Principal Activities for the Public Benefit

ThepurposeoftheCharity,foundedin1800,istoprovideaccommodationforpoorwomenof good
characterwhoarenotlessthan45yearsofageandmembersoftheChurchofEnglandorof some
congregationofProtestantDissentersorMethodists.TheCharityismanagedbytheBoardofTrustees which
employs a Clerk/Manager, a Finance Officer and a Non-Resident Warden.
TheCharityownsHillierHouse,builtin1970,whichprovidesshelteredaccommodationforolder women.
Currentlytheschemehasnine1-bedroomedflatsand20studioswhichareallself-contained.At the
beginningoftheaccountingyear,1April2021therewerenovoidsandattheendoftheperiod,31 March
2022 there were 2 voids..
TheCharity'sincomemustnotbeuseddirectlyinthereliefofrates,taxesorotherpublicfundsbut may
supplement relief or assistance provided out of public funds.
TheTrusteesconfirmtheyhavereferredtotheCharityCommission'sgeneralguidanceonpublicbenefit when
reviewing the Charity's aims and objectives and in considering the future activities of the Charity.

Recruitment and Appointment of Trustees

During2021/22theCharityhadafullboardoftrustees,however,whenrequiredtodosotheBoardof Trustees
seeks to recruit new trustees to balance various skills required to manage the Charity.

Trustee Induction and Training

All newtrusteesarewelcomedintoHillierHouseandspendtimemeetingtheothertrustees,staffand residents
tounderstandtheoperationsoftheCharity.Trainingis,bynecessity,tailoredtoindividualneeds depending
ontheknowledgegapsandexperienceoftheindividualinvolvedandfulladvantageistakenofthe training
providedbytheAlmshouseAssociation.DuetotheCovid19pandemictheannualAlmshouse Association
seminar was cancelled.

Staff

The Charity continues to employ 3 members of staff and are committed to nurturing and training them.

Review of the Year and the Future

During2021/22,onceagain,thetrusteeshavecontinuedtheirobjectiveofprovidingahighstandard of
maintenance,happycommunityspirit,andsafeenvironmentforresidentswhilstcontinuingtoimprove and
modernisethebuildingandfacilities.ThetrusteesandstaffstrivetokeepHillierHouseasanattractive and
desirable place to live in a changing and competitive sheltered housing market.
ThisyearcontinuedtobechallengingduetotheCovid19pandemicwitha furtherlockdownfromthestart of
theyearuntilmid-April.However,graduallyasrestrictionsbegantoliftmoreactivitiestookplaceat Hillier
House.InAugust thetrusteesthrewa partyfortheresidentsand as itwassucha lovelyeveningitwasheld out
inthegardenensuringfullsocialdistancing.Othersocialevents,suchasbirthdaylunches,tea afternoons
recommenced.TheresidentsenjoyedtheirfirstChristmaslunchoutfortwoyearsandinFebruary2022 we
celebrated50yearsofthecurrentbuilding.An anniversarypartywasheldininthepresenceofLordand Lady
OnslowandtheLadyOnslowdowager,togetherwiththeMayorandherescort.Theannualtrusteeparty for
theresidentstookplacethesameevening.As withmostofoursocialactivitiesphotosarepostedtothe Hillier
House Facebook page for family and friends to keep in touch and enjoy.
During2021/2,theCharitycontinuedtocompleteallessentialmaintenanceworkandconstantlyensured all
healthandsafetyrequirementswereupheld.Fortunately,despiteCovid19restrictionstheundertakingof vital
inspectionsandcertificationssuchasgas,PAT testing,fireriskassessing,firesafetyequipmenttesting,etc. and
cruciallyimplementinganyshortcomingsorrecommendationscontinued.Workwascompletedin the
gardentoremovealargeflowerbedtotheeastofthegardenwhichwasreplacedwithturf,reducing the
maintenanceandupkeep.Furtherworkwasundertakeninthecarparktoproduceextraparking.It was
agreedthatanew,largeandwelcomingsignbeerectedonthecarparkwalltoreplacetherather dated
andfunctionalsignagethathadbeeninplaceforverymanyyears,thesignalsoimprovestheappearance of
thebuilding.Inthefirstquarterof2021thetrusteesagreedthefullupgradingoftheWardenEmergency Call
System,soduringtheyeartheexistingTunstallequipmentwasreplacedbyaDeltasystemwhichisbe fully
compatiblewiththeswitchfromanaloguetodigitalwhichisexpectedtohappenwithinthenext3years. We
were able to claim back the VAT on this expense.

A newwashingmachineandtumbledryerwaspurchasedduringtheyearreplacingthemachinesthat have
been in service for over 15 years.  Repair of the old appliances were deemed unviable.
Thelinkcorridorhadanoverhaul,thefunctionalnoticeboardswereremovedandwerereplacedwitha smart
officialnoticeboardoutsidethewarden'soffice.Thecorridorwaspaintedinacolourtocompliment the
carpetandpictureswerehungtomaketheareaanattractivepartofthebuildingratherthanjust a
thoroughfare.
During2021/2the5-yearlyquinquennialreviewwascarriedout;afullsurveyofthebuilding,atwhich time
considerationcanbegiventofuturelong-termsustainableimprovements.Thefindingsofthereport dated
December2021willnowbeprioritisedwithimmediateessentialworkbeingundertakenandother remedial
workbeingcarriedoutonaplannedmaintenanceprogramme.The5-yearHardWiringTestwasalso carried
outwithsubsequentremedialworkduringMarchthebuildingwasfullcompliantwithcurrentlegislationby the
end of the financial year.
DuringMarch2022HillierHousesufferedamajorincident,amainswaterpipeburstintheloft.An emergency
planwasputintoactionwiththeFireServicebeingfirstonthesceneturningthewateroffat themains.All our
essentialcontractorswerecalledout,withthepipequicklybeingrepaired,withtheelectrics,alarms, etc
beingrestoredduringthecourseoftheday.Therewasextensiveflooding,andunfortunatelyFlat25 was
uninhabitable,however,theresidentconcernedwasrehousedintoavacantstudiountilsuchtimeas the
structuralworkhasbeenassessedandrectified.Alltheotheraccommodationwashabitablealbeit with
dampcarpetsandstainedceilingswhichweredriedoutwiththeuseofindustrialdehumidifiers.An  insurance
claimhasbeenraisedwithallrelatedworksandservicesbeingincludedandacontractorbeingsought to
carryoutstructuralandcosmeticrepairwork.Thesituationwason-goingattheendofthefinancialyear. All
mainswaterpipestobeexaminedbyourplumber/heatingengineerwithaviewtoinstallingsensorsand an
emergency water cut off switch accessible to all in a public area.
TheCharityregularlyreviewsallitsadoptedpoliciesonarollingprogramme,withtheDisasterPlanand the
Safeguardingpolicybeingreviewedatleastannually.Mostofthepoliciesarethoserecommendedby the
AlmshouseAssociation.Themajorfinancialandphysicalrisksidentifiedbythetrustees,towhichtheCharity is
exposed, continue to be reviewed on a regular basis and systems established to mitigate those risks.

Weekly Maintenance Contributions

TheWMCisreviewedannuallywithanychangesbeingimplementedduringthefirstweekofAprilto coincide
with the start of the Charity's financial year.

Freehold Land and Buildings

Thetrusteesconsiderthatthemarketvalueoffreeholdlandandbuildingsisinexcessoftheamountshown in
thefinancialstatements,butastheseassetsareusedbytheCharitytofulfilitsprincipalactivityand no
disposals are envisaged, the excess is not quantified.

Reserves Policy

Thecharityaimstomaintainaliquidreserveincashandinvestmentsonthegeneralfundequivalentto at
leastsixmonths'managementandservicecosts.Theremainingbankreservesandcurrentasset investments
are allocated to improvement projects and to pay for any one-off unforeseen expenditure

Investment Policy

Underitsgoverningdeedthecharityisrequiredtoinvestmoniesnotneededforimmediateworking purposes.
Thetrusteesdeterminewhetherthisshouldbeinbankdepositsorlonger-terminvestmentsafter taking
appropriateadvice.A newwrittenInvestmentpolicywasformerlyadoptedduring2021basedonthe model
policy recommended by the Almshouse Association

Resident Involvement

Afullreviewoftheyear'sactivitiesisproducedandcirculatedtotheresidentsandstaffbywayofa regular
Chairman'snewsletter,invitingthemtotaketheopportunityofgivingfeedback.TheCharityalsohas a
Facebookpagewhichisregularlyupdatedwithphotosandeventswhichtheresident'sfamilyand friends
enjoy seeing and commenting on.

Statement of Trustees' Responsibilities

Legislationandgoodpracticerequirethetrusteestopreparefinancialstatementsforeachfinancial year,
whichgiveatrueandfairviewofthestateofaffairsoftheCharityandofthesurplusordeficitforthat period.
In preparing these financial statements the Charity is required to:

- select suitable accounting policies and then apply them consistently;
- make judgements and estimates that are reasonable and prudent;
-preparethefinancialstatementsonagoingconcernbasisunlessitisinappropriatetopresumethat the
Charity will continue to exist.
Thetrusteesareresponsibleforkeepingproperaccountingrecords,whichdisclosewithreasonable accuracy
atanytimethefinancialpositionofthecharityandenableittoensurethatthefinancialstatements comply
withtheCharitiesAct1993,Schedule1totheHousingAct1996andtheAccountingRequirements for
RegisteredSocialLandlordsGeneralDetermination2006asamended.Ithasgeneralresponsibilityfor taking
reasonablestepstosafeguardtheassetsoftheRegisteredSocialLandlordandtopreventanddetect fraud
and other irregularities.
The Charity has made a surplus for the year of £59,117.

Responsibilities and basis of report

As thecharitytrusteesoftheTrustyouareresponsibleforthepreparationoftheaccountsinaccordance with
the requirements of the Charities Act 2011 ('the Act').
IreportinrespectofmyexaminationoftheTrust'saccountscarriedoutundersection145oftheActand in
carryingoutmyexaminationIhavefollowedallapplicableDirectionsgivenbytheCharityCommission under
section 145(5)(b) of the Act.

Independent examiner's statement

Ihavecompletedmyexamination.Iconfirmthatnomaterialmattershavecometomyattention in
connection with the examination giving me cause to believe that in any material respect:

1. accounting records were not kept in respect of the Trust as required by section 130 of the Act; or

2. the accounts do not accord with those records; or

3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.

1. ACCOUNTING POLICIES

Basis of preparing the financial statements

Thefinancialstatementsofthecharity,whichisapublicbenefitentityunderFRS102,have been
preparedinaccordancewiththeCharitiesSORP(FRS102)'AccountingandReportingby Charities:
StatementofRecommendedPracticeapplicabletocharitiespreparingtheiraccountsin accordance
withtheFinancialReportingStandardapplicableintheUKandRepublicofIreland(FRS102) (effective
1January2019)',FinancialReportingStandard102'TheFinancialReportingStandardapplicablein the
UKandRepublicofIreland'andtheCharitiesAct2011.Thefinancialstatementshavebeen prepared
under the historical cost convention.

Income

All incomeisrecognisedintheStatementofFinancialActivitiesoncethecharityhasentitlementto the
funds, it is probable that the income will be received and the amount can be measured reliably.

Expenditure

Liabilitiesarerecognisedasexpenditureassoonasthereisalegalorconstructive obligation
committingthecharitytothatexpenditure,itisprobablethatatransferofeconomicbenefitswill be
requiredinsettlementandtheamountoftheobligationcanbemeasuredreliably.Expenditure is
accountedforonanaccrualsbasisandhasbeenclassifiedunderheadingsthataggregateall cost
relatedtothecategory.Wherecostscannotbedirectlyattributedtoparticularheadingsthey have
been allocated to activities on a basis consistent with the use of resources.

Tangible fixed assets

Depreciationisprovidedatthefollowingannualratesinordertowriteoffeachassetoverits estimated
useful life.
Fixtures and fittings- 10% on cost
Computer equipment- 33% on cost

Taxation

TheHilliersAlmshousesisnotregisteredforValueAddedTax.Inthesefinancialstatements, where
applicable, expenditure is shown inclusive of VAT.

Fund accounting

Unrestrictedfundscanbeusedinaccordancewiththecharitableobjectivesatthediscretionof the
trustees.
Restrictedfundscanonlybeusedforparticularrestrictedpurposeswithintheobjectsofthe charity.
Restrictionsarisewhenspecifiedbythedonororwhenfundsareraisedforparticular restricted
purposes.
Furtherexplanationofthenatureandpurposeofeachfundisincludedinthenotestothe financial
statements.

Housing properties

Thesearevaluedatcost.Depreciationisnotchargedintheseaccountsasduetoahigh property
residualvaluethechargefortheyearandtheaccumulateddepreciationareimmaterialon an
aggregate basis. The Board annually reviews the materiality of housing property depreciation.
Thecharityhas,overaperiodofyears,beenupgradingthebathroomsandkitchens.Dueto the
substantialimprovementinvolvedintheupgradingthecostsareincludedunderHousing Properties
andassuchnotdepreciatedduetoimmateriality.Ifanimprovedkitchenorbathroomis subsequently
replaced this will be written off to the Income and Expenditure account.

Cyclical Repairs

HilliersAlmshouseshasestablisheda regularprogrammeofcyclicalrepairsandmaintenance.Costs are
charged to the Revenue Account in the year in which they are incurred.

Maintenance Projects

Maintenanceprojectsunlessrepresentingimprovementstoproperties,arechargedtothe revenue
account in the year in which they are incurred.

TheHillierAlmshousesisbuiltuponapieceoflandwhichwasgiftedtotheTrusteesasjointtenants in
1879.Thetrusteesconsiderthatthemarketvalueofthefreeholdlandandbuildingsisinexcessof the
amountshowninthefinancialstatements,butastheseassetsareusedbythecharitytofulfil its
principalactivityandnodisposalsareenvisaged,theexcessisnotquantified.Intheyearto31 March
2020,anewguestroomandstudiowerecreatedbyconversionofapreviouslyunusedroomin the
freehold property.
