The almshouses b¢longing to the ¢harity sh￿1 be ￿Sed for the residence of a]mspeople. Almspeople under this scheme
shall b¢ n¢edy p¢rsons of good ¢hurd¢ter b¢iDg rnwnbErs of the Christian faith wid who are near family who have resided in th¢
parish of All Saints with St. John aJLd St. Stephen, Kempstorn for not less than 10 years. They should be of TetlTemeni age or, if
still workin& to not be employed for more than 15 hours a week. The trustees shall in$w¢ and maintain the alrnshouses and
establish and maintain repair funds for the repair, improvement and rebuilding of the a]mshous¢s. The trust¢es appoint a warden to
¢he¢k on the general well-being of residents and manage the communal areas.

Review of Ibe year
With the contiDu¢d increases in th¢ ¢08t of utility bllls and g¢neTal cost of living expenses, the trustees had &￿ed not to increase
the monthly wntributions from January 2023. It was agreed however. to increase the contributions from l January 2024 by 2%
(with the exception of the water rdt¢s).
In June 2023 the residents enjoyed a Coronation Party despite the bad weathv.
Voids during the year..
Flat 20 was Va¢￿t from Dmnber 2022 urntil the end of February 2023 during which time it was Yedvoraled.
Flat 5 became vacant in June and w&s Tedecorated before a new resident took up occupancy in August.
Work on th¢ fiats during th¢ year:
As woll as numerous routine electrical, plumbing works and minor r¢pairs and de¢oratirng the following WOTk w&s carried out..
The boilers were replaced in flats 10 & 14.
The stsir lift in flat 14 was breaking down regularly and they were no longer 2ble to g¢t parts for the lift a5 the manufactsrtr had
¢thsed to trade. Aftff discussion wtth Chiltem Lift Company it Was decided to replac¢ the lifi. The showertray and cubicle were
als0 r¢p]a¢¢d.
During th¢ summer months the exlerior TefiJrbislm)ent of flats 12-21 w&8 Caff1￿ out at a total cost of £15,433.
Th¢ rear door and sid¢ screen in the warden's block were rotting and it wa8 decided to repla¢e them with UPVC.
One of our residents insi&ted there was is5u¢ with damp in her flat. B &W Damp & Timber expertg vdme out in October 2023.
They had pr¢viously been called out to the same property Tn 2021, both times they confinned that the issue was condensation and
provided the resident with literalur¢ of how to d¢al with these issues. The clerk had p￿ViOUslY sent out 8 similar guidan￿ to all
residents after an aJticle in the Almshou5¢ Aswiaiion Gazette.
The tsijstees had read anoth¢r articl¢ in th¢ Guette Tegarding ventilation systems but B & W Damp and Timber advised that the
issue did not warrant these systems.
In 2024 both th¢ elertri¢al systems in all the flats and warden blo¢k and a quinquennial report will need to be carried out.
The trustees looked at the windtsw cl¢anuig s¢rvi¢es and obtained 3 quotes in the year. As they were all in the region of £250-
£300 per visit and our ¢uff¢nt window Cleaner is charging £87 per visit it was decided to leave f(>r thc time being.
At the trustees meeting at lh¢ end of Augu5L Frdnce5 Leonard retir¢d afteT s¢rving for 17 years gs a trnstee and we welcomed
Yvonne Clarke to the board of ttusiees at th¢ saTn¢ meeting.
Robinson & Hall wer¢ invil¢d io do th¢ ￿ValuatiOn of the charity's land and buildingji whi¢h w¢r¢ las¢ vaTu¢d in 2015,
The charity's ￿nUa] return for 2023, filing of the accounts and updating the trustee iDfornJation on the Charity Commission
website are still outstandin8. The Clwity Commission launch¢d"My Chority Commission A¢counl"in July 2023 and as
instructed w¢ requested a link to register. Despite severil email3 chasing and requesting the link again we still have not received
one. They advised they were receiving high volumes of cDrr¢spondenc¢ following th¢ launch and rnay not be able to respond Hs
quickly as usual. We are 5ti11 w8iting for the link.
Finan¢ial review
For the yeaT ended 31 Decemb¢r 2023:
The charity had a deficit of £7,140 (2022.. £16,087).
The market value of the Lnvesmients decreas¢d iD the year by £340 (2022.. £18,594).
The residents, eontributions were increased by 2/0 for th¢ 2024 f]nan¢i41 year.
No additional investment units were purchased in 2023, or will be in 2024.
