I report on the accounts of the Tn￿t for the year ended 3 1st March 2023 vA)ich are set out on pag¢s 7 to 13.

The Tr￿5 Management COMMI￿ is resp)nsible for the pr¢paration of the accounts. it considers that the
audit requirement of Section 144 of the Charities Act 2011 (the Act) does not apply and that an independent
examination is needed. It is my responsibility to cxamine the accounts under Section 145 of the Act and
state, on the basis of procedures specified in the Generdl Directions given by the Ckwity Commission und¢r
S¢ction 145(5) (b) of the ACL whether particu￿r matters have come to my attentio
Basis of Independent ExAminer's Report
My examI￿tioll was carried out in accordance with the General DiTeclioDS given by the Charity
Conunissioners. An examination includes a review of the accounting r¢¢ords kw by th¢ Manag¢m¢nt
Committee and a comparison of the accounts presented with those records. It also includes consideration of
any unusual items or disclosures in the accounts and seeking explanations from you as Trustees concerning
any such matters. The procedures undertaken do not provide all the evidence that would be required in an
audiL and consequently no opinion is given as to whether the accounts present a tnje and fair view, and the
rewrt 1$ limited to those matt¢TS set out in the statement below.

Master Park was constituted under a Deed dated 16th March 1923 and its object was to lay out and ￿serve a
parcel of land now kwwn as Park foT the I￿lthY Tecrc*ion and am]L$￿￿t of the inlthiitants of the
parish of Ox*(L
A further parcel of land was conveyed into the Tn￿ on 1st July 1946 and the Ixiginal Tn)sts have been
varied by two schenw of the Charity Cottllnissioners dated 20th All8￿$t 1982 and 6th November 2(X)I to
update the adn)l￿tratIOn of The Con)mitt¢¢ of ManagemenL
Oxt￿] Lawn Tennis Club. Oxtsa & District F(KAball Club and Oxtrd & Limpsficld thicket Club may each
appoint one repres¢￿Ve to the Conmiillee.
Four conimittee members should be elected aDnually at the AGM and two more co-OPt¢d by th¢ Committ¢c.
In the eV￿t that fow m¢mb¢rs ar¢ not elected ￿ the AGM the Committee may COwOPt a furt1￿ two members
to the Committee.
The trustees have had ￿gard to thc Chatity conm11￿0ll guidance on ptthlic lY4KfiL
Annual Review and Future Developm¢Dts

Our n￿)n revenue streams are from the SW•rts cluTr6. events on the Forl doll￿s, Friends of the Park and the
invaluable help from Tandridge District Council and th¢ Oxted Parish Council.
The Conllnittee AS very grateful for the number of donations rec¢ived in the year from members of the
public. We are currently creating many events so as to encourage more of the local community to become
"Friends of th¢ Park"
TandTidge District Council kindly contin￿1 kn cut the grassy arcas which sav¢s th¢ Committee much
money. In additio￿ a contractor cuts the hedges and irtween trees.
The committee have been pnFactive in creating events on the Park to help make up the shortfall left by the
pandemic and loss of events able to be held dry Iwkdown*
The Trnstees a￿ indebted to Titscy Rotary and Oxted Rotsry for their donalions and also thanks Oxted
P￿Ish Council for a[￿￿al funding of £W towards the co& of ref￿ colleclion by a third p2rty and
towards the cost of hedge and culling.

piec¢s of equipment will need rep]aciDg in the near future and funds wiu ￿ed ￿ be found. We are in the
process of creating a small area (within the playgmund) for 3s and buying age-appropriate
equipment with more donations from Titsey Rotary.

New Pavilio
The new subsldiary clwity. M￿ter Park Pavlli(m Cbarity. has b¢¢n ¢stablish¢d to progress the new
pavilion project's fimd.taising. The Group is defit*d &8 stnall uadet Ihe Conipanies Act and lias produced
separate accounts for The Pavilion Charity.
The Trust¢es struggle to raise enough fun&% each year to carry out Park maintenance, repairs. and
irnprovements and so have been obsessive in secking grants towards the project of building the new Hub.
This will replace the CUTrently unfit-r0r-purp(￿ pavilion and will create a susts]￿ble park by generating an
annual revenue stream with le• and Ten￿ Pkning pern)ission Wds granted 2 October 2019.
Surrey County Council's Your Fund Surrey has awarded Mastcr Park a grant of £1.86 n)illIO￿ Tandridge
District Council h&s awarded £500.000 and Oxted Parish Council £90.0￿). We are now in the process of
raising a further £450,0￿ from the Community.
Finance
In¢om¢ arises from letting4 summer events on th¢ Park such as fun fai￿ pram tacq beer festival, knt fairs
etc., rents from the swrts clubs, donation4 covenants and grants from local authorities.
There was a defi¢it foT the year on the General Furd of-£1,073.62 wbid4 when added to the fimds brought.

This is a direct result of more houses and apartmerts ￿1￿8 built in th¢ ar¢a and so by baviDg a public ydrk
in the c¢ntr¢ of has mad¢ it cv¢n more noticeably the Hub of the Conm)UDity.
What is apparent is how VITAL are to communities for. well-beiD& exerci& mental heald
socialising, and community Spirit.
We hope these benevolent feelings will tra￿SIate into raistng £450.(K)O from our conllDunity fillldrwing
launch for th¢ n¢w Ilub.
Master Park is the Irt￿ hub of the Community. a￿1 we are deten￿ed that il stays that way.

Basis of AceountiDg
1.1. Gene
The fll]ancial statements are wepared under the historical cost convention.
1.2. Income and Expenditure
Donations a￿ accounted for when received and 1￿me recoverable on gift aid donations is recognis¢d
when the related income is recognised. Grants and legacies to the charity are accounted for when notified,
the amount is quantifiabl¢. and its ultimaie receipt is reasonably certain.
1.3. Land and Buildings
The land now known as Master Park was originally doDatrd to the inhabitants of the Parish of Oxted for
their recreational w. No consid¢ration w&8 incurred in 1923. The land is held by the Official Custodian
who is a member of the Charity Commi&sioL No market value is placed on the land &8 il cannot be sold.
The pavilion is currentEy insured for £501000.
1.4. Equipment
Various items of purchased quipment are used by the Charity for the Main￿ of the ParL The
equipment is not capital]￿d as it has a short life eXpect8￿Y.
1.5. Donations in Kind
Master Park bcncfits from the voluntary efforts of some Iijcal cit17A￿, in particular,
the Tn￿lees. The members of Oxted F(x)tball and Cricket Clubs provide assistance in maintaining the
grounds. Tandridge District CouncAI g¢neD)usly provid¢d gr&￿-cUtting services during the financial year.
Trnstees and Employees Remunerxtion
During the year the Tn￿tt5 did not receive any reimbursement of expens￿ or remuneration from the
charity (2023: £ NIL).
There were no paid enwloyees (2023: £ NIL).
