## Chairman’s Report
It was great to be able to hold the 2022 General Meeting in person this year after the previous one having been on Zoom due to the pandemic.
We had a small number of changes to the board, this year. Richard Green stepped down and I would like to thank him for his service and in particular the support he gave in my first year in the Chair. David Counsell also stepped down after many years’ service as Treasurer. We were pleased to have several appointable applicants to replace David and were delighted to appoint Assheton Don to the position.
Assheton has been a resident of Peaslake since 1993 and has previously supported the Friends of the Hurtwood events committee. He has joined the management group and been co-opted on the Board.
There have been several high points. The Queen’s Green Canopy was a one off. Nancy Loates-Taylor organised an excellent appeal, which was more successful than expected and this allowed us to choose 3 sites to plant the 30 new trees. Two have been completed and the third will be done early in 2023.
This is the first full year since the periods of lockdown, and we believe that overall usage is down slightly, but probably not down to pre-Covid levels.
As the refreshed financial section of the report will show, the Friends of the Hurtwood has a strong balance sheet, having received a further legacy. However, in terms of operating revenue and expenditure, like many charitable organisations today we are experiencing the double pressure of increased cost of living impacting on the level of donations we receive and inflation increasing our running expenses.
## Reserves
Our legacy reserves are invested with arbdn which operates the Charities Aid Foundation Managed Portfolio Service. We have experienced a loss on this investment of £13,147, which is disappointing but broadly in line with overall market performance. The balance of reserves is held in interest bearing Income Bonds at NS&I and in our current account at Unity Trust Bank plc.
The Directors of the Corporate Trustee are confident that these reserves are adequate for a charity of our size.
## Risk
The Risk Register is updated regularly to take account of the changing nature of the environment of the Hurtwood (e.g., trail erosion, forestry works), the potential for conflict between different users (e.g., fast moving bikers and horse riders), financial risk and various other issues (e.g., fly tipping and fire risks).
The Directors of the Corporate Trustee have reviewed the updated risk register and are satisfied that appropriate and proportionate action is in place to mitigate the risks identified.
## Acknowledgements
A list of the members of the charity during the year is included elsewhere in this report. Also included is a list of business and organisation sponsors. During the year we also received donations from our Landowners and Grants from Local Authorities (Guildford Borough, Albury and Ewhurst Parish Councils).
We would like to thank everyone for their continued support during the year being reported and, extend a warm welcome to all those who have joined us since the year end.
In closing, I would like to record my personal thanks to the independent directors and landowner directors who have been so supportive. I would also like to thank my management team whose work is invaluable.

Finally, I cannot sign off without mentioning Mark, our Ranger, and the most important person in FotH. Mark is willing to tackle almost any job on the Hurtwood and always knows someone who can provide more resource or machinery when needed. Mark never loses his cool despite the many frustrations of the job and sometimes having to endure the unruly behaviours of visitors.

## Operations Report
Visitor numbers still remain high compared to previous years, but is probably going to be the trend going forward as we see new visitors who have discovered the Hurtwood.
Work has continued on the clearance of Holmbury Hill Fort along with a regular mowing cycle to reduce bracken and rhododendron growth.
We’ve dealt with a number of fallen trees that blocked paths and rides that had come down in storm Eunice in February.
Maintenance work gas been carried out on Holmbury Hill carpark entrance, to repair damage from increased visitor numbers. Major resurfacing work has been carried out to the entrance to the Roman Temple car park on Farley Heath.
Despite a very hot dry summer, with little rain, we only had one minor fire on Holmbury Hill. This was initially dealt with very promptly by the fire service and then followed up, to prevent reignition, from ourselves.
Regular ride maintenance of grass cutting work and general cutting and clearance has been carried out as normal, though more concentrated toward the end of the season as the grass was late to push ahead due to the dry weather.
Two new interpretation boards have been installed, one for the Holmbury Hill Fort and the other for the Felday 1 st World war POW camp.
This Summer saw a general decrease in fly tipping incidents, but unfortunately has recently seen an increase again. This is very costly to remove and continues to be a financial drain on our budgets that we have to bear in order to provide car parks for our many visitors.
In Summary during the year 2021/22 we have:
- Mitigated against visitor conflicts
- Planted 30 trees for the Queens Green canopy
- Removed approx. 11 tons of fly tip from the car parks
- Cleared over 4 miles of paths
- Cleared fallen trees obstructing paths
- Regularly cut back grassy areas and rides
- Cut back extensive gorse re-growth from fire roads
- Continued management of dangerous trees beside paths
- • Repaired car park entrances
- Installed two new interpretation boards

## Notes to the financial statements
- 1 Accounting policies Basis of accounting
The accounts have been prepared under the historical cost convention with items recognised at cost or transaction value unless otherwise stated in the relevant notes to the accounts.
These accounts have been prepared in accordance with:
the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102) issued on 16 July 2014,
and with the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102 1A) and with the Charities Act 2011. Change of accounting policy The accounts present a true and fair view and the accounting policies are those outlined in this note. Going concern There are no material uncertainties about the charity's ability to continue. Changes to accounting estimates No changes to accounting estimates have occurred in the reporting period. Material prior year errors No material prior year errors have been identified in the reporting period. Funds
Unrestricted funds represent the funds of Friends of the Hurtwood that are not subject to any restrictions regarding their use and are available for the general purpose of the trust. Funds designated by the Trustees for a particular purpose are also unrestricted.
Restricted funds consist of monies received for specific purposes. The unspent balances of the funds may not be used for any other purposes unless the Trustees have received, from the donors, express permission to do so.
Designated funds are unrestricted funds where the Trustees have resolved to set aside the funds for a specific purpose.
Designated Legacies Reserve is an unrestricted reserve that the trustees have set aside to fund projects consistent with the Charity’s objectives or that will enhance the efficiency of the Charity. Recognition of income
Income is included in the Statement of Financial Activities when the charity becomes entitled to the resource, it is more likely than not that the trustees will receive the resource and the monetary value can be measured with sufficient reliability.

## Independent Examiners Report to the Trustee of Friends of the Hurtwood
I report to the directors of the charity trustee on my examination of the accounts of the charity for the year ended 31[st] October 2022 which are set out on pages 6 to 11.
## Responsibilities and basis of report
As the directors of the charity trustee you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable directions given by the Charity Commission under section 145 (5) (b) of the Act.
Your attention is drawn to the fact that the charity has prepared the accounts in accordance with Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and the Republic of Ireland (FRS 102) in preference to the Accounting and Reporting by Charities: Statement of Recommended Practice issued on 1 April 2005 which is referred to in the extant regulations but has since been withdrawn.
I understand this has been done I order for the accounts to provide a true and fair view in accordance with Generally Accepted Accounting Practice effective for reporting periods beginning on or after 1 January, 2015.
## Independent Examiner’s Statement
I have completed my examination. I can confirm no material matters have come to my attention in connection with the examination giving me reason to believe that in any material respect:
1. Accounting records were not kept in respect of the charity as required by section 130 of the Act; or
2. The accounts do not accord with those records; or
3. The accounts do not comply with the applicable requirements concerning the forma and content of the accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair view’ which is ot a matter considered as part of an independent examination.
I have no concerns and have come across no other matters I connection with the examination to which the attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## Appendix
1. **Name** : Friends of the Hurtwood
2. **Constitution** : The Trust is an unincorporated association registered as a Charity. The objects are contained in the Constitution adopted on December 6th 2000 and varied since that date. Copies will be available at the Annual Meeting if any Members wish to see one.
3. **Charity Number** : The registered Charity Number is 200053.
4. **Members of the Trust** : Membership is open to any person over the age of 18 who supports the objects of the Charity and subscribes or makes donations to the Charity on a regular basis or who otherwise applies to become a Member of the Charity.
5. **Address** : The address of the Charity and the name of the Secretary and Ranger appear on the back of the Annual Report.
6. **Bankers** : Unity Trust Bank plc, Nine Brindley Place, Birmingham, B1 2BR.
7. **Restrictions** : There are no restrictions on the way in which the Trust operates nor are there any specific investment powers.
8. **The Trust’s objects:** Set out in the Constitution, are to administer the public rights of access to land on the Hurtwood placed by landowners within the Trust's control. The policies adopted by the Trust to further the objects are explained in the reports from the Chairman and Ranger.
9. **Trustee and management** : The sole Trustee is FOTH Trustee Company Limited. The names of its Directors appear on page 13. The Articles of Association of the trustee company provide for a maximum of 18 Directors, comprising 4 Landowner Representative Directors and 14 Independent Directors. The affairs of the Trust are controlled by the Trustee, whose Board meets at least twice a year.
10. **Management Committee** : During the year the executive authority rested with the Chairman's Committee which supervises the activities of the Secretary and Ranger, a full time executive post. At the date of the Annual Meeting, the Chairman’s Management Committee comprises Mr A Collins (Chairman), Mr D Clifford, Mr W A Don (Treasurer), Mrs Z Horton, Mrs J Kumar, Mrs N Loates-Taylor, Mr A MacKinnon, Dr G Wyss.
