## **Chairman’s Report** 

In common with so many other charities, our year has been dominated by the Pandemic. However unlike so many other charities who have suffered massive financial setbacks, the impact on FotH was rather different. Our members have remained loyal throughout and we have benefited from donations made by a good number of the visitors new to The Hurtwood. Some existing donors have been especially generous, making additional donations without which we would have struggled financially. 

The main impact was the massive influx of new visitors who, particularly on sunny weekends during the first and second tiered lockdown, gave us so many unexpected issues to deal with. Our Ranger, Mark Beaumont, remained his stoic self throughout, dealing politely but firmly with visitors unfamiliar with Hurtwood regulations who were found having impromptu BBQ’s, camping overnight, lighting fires, travelling in large groups and fly-tipping on a scale never experienced. 

Peaslake village was also under siege on sunny weekends with visitors wanting to buy refreshments from Peaslake Stores. We were delighted to be allowed by one of our landowners to host a mobile refreshments facility in one of our car parks at weekends during the summer. This was an initiative by the Stores and The Fillet and Bean Artisan Mobile Catering, and it had the desired effect of moving the congestion away from the Stores and into the more open environment of one of our nearby car parks. We are indebted to all the volunteers who helped and especially grateful to the Stores for donating some of the proceeds from this venture to FotH. 

Turning to the high points of our operational year, the performance of our new investment portfolio was such that we were able to draw down a portion of the year’s income to fund the continued restoration of Holmbury Hill Fort. With a donation from Holmbury Bonfire Boys we also put in place work to install an access path and interpretation board for the little known, but important, prisoner of war camp, also on Holmbury Hill. 

Led by one of our Directors, Alex MacKinnon, we launched a new website and donations management system. Alex has also established for FotH a new presence in social media. This initiative has enabled FotH to be much more interactive with those visitors in the age demographic that rely solely on social media for information and communications. 

## **Reserves** 

Our legacy reserves are invested in a portfolio of Funds managed by Octopus Investments on behalf of the Charities Aid Foundation. I am pleased to report that our original investment has performed in line with expectations. The balance of reserves is held in interest bearing Income Bonds at NS&I and in our current account at Unity Trust Bank plc. 

The Directors of the Corporate Trustee are confident that these reserves are adequate for a charity of our size. 

## **Risk** 

The Risk Register is updated regularly to take account of the changing nature of the environment of the Hurtwood (e.g., trail erosion, forestry works), the potential for conflict between different users (e.g., fast moving bikers and horse riders), financial risk and various other issues (e.g., fly tipping and fire risks).

The Directors of the Corporate Trustee have reviewed the updated risk register and are satisfied that appropriate and proportionate action is in place to mitigate the risks identified. 

## **Acknowledgements** 

A list of the members of the charity during the year is included elsewhere in this report. Also included is a list of business and organisation sponsors. During the year we also received donations from our Landowners and Grants from Local Authorities. We would like to thank everyone for their continued support during the year being reported and, extend a warm welcome to all those who have joined us since the year end. 

In closing, I would like to record my personal thanks to all those individuals who have so willingly given up their time to support me during my time as Chairman.

**Operations Report** 

Due to the Covid-19 pandemic we have had probably one of our busiest years ever, certainly in terms of visitor numbers. Many visitors were new to the area and needed to be told about the dangers of fires, especially in the very dry summer, and that camping is not allowed anywhere on the Hurtwood. This has caused some issues throughout the year but fortunately any potential problems were quickly dealt with. 

Due to the high visitor numbers some of the regular grass cutting work had to wait until later in the summer but we have now caught up with the workload. New barriers have been put in place on the Greensand Way to reduce conflict with cyclists as well as removing dangerous mountain bike trails on Pitch Hill. 

Unfortunately since the start of the first lockdown incidents of fly tip increased hugely and these were all removed quickly and in some cases asbestos was found. This is very costly to remove and continues to be a financial drain on our budgets that we have to bear in order to provide car parks for our many visitors. 

After the success of the initial mulching and clearance work on the Holmbury Hill Fort work continues with regular mowing to clear the bracken and we have now cleared more of the site and it continues to look impressive as more of the ditch and bank system is highlighted. 

In Summary during the year 2019/20 we have: 

- Mitigated against visitor conflicts 

- Managed the increase in visitor numbers 

- Removed approx. 15 tons of fly tip from the car parks 

- Cleared over 6 miles of paths 

- Cleared fallen trees obstructing paths 

- Regularly cut back grassy areas and rides 

- Cut back extensive gorse re-growth from fire roads 

- Continued clearance of the Holmbury Hill Fort

**Appendix 1** 

**1. Name:** Friends of the Hurtwood 

**2. Constitution:** The Trust is an unincorporated association registered as a Charity. The objects are contained in the Constitution adopted on December 6[th] 2000 and varied since that date. Copies will be available at the Annual Meeting if any Members wish to see one. 

**3. Charity Number:** The registered Charity Number is 200053. 

**4. Members of the Trust:** Membership is open to any person over the age of 18 who supports the objects of the Charity and subscribes or makes donations to the Charity on a regular basis or who otherwise applies to become a Member of the Charity. 

**5. Address:** The address of the Charity and the name of the Secretary and Ranger appear on the back of the Annual Report. 

**6. Bankers:** Unity Trust Bank plc, Nine Brindley Place, Birmingham, B1 2BR 

**7. Restrictions:** There are no restrictions on the way in which the Trust operates nor are there any specific investment powers. 

**8. The Trust’s objects** , which are set out in the Constitution, are to administer the public rights of access to land on the Hurtwood placed by landowners within the Trust's control. The policies adopted by the Trust to further the objects are explained in the reports from the Chairman and Ranger. 

**9. Trustee and management:** The sole Trustee is FOTH Trustee Company Limited. The names of its Directors appear on page 13. The Articles of Association of the trustee company provide for a maximum of 18 Directors, comprising 4 Landowner Representative Directors and 14 Independent Directors. The affairs of the Trust are controlled by the Trustee, whose Board meets at least twice a year. 

**10. Management Committee,** During the year the executive authority rested with the Chairman's Committee which supervises the activities of the Secretary and Ranger, a full time executive post. At the date of the Annual Meeting, the Chairman’s Management Committee comprises Mr P. Copping (Chairman), Mr D Clifford, Mr A MacKinnon, Mrs Z Horton, Mr R Green, Mrs N Loates-Taylor and Mrs J Kumar.
