Chairman’s report

This is my first chairman’s report, since taking over from Peter Copping. It seems to have been a very eventful year. Our 2021 General Meeting was held via Zoom in the midst of the second Covid lockdown, I am hopeful that this year’s meeting can take place in person.

In addition to me replacing Peter, we had a number of other changes to the board. Sue Darling and Keith Taylor stepped down and I would like to thank them for their service. I am very pleased to welcome Mark Evans and Tom Davies as replacements. Also, Geoff Wyss joined the management group and has subsequently been co-opted as a director, as has Councillor Bob Hughes.

The pandemic continued to have an impact in this year, with higher visitor numbers as seen in the first year. The level of fly-tipping was also higher than before. Our ranger Mark Beaumont has coped with these challenges brilliantly and maintained the same high standard of operations. We do feel that the level of visitor numbers has fallen back slightly, but it is very unpredictable and probably too early to determine whether numbers will revert to pre-pandemic levels or whether these higher levels are the new normal.

As well as increased workload, there is an impact on the villages, particularly Peaslake. Whilst it is welcome for the local small businesses, which might have suffered otherwise, the greater numbers impact on residents and other users. In addition to routine maintenance the restoration of the Holmbury Hill Fort site has continued for the second year, again this work was funded from the income generated by the performance of our investment portfolio.

Financially we have had a good year with significant growth in donations from members and users, and grants from Councils.

Reserves

Our legacy reserves are invested with Aberdeen Standard Capital through the Charities Aid Foundation Managed Portfolio Service. I am pleased to report that our original investment has performed in line with expectations. The balance of reserves is held in interest bearing Income Bonds at NS&I and in our current account at Unity Trust Bank plc.

The Directors of the Corporate Trustee are confident that these reserves are adequate for a charity of our size.

Risk

The Risk Register is updated regularly to take account of the changing nature of the environment of the Hurtwood (e.g., trail erosion, forestry works), the potential for conflict between different users (e.g., fast moving bikers and horse riders), financial risk and various other issues (e.g., fly tipping and fire risks).

The Directors of the Corporate Trustee have reviewed the updated risk register and are satisfied that appropriate and proportionate action is in place to mitigate the risks identified.

Acknowledgements

A list of the members of the charity during the year is included elsewhere in this report. Also included is a list of business and organisation sponsors. During the year we also received donations from our Landowners and Grants from Local Authorities (Surrey County, Guildford Borough, Albury, Cranleigh, Ewhurst and Shere Parish Councils).

We would like to thank everyone for their continued support during the year being reported and, extend a warm welcome to all those who have joined us since the year end.

In closing, I would like to record my personal thanks to the independent directors and landowner directors who have been so supportive. I would also like to thank my management team who have made my first year as Chair so easy!

Finally, I cannot sign off without mentioning Mark, our Ranger, and the most important person in FotH. Mark is willing to tackle almost any job on the Hurtwood and always knows someone who can provide more resource or machinery when needed. Mark never loses his cool despite the many frustrations of the job and sometimes having to endure the unruly behaviours of visitors.

Operations Report

Visitor number still remain high compared to years prior to the pandemic. We’re still seeing new visitors to the Hurtwood and I repeat previous messages about the dangers of fires, especially in the very dry summer, and that camping is not allowed anywhere on the Hurtwood. Though we have had less issues with this over the last year, it is still an issue.

Normal maintenance of grass cutting work and general ride cutting and clearance has been able to resume. Maintenance work gas been carried out in Walking Bottom and Holmbury Hill carparks. Most of the work was needed to repair damage from increased visitor numbers.

Unfortunately, since the start of the first lockdown incidents of fly tip increased hugely and these were all removed quickly. This is very costly to remove and continues to be a financial drain on our budgets that we have to bear in order to provide car parks for our many visitors.

After the success of the initial mulching and clearance work on the Holmbury Hill Fort work continues with regular mowing to clear the bracken and we have now cleared more of the site and it continues to look impressive as more of the ditch and bank system is highlighted.

Appendix 1

1. Name: Friends of the Hurtwood

2. Constitution: The Trust is an unincorporated association registered as a Charity. The objects are contained in the Constitution adopted on December 6[th] 2000 and varied since that date. Copies will be available at the Annual Meeting if any Members wish to see one.

3. Charity Number: The registered Charity Number is 200053.

4. Members of the Trust: Membership is open to any person over the age of 18 who supports the objects of the Charity and subscribes or makes donations to the Charity on a regular basis or who otherwise applies to become a Member of the Charity.

5. Address: The address of the Charity and the name of the Secretary and Ranger appear on the back of the Annual Report.

6. Bankers: Unity Trust Bank plc, Nine Brindley Place, Birmingham, B1 2BR

7. Restrictions: There are no restrictions on the way in which the Trust operates nor are there any specific investment powers.

8. The Trust’s objects , which are set out in the Constitution, are to administer the public rights of access to land on the Hurtwood placed by landowners within the Trust's control. The policies adopted by the Trust to further the objects are explained in the reports from the Chairman and Ranger.

9. Trustee and management: The sole Trustee is FOTH Trustee Company Limited. The names of its Directors appear on page 13. The Articles of Association of the trustee company provide for a maximum of 18 Directors, comprising 4 Landowner Representative Directors and 14 Independent Directors. The affairs of the Trust are controlled by the Trustee, whose Board meets at least twice a year.

10. Management Committee, During the year the executive authority rested with the Chairman's Committee which supervises the activities of the Secretary and Ranger, a full time executive post. At the date of the Annual Meeting, the Chairman’s Management Committee comprises Mr A Collins (Chairman), Mr D Clifford, Mr A MacKinnon, Mrs Z Horton, Mr R Green, Mrs N Loates-Taylor, Dr G Wyss and Mrs J Kumar.
