lines of communication have continued via phone and email.

Principal Activities for the Public Benefit

ThepurposeoftheCharity,foundedin1800,istoprovideaccommodationforpoorwomenofgood character
whoarenotlessthan45yearsofageandmembersoftheChurchofEnglandorofsomecongregation of
ProtestantDissentersorMethodists.TheCharityismanagedbytheBoardofTrusteeswhichemploys a
Clerk/Manager, a Finance Officer and a Non-Resident Warden.
TheCharityownsHillierHouse,builtin1970,whichprovidesshelteredaccommodationforolderwomen. Currently
theschemehasnine1-bedroomedflatsand20studioswhichareallself-contained.Atthebeginningof the
accountingyear,1April2020therewas1voidandattheendoftheperiod,31March2021therewere no
voids.Sadly,duringtheyeartwoofourolderresidentsmovedintonursinghomesbutwewerepleased to
welcome three new residents..
TheCharity'sincomemustnotbeuseddirectlyinthereliefofrates,taxesorotherpublicfundsbut may
supplement relief or assistance provided out of public funds.
TheTrusteesconfirmtheyhavereferredtotheCharityCommission'sgeneralguidanceonpublicbenefit when
reviewing the Charity's aims and objectives and in considering the future activities of the Charity.

Recruitment and Appointment of Trustees

The Board of Trustees seeks to recruit new trustees to balance various skills required to manage the Charity.
Duringtheyearoneofourtrustees,KarenInch,steppeddownhoweverwewereverypleasedtowelcome two
new trustees to the board.

Trustee Induction and Training

All newtrusteesarewelcomedintoHillierHouseandspendtimemeetingtheothertrustees,staffandresidents to
understandtheoperationsoftheCharity.Trainingis,bynecessity,tailoredtoindividualneedsdependingon the
knowledgegapsandexperienceoftheindividualinvolvedandfulladvantageistakenofthetraining provided
bytheAlmshouseAssociation.DuetotheCovid19pandemictheannualAlmshouseAssociationseminar was
cancelled.
Whilsttwofulltrusteemeetingwerecancelledduringtheyear,useofalocalchurchhallallowedthetrustees to
meetsafelyononeoccasionduringtheyear.However,themissedmeetingswerereplacedbyafull agenda
andaccompanyingpaperworkwhichthetrusteeswereaskedtocommentonorwherenecessarycasta vote via
email.All informationwascollatedbytheclerkandrecordedwithanyratificationrequiredbeingcarriedover to
the next meeting.

Staff

TheCharitycontinuestoemploy3membersofstaffandarecommittedtonurturingandtrainingthem.
Safeguardingtrainingduetobeattendedby theClerk/ManagerandWardenduringtheyearwascancelled due
toCovid19,althoughstafftookfulladvantageofthevariouson-linetrainingcoursesprovidedbythe Almshouse
Association.
Staffworkingpatternsweregearedaroundkeepingthemsafewithrestrictedduties,reducedhoursand home
working where possible.

Review of the Year and the Future

During2021,onceagain,thetrusteeshavecontinuedtheirobjectiveofprovidingahighstandard of
maintenance,happycommunityspirit,andsafeenvironmentforresidentswhilstcontinuingtoimprove and
modernisethebuildingandfacilities.ThetrusteesandstaffstrivetokeepHillierHouseasanattractive and
desirable place to live in a changing and competitive sheltered housing market.

ThisyearwasparticularlychallengingduetotheCovid19pandemic.Throughouttheyeartheprincipleaim first
andforemostofthetrusteesandstaffwastokeeptheresidents,thestaffandallusersofHillierHousesafe. Some
toughdecisionshadtobemadewithrestrictionsandguidelinesbeingfollowedasdirectedbythe Government.
PPE,handsanitisingdispensersandelectrichand-dryerswereintroducedandasthepandemicworsened the
Charitymadethedecisionthatfacecoveringsmustbewornbyeveryonewithincommunalareasatall times.
Sadly,muchofthesocialactivitiesoftheresidentswerecurtailedandallbutessentialvisitorsand"bubbles" were
prohibitedfromenteringthebuilding,although,fullusewasmadeofthegardenwhilstrestrictionsallowed and
withintheparametersoftheGovernmentguidelines.Thegardenfurniturewasplacedstrategicallyata social
distance,newparasolswerepurchasedandfamilyandfriendswereencouragedtomakegardenvisitswithin the
prescribedruleswhilstpermitted.FishandchipluncheswerealsoenjoyedwiththeWardendeliveringthemto the
residentsdoors.InearlyDecemberourfirstresidenthadhervaccinationandfromJanuary2021manyof the
other residents followed.
During2021,theCharitycontinuedtocompleteallessentialmaintenanceworkandconstantlyensuredall health
and safety requirements were upheld.  Fortunately, despite Covid 19 restrictions the undertaking of vital
inspectionsandcertificationssuchasgas,PATtesting,fireriskassessing,firesafetyequipmenttesting,etc. and
cruciallyimplementinganyshortcomingsorrecommendationscontinued.Workwascompletedinthegarden to
removealargeflowerbedtotheeastofthegardenwhichwasreplacedwithturf,reducingthe maintenance
andupkeep.Furtherworkistobeundertakeninthecarparktoproduceextraparking.Itwasagreedthat a
new,largeandwelcomingsignbeerectedonthecarparkwalltoreplacetheratherdatedand functional
signagethathadbeeninplaceforverymanyyears,thesignalsoimprovestheappearanceofthebuilding. In
thefirstquarterof2021thetrusteesconsideredfullupgradingoftheWardenEmergencyCallSystem,an on-line
quorumvoteattheMarch"trusteemeeting"agreedthatthecurrentTunstallequipmentwouldbereplacedby a
Deltasystemwhichwouldbefullycompatiblewiththeswitchfromanaloguetodigitalwhichisexpected to
happenwithinthenext3years.Installationofthenewsystemwilltakeplaceduringthefinancialyear 2021/2022.
During2021the5-yearlyquinquennialreviewisdue;afullsurveyofthebuilding,atwhichtimeconsideration can
be given to future long-term sustainable improvements.
During2020theCharitycontinuedtomakeextrapaymentstoreducetheirloanwithLloydsBankandin January
2021thedecisionwasmadetocleartheloancompletelyleavingtheCharitywiththeliabilityofjust one
AlmshouseAssociationloanwhichisinterest-free.TheCharityalsoadoptedanewaccountingsystem-Xero as
recommended by their reporting accountants.
TheCharityregularlyreviewsallitsadoptedpoliciesonarollingprogramme,withtheDisasterPlanand the
Safeguardingpolicybeingreviewedatleastannually.Mostofthepoliciesarethoserecommendedby the
AlmshouseAssociation.Themajorfinancialandphysicalrisksidentifiedbythetrustees,towhichtheCharity is
exposed, continue to be reviewed on a regular basis and systems established to mitigate those risks.
TheCharityhasmade a surplusfortheyearof£77,495afteradjustmentforunrealisedlossesoninvestmentsheld at
the Balance Sheet date. Aggregate reserves at 31 March 2021 stood at £958,616 (2020:£881,121).

Weekly Maintenance Contributions

TheWMC isreviewedannuallywithanychangesbeingimplementedduringthefirstweekofApril tocoincide with
the start of the Charity's financial year.

Freehold Land and Buildings

Thetrusteesconsiderthatthemarketvalueoffreeholdlandandbuildingsisinexcessoftheamountshownin the
financialstatements,butastheseassetsareusedbytheCharitytofulfilitsprincipalactivityandnodisposals are
envisaged, the excess is not quantified.

Reserves Policy

Thecharityaimstomaintainaliquidreserveincashandinvestmentsonthegeneralfundequivalenttoatleast six
months'managementandservicecosts.Theremainingbankreservesandcurrentassetinvestments are
allocated to improvement projects and to pay for any one-off unforeseen expenditure

trusteesdeterminewhetherthisshouldbeinbankdepositsorlonger-terminvestmentsaftertaking appropriate
advice.AnewwrittenInvestmentpolicywasformerlyadoptedduring2021basedonthemodel policy
recommended by the Almshouse Association

Resident Involvement

Afullreviewoftheyear'sactivitiesisproducedandcirculatedtotheresidentsandstaffbywayofa regular
Chairman'snewsletter,invitingthemtotaketheopportunityofgivingfeedback.TheCharityalsohasa Facebook
pagewhichisregularlyupdatedwithphotosandeventswhichtheresident'sfamilyandfriendsenjoyseeing and
commenting on.

Statement of Trustees' Responsibilities

RegisteredSocialHousinglegislationrequiresthetrusteestopreparefinancialstatementsforeachfinancial year,
whichgiveatrueandfairviewofthestateofaffairsoftheCharityandofthesurplusordeficitforthatperiod. In
preparing these financial statements the Charity is required to:
-preparethefinancialstatementsonagoingconcernbasisunlessitisinappropriatetopresumethatthe Charity
will continue to exist.
Thetrusteesareresponsibleforkeepingproperaccountingrecords,whichdisclosewithreasonableaccuracy at
anytimethefinancialpositionofthecharityandenableittoensurethatthefinancialstatementscomplywith the
CharitiesAct1993,Schedule1totheHousingAct1996andtheAccountingRequirementsforRegistered Social
LandlordsGeneralDetermination2006asamended.Ithasgeneralresponsibilityfortakingreasonablesteps to
safeguard the assets of the Registered Social Landlord and to prevent and detect fraud and other irregularities.

Responsibilities and basis of report

As thecharitytrusteesoftheTrustyouareresponsibleforthepreparationoftheaccountsinaccordancewith the
requirements of the Charities Act 2011 ('the Act').
IreportinrespectofmyexaminationoftheTrust'saccountscarriedoutundersection145oftheActand in
carryingoutmyexaminationIhavefollowedallapplicableDirectionsgivenbytheCharityCommission under
section 145(5)(b) of the Act.

Independent examiner's statement

Ihavecompletedmyexamination.Iconfirmthatnomaterialmattershavecometomyattentionin connection
with the examination giving me cause to believe that in any material respect:

1. accounting records were not kept in respect of the Trust as required by section 130 of the Act; or

2. the accounts do not accord with those records; or

3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.

1. ACCOUNTING POLICIES

Basis of preparing the financial statements

Thefinancialstatementsofthecharity,whichisapublicbenefitentityunderFRS102,havebeen prepared
inaccordancewiththeCharitiesSORP(FRS102)'AccountingandReportingbyCharities:Statement of
RecommendedPracticeapplicableto charitiespreparingtheiraccountsinaccordancewiththe Financial
ReportingStandardapplicableintheUKandRepublicofIreland(FRS102)(effective1January 2019)',
FinancialReportingStandard102'TheFinancialReportingStandardapplicableintheUKandRepublic of
Ireland'andtheCharitiesAct 2011.Thefinancialstatementshavebeenpreparedunderthehistorical cost
convention.

Income

AllincomeisrecognisedintheStatementofFinancialActivitiesoncethecharityhasentitlementto the
funds, it is probable that the income will be received and the amount can be measured reliably.

Expenditure

Liabilitiesarerecognisedasexpenditureassoonasthereisalegalorconstructiveobligation committing
thecharitytothatexpenditure,itisprobablethatatransferofeconomicbenefitswillberequired in
settlementandtheamountoftheobligationcanbemeasuredreliably.Expenditureisaccountedfor on
anaccrualsbasisandhasbeenclassifiedunderheadingsthataggregateallcostrelatedtothe category.
Wherecostscannotbedirectlyattributedtoparticularheadingstheyhavebeenallocatedtoactivities on
a basis consistent with the use of resources.

Tangible fixed assets

Depreciationisprovidedatthefollowingannualratesinordertowriteoffeachassetoverits estimated
useful life.
Fixtures and fittings- 10% on cost
Computer equipment- 33% on cost

Taxation

TheHilliersAlmshousesisnotregisteredforValueAddedTax.Inthesefinancialstatements, where
applicable, expenditure is shown inclusive of VAT.

Fund accounting

Unrestrictedfundscanbeusedinaccordancewiththecharitableobjectivesatthediscretionof the
trustees.
Restrictedfundscanonlybeusedforparticularrestrictedpurposeswithintheobjectsofthe charity.
Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
Furtherexplanationofthenatureandpurposeofeachfundisincludedinthenotestothe financial
statements.

Housing properties

Thesearevaluedatcost.Depreciationisnotchargedintheseaccountsasduetoa highproperty residual
valuethechargefortheyearandtheaccumulateddepreciationareimmaterialonanaggregate basis.
The Board annually reviews the materiality of housing property depreciation.
Thecharityhas,overa periodofyears,beenupgradingthebathroomsand kitchens.Dueto the substantial
improvementinvolvedintheupgradingthecostsareincludedunderHousingPropertiesandassuch not
depreciatedduetoimmateriality.Ifanimprovedkitchenorbathroomissubsequentlyreplacedthiswill be
written off to the Income and Expenditure account.

Cyclical Repairs

HilliersAlmshouseshasestablishedaregularprogrammeofcyclicalrepairsandmaintenance.Costs are
charged to the Revenue Account in the year in which they are incurred.

Thetrusteesconsiderthatthemarketvalueofthefreeholdlandandbuildingsisinexcessofthe amount

OnemortgageloanwithLloydsTSBwaspreviouslysecuredbychargesonTheHillierAlmshouses' housing
