Objects: 4.1. The Object Of The CIO Is, For The Public Benefit, The Provision And Maintenance Of Housing Accommodation (by Way Of Almshouses) For Persons Who Are In Need, Hardship Or Financial Distress And Who Otherwise Meet The Qualifying Conditions.4.2. The Qualifying Conditions Are:4.2.1 That In Order To Be A Beneficiary Of The CIO A Person Must Be Aged 60 Years Or Over And Who Has Been A Resident In The Area Of Benefit For At Least Five Years Prior To Their Election As Resident Of The CIO With A Preference For Beneficiaries Who Are Resident In The Parish Of Dedham, Essex; And4.2.2 If And In So Far As IT Is Not Possible To Appoint Persons To The Homes In Accordance With The Qualifying Conditions In Clause 4.2.1 The Charity Trustees May Appoint Up To One-Third Of The Residents From Persons Who Are Either:4.2.1.1. Under The Age Of 60 But Have Been Resident In The Area Of Benefit For A Period Of At Least Five Years; Or4.2.1.2. Over The Age Of 60 And Are Resident Outside Of The Area Of Benefit.
