TO RELIEVE POVERTY OR FINANCIAL HARDSHIP BY PROVIDING GRANTS AND FUNDING FOR ENERGY COSTS, HOUSEHOLD EXPENSES AND/OR ESSENTIAL TRANSPORT ASSISTANCE.
