainsllLossesl on
investments, in the Statement of financial activities.
1.8 Dèbtors
Trade and other debtors are recognised at the settlement amount after any trade discount offered.
Prepayrnents are valued at the amount piepaid nel of any Irade dI￿￿ntS due.
1.9 Cash at bank and in hand
Cash at bank and in hand includes cash and Short-te￿n highly liquid investments with a short maturity
of three months or less from the date of acquisilion or opening of the deposil or similar account.
1.10 Liabiltties and provisions
Liabilities are recogllised when there is an obligation al the Balance Sheet date as a ￿sU[l of a past
event, it is probable that a transfer of ecC￿0M¢c benefit will be required in settlement, and the amount
of Ihe settFement can be estimated reliably.
Lia￿.11tieS are re￿gnised at the amount that the ¢hanty anticipates it wll pay to settle the debt or the
amount it has received as advanced pay7nents for the goods or services it must provide.
1.11 Financial instruments
The charity only has financial a55et5 and finanaal liabilitie5 of a knnd that qualify as basic financial
instruments. Basic financial instruments are initially recognised at transaction value and subsequently
measured at their setuemenl value with the exception of bank loans which are subsequently
measured at amortised cost using the effective interest method.
1.12 Fund accounting
General funds are unrestricted fvnds wh'ch are available for use at the discretion of the Trustees in
furtherance of the general objectives of the chafity and which have not been designated for other
purposes.
Investment income, gains and losses are allocated to the appropriate fund.

1.13 Governance costs
Govemance costs include the costs for the preparation and examination of the statutory accounts.
1.q4 Proparty
Propety is not depreciated as it is included in the financial statments at open market value. The
