Structure, govemance and management
The powers of the Trustees are derived from the Trust Deed dated 18th November 1988. This deed
consolidates Gharilies ¢omprised in Schemes ofthe Charity Commissioners dated 31 st De￿mber 1929,.
28th July 1966", and 24th June 1970.
Epsom Parochial Charities is administered by a board of up lo 10 unpaid trustees. The viGar of St.
Martin s, Epsom with Sl. Stephen's, Langley Vale. is appointed as an ex officio trustee. Other trustees
are appointed for a term of fve year5 by resolUt￿n of the bo8fd. An annual payment Is made lo the ex
officio trustee from Ihe Advancement in Lrfe- John Brayne Chartty. The following persons served as

The trustees have referred to the Charity Commission's general gUKlan￿ on public benefit and h8ve
regard lo th* guidance when reviewing the aims and objectwes of the charity and in planning ils future
activrf(ies.
The Iru5tees have complied wf(h the duty in section 17151 of the 2011 Charities Act to have due regard
to guidance published by the Charity Commission_
The trustees have complied with the Henry Smith Charity rules in respect of the annual allo¢alx)n of
ftjnds from that charity lo Epsom Parochial Charf(ies.
How our activities deliver public beneflt
Our main activrties and who we try to help are explained below.
Objectives and activities
Epsom Parochial Almshouses and Rest Cottage Almshouses provide affordable accommodation for
needy persons resident in The An￿ent Parish of Eps¢yn. The accommodation presentty comprises 6
self-contained bed srtting tooms in Mary Dundas House, 4 two bedroom self-contained flats in Rest
Coltage and 4 seff-contained one be(Irrx)m flats in Fairholme.
All properties are constantly being improved lo conlomi to the latest legislation in ￿SpeCt of health and
safety. risk management, riTe safety standards and to meet higher standards of energy efticiency.
The Relief in Need Chanty provkles financial a5Si51ance to persons resident in the area of benefit who
are in conditions of need. hardship or distress.
The Advancement in Lrfe Charities exist for the purpose of helping young persons ￿sIdent in the area
of benefit and under the age of 25 years who are in need of financial assistance in conneGtion with their
education.

Achievements and perforniance 2022
Fairholme has continued to be maintained to rts high standard of a¢¢ommodation.
Rest Cottage has continued to be maintained to its high standard of accommodation.
Mary Dundas House has had Iwo new kitchens installed ar￿ has ¢ontsnued to be maintained to its high
standard of a¢commodation.
Donations and grants totslling £18,800 have been made to persons in need during the year, or to
organisalions providing for the heahhcare and education general￿ of needy Epsom residents.
Trust*s have adopted new policEs in respect of Dats Protection, Risk Assessment. Risk Management,
Safeguarding and Heatth and Safety.
Risk management
The Ituslees take note of all foreseeable risks for wh￿h they may be liable. and take suitable
professional adv￿e.
Financial review and policies
The Charity remains in a strong financial posrt40n. The Chartty's financial policies are lo ensure that the
grants made from the Relief in Need and Advan￿ment in Lrfe charities do not exceed the nel income
of each ¢harity. so that each charity breaks even in broad terms. There is a rolling programme of repairs
and maintenance which is planned in advan¢e and Ca￿led out wrthin budgetsry constraints 2s far as
possible. The investments of the whole charity are kept under review. Laslty. al each meeting of the
Trustees, the Clerk to the Trustees report5 the current financial posrtion of the Charty and expected
forthcoming expenditure.
Reserves policy
It is the policy of the Charity lo maintain Ihe ￿e1 of reserves necessary lo ensure the financial
commitments of the Charrty can be achieved on a Tegular basis from the income produced by the
investments and other sources. The Trustees will ensure as far as possible that the reserves are
maintained lo achieve the objects of the Charity.
Induction and training of Trustees
New Trustee5 are given an intrimluction to the objectNes and activities of the Char5ty and are taken
through the governing documents. They are also given the opportunity to visit the accornmodation
provided by the Charty and to meet the residents. Any questions OT queries they may have are
responded to.

The purpose of this statement is lo distinguish the trustees, reswnsibilities for the accounts from those
of the independent examiners as slated in their report.

The Iru5tees are responsible for maintaining proper accounting records which disclose with reasonable
accuracy at any time the financial posrtion of the ¢harity and to enable them to ensure that the accounts
comply with the Chari(ies Act 1993. They are also responsible for safeguarding the assets ofthe charty

The financial statements have been prepared under the historical cost convention and
in accordance wrth FRS102 and with the Statement of Recommended Practice.

The charty recognises almshouse income when rt falls due and inve51menl inc(Yne and
grazing land rent when they are re¢ewed. No incoming resources have erther been
deferred or have been included in the SOFA nel of expendrture. Incoming resources
from endowment funds are classified as restricted furKJs.

The accounting policies for including items within the relevant categories of resour¢es
expended are as follows..

A review of the planned Maintenan￿ and improvement of the almshouses is carried

forward to what will be required in the next five years.
Cash flow statement
Under the FRS102 Charities SORP the char￿eS are not required to produce a Cash
Flow Statement as they meet the definrt#)n of a small charity.

Land and buildings relating to two almshouses were donated. or were purchased and
developed many years ago. The wsls included above have been incurred Sin￿ 1968. The
third almshouse was purchased in 1991 and during 2008109 was converted from 6 bed sitting
roorlls into 4 seW contained one bedroom ffats. During the yearthe three pmperties were valued
for insurance purposes at £3.956,(x)o.
The grazing 18nd was bequeathed to the Charth"es in 1693. The trustees ¢onsiderthat the value
of this land is not less than the capitalised expenditure.

National Assttialion of Almshouses Common Investment Fund IN.A.A.C_I.F.).
In addition the Charities hold 100 ordinary shares in Banco Sanlander which were receNed free of
charge.
Note-
Extraordinary repair fund
During 2012, 427 C.O.l.F. Accumulation Shares were sold in order to pay legal fees. and during 2015,
a further 433 shares were sold foi the same purpose. During 2016, 259 shares were sold, during 2017,
273 shales were sold.. during 2019, 212 shares were 501d in order to meet VariQUS Costs,. and during
2022, a further 68 shares were sold in order to fund repairs and equipment purchases.
The total of 1.080 C O.l.F. Accumulation Shares temaining represents part ofthe cumulative investment
of £360 per annvm from the Epsom Almshouse Charity btheen 1971 and 1992, and £120 per annum
between 1993 and 1996.
The 4.841 N.A.A.C.l.F. AccumulalK)n Sha￿s comprise the annu81 investment of £847 betwèen 1977
and 1991 in the Epsom Relief in Need Charrty. This is to reimbutse the encashment of shares held by
the Mary Dundas Ch2rty which realised £18,417 in 1976, to finan￿ b4Jikling expendrture al 58 Upper
High Street. This propety was Subsequent￿ sold In 1990.
