Chairman’s Report
Over this financial year The Friends of the Hurtwood resumed an old initiative. In February we organised a talk in Holmbury Village Hall on Trees and Forestry given by Alex MacKinnon. We hosted a second talk in November given by Professor Ralph Schoenrich, from the Mullard Space Science Laboratory, on the scientific research taking place on our doorstep. We also had a visiting speaker, Dr. Anne Sassin, at the Annual meeting in April where she talked about tools used in local archaeology. We hope these events are fun and help to bring together our members and local communities. In the Hurtwood itself, there have been many new and routine enhancements, which will be covered in Mark’s report below.
We are also sorry to say goodbye to one of our Directors, Nancy Loates-Taylor, who resigned her directorship in anticipation of moving away from the area. We have greatly valued her help and will miss her enthusiasm and energy. We are pleased to welcome three new directors: Jim McAllister has become one of the four landowner board members; Dr Jane Beety, of Gomshall, has been co-opted as an independent director in April; and Drew Nicholson, of Peaslake, has likewise been co-opted as an independent director in December.
Not all our news is cheerful. This year we have been more than ever plagued by frequent fly tipping, most often in Farley Green. This creates significant cost for us, and apart from time spent by the Ranger, over twelve months we spent nearly four times the amount spent last year, in total over £15,000. We are actively investigating options, which might include height barriers and surveillance cameras, and in the meantime the car park at Roman temple, Farley Heath has been closed. The cost of fly tipping means that we again operated at a deficit and we rely on reserves to cover all our costs.
Reserves
Fortunately, a strong equity market during 2024/25 has enabled us again to break even overall and reserves continue to be satisfactory. Although our investment policy is conservative, 60% of in cash or government bonds and 40% in equities, this year it generated an 11% return, only a little less than last year, well above average for this level of risk.
The Directors of the Corporate Trustee are confident that these reserves are adequate for a charity of our size.
Risk
The Risk Register is updated regularly to take account of the changing nature of the environment of the Hurtwood (e.g., trail erosion, forestry works), the potential for conflict between different users (e.g., fast moving bikers and horse riders), financial risk and various other issues (e.g., fly tipping and fire risks). This year a more detailed review is being undertaken, and further work is ongoing.
The Directors of the Corporate Trustee reviewed the risk register in December 2025 and are satisfied that appropriate and proportionate measure are in place to mitigate the risks identified.
Looking ahead
During 2026 we mark one hundred years since the original dedication to public enjoyment of the Hurtwood by the Bray and Albury estates. The centenary is being marked by a special celebration at the annual meeting of the charity in April and we are planning an outdoor celebration on the 14 June, 2026 to which we hope many members will be able to come. More details will follow during the year.

A list of the members of the charity during the year is included at the end of this report. Also included is a list of business and organisation sponsors. During the year we received donations from these, from our Landowners and grants from Local Authorities.
We would like to thank everyone for their generosity and extend a warm welcome to all those who have become new members during the year.
I also want to record my personal thanks to the independent and landowner directors, who continue to be so supportive; to our management team, which is essential in running and promoting the charity, and which organised our public events and produced our twice yearly newsletter; and, as always, to our Ranger, Mark. Mark is part of the management team and the most important person in FOTH, happy to tackle every job, often balancing pressures from different directions, and ready to provide advice and help whenever needed.

Operations Report
Whilst a much drier year with a few damp spells, on the whole we’ve still managed to complete a few projects. The main ones being to improve the parking at the start of the disabled access track on Holmbury Hill, which is now much more fit for purpose. We have also carried out a major clearance on Winterfold to restore the view from the bench just south of No. 6 car park.
Unfortunately as usual, fly tipping continues to drain out budget and again this year has been no different, but the quantities and regularity have both increased dramatically. This problem has been compounded with large quantities of Asbestos. I do have a team of contractors I can call upon to help, but each incident can take a huge amount of time to complete.
We’ve had several trees down this year but all have been cleared and paths open again as quickly as possible.
Ride clearance work has been carried at as usual and part of ongoing maintenance as well as extra work on ride sides on Pitch Hill, from Walking Bottom car park and on Holmbury Hill on the path from Fiveways towards the cricket club. Work to maintain site lenes were different user groups meet, is ongoing throughout the year, and as usual many rides have been mown to help prevent the risk of fires spreading.
In Summary during the year 2023/24 we have:

Removed approx. 17 tons of fly tip from the car parks, including 8 tons of Asbestos.

Regularly cut grassy areas and all main ride sides

Cut back extensive gorse re-growth from fire roads

Notes to the financial statements
- 1 Accounting policies
Basis of accounting
The accounts have been prepared under the historical cost convention with items recognised at cost or transaction value unless otherwise stated in the relevant notes to the accounts.
These accounts have been prepared in accordance with:
the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102) issued on 16 July 2014,
and with the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102 1A) and with the Charities Act 2011.
Change of accounting policy
The accounts present a true and fair view and the accounting policies are those outlined in this note.
Going concern
There are no material uncertainties about the charity's ability to continue.
Changes to accounting estimates
No changes to accounting estimates have occurred in the reporting period.
Material prior year errors
No material prior year errors have been identified in the reporting period.
Funds
Unrestricted funds represent the funds of Friends of the Hurtwood that are not subject to any restrictions regarding their use and are available for the general purpose of the trust. Funds designated by the Trustees for a particular purpose are also unrestricted.
Restricted funds consist of monies received for specific purposes. The unspent balances of the funds may not be used for any other purposes unless the Trustees have received, from the donors, express permission to do so.
Designated funds are unrestricted funds where the Trustees have resolved to set aside the funds for a specific purpose.
Designated Legacies Reserve is an unrestricted reserve that the trustees have set aside to fund projects consistent with the Charity’s objectives or that will enhance the efficiency of the Charity.
Recognition of income
Income is included in the Statement of Financial Activities when the charity becomes entitled to the resource, it is more likely than not that the trustees will receive the resource and the monetary value can be measured with sufficient reliability.

Independent Examiners Report to the Trustee of Friends of the Hurtwood
I report to the directors of the charity trustee on my examination of the accounts of the charity for the year ended 31[st] October 2025 which are set out on pages 5 to 10.
Responsibilities and basis of report
As the directors of the charity trustee you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable directions given by the Charity Commission under section 145 (5) (b) of the Act.
Your attention is drawn to the fact that the charity has prepared the accounts in accordance with Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and the Republic of Ireland (FRS 102) in preference to the Accounting and Reporting by Charities: Statement of Recommended Practice issued on 1 April 2005 which is referred to in the extant regulations but has since been withdrawn.
I understand this has been done in order for the accounts to provide a true and fair view in accordance with Generally Accepted Accounting Practice effective for reporting periods beginning on or after 1 January, 2015.
Independent Examiner’s Statement
I have completed my examination. I can confirm no material matters have come to my attention in connection with the examination that would give me reason to believe that in any material respect:

Accounting records were not kept in respect of the charity as required by section 130 of the Act; or
-
The accounts do not accord with those records; or
-
The accounts do not comply with the applicable requirements concerning the forma and content of the accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair view’ which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which the attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

Constitution : The Trust is an unincorporated association registered as a Charity. The objects are contained in the Constitution adopted on December 6th 2000 and varied since that date. Copies will be available at the Annual Meeting if any Members wish to see one.

Charity Number : The registered Charity Number is 200053.

Members of the Trust : Membership is open to any person over the age of 18 who supports the objects of the Charity and subscribes or makes donations to the Charity on a regular basis or who otherwise applies to become a Member of the Charity.

Address : The address of the Charity and the name of the Secretary and Ranger appear on the back of the Annual Report.

Bankers : Unity Trust Bank plc, Nine Brindley Place, Birmingham, B1 2BR.

Restrictions : There are no restrictions on the way in which the Trust operates nor are there any specific investment powers.

The Trust’s objects: Set out in the Constitution, are to administer the public rights of access to land on the Hurtwood placed by landowners within the Trust's control. The policies adopted by the Trust to further the objects are explained in the reports from the Chairman and Ranger.

Trustee and management : The sole Trustee is FOTH Trustee Company Limited. The names of its Directors appear on page 13. The Articles of Association of the trustee company provide for a maximum of 18 Directors, comprising 4 Landowner Representative Directors and 14 Independent Directors. The affairs of the Trust are controlled by the Trustee, whose Board meets at least twice a year.

Management Committee : During the year the executive authority rested with the Management Committee which supervises the activity of the charity and reports on its activity to the Board. On 31 October, 2025 the Committee comprised Mr W A Don (Chairman / Treasurer), Mr M Beaumont (Ranger), Dr J Beety, Mrs Z Horton, Mrs J Kumar, Mrs N Loates-Taylor, Mr A MacKinnon, Mr D Nicholson and Dr G Wyss.
