The charity is registered with the Charity Commission under charity number 1213030. ## **Organisational structure** The charity is managed and administered by its trustees, who under the constitution must number no fewer than three. The trustees currently number four: Iqbal Sharif (Chair), Ahmed Hussain (Secretary), Abdul Rahman (Treasurer), and Sardar Poswall (Deputy Treasurer). Trustees give their time freely and receive no remuneration for acting as trustees. The trustees meet quarterly and are responsible for all decisions relating to the running of the mosque and its activities. A quorum for trustees' meetings is two, or the number nearest to one-third of the total number of trustees, whichever is greater, in accordance with the constitution. The charity does not currently operate any sub-committees; the full board of trustees deals with all matters directly. Day-to-day management is delegated to the Imam. ## **Recruitment and appointment of trustees** Under the constitution, trustees are elected by the charity's membership at a general meeting. Each trustee retires at the conclusion of the annual general meeting following their appointment but is eligible for reelection. No one may be appointed as a trustee if disqualified under sections 178 and 179 of the Charities Act 2011. ## **Induction and training of trustees** New trustees are given a copy of the constitution and guidance on their duties and responsibilities under charity law, including relevant Charity Commission guidance such as The Essential Trustee (CC3). ## **Risk management** The trustees have assessed the risks the charity faces and have drawn up a risk matrix which identifies the major risks by area of activity, the nature of those risks, the likelihood of the risks happening, and the measures taken to manage them. The trustees review this risk matrix regularly at their quarterly meetings. The trustees are satisfied that systems are in place, or arrangements are in hand, to manage the risks that have been identified. In particular, insurance cover is in place and the finances of the mosque are kept under review. Appropriate DBS (Disclosure and Barring Service) checks, supported by regularly reviewed policies, are made for all those who work with children or other vulnerable groups within the mosque. Thursday, 20 August 2026 P a g e | **2** ## SOUTHAMPTON RAZVIA DAR UL ALLOOM MOSQUE 5 ROWLANDS BUILDING, OFF ST MARYS ROAD ## SOUTHAMPTON, SO14 0BH ## ِِالرَّحِ يْم ِِالرَّحْمٰ ن للا ِِبِسْم ## **Objectives and Activities** ## **Our aims** The charity's objects, as set out in clause 3 of its constitution, are to advance the Islamic faith for the public benefit in accordance with the Statement of Faith, in Southampton and the surrounding area, through: - religious services; - daily prayers; - religious education; - conducting religious ceremonies; - interfaith activities; and - outreach and pastoral care in the community. In reviewing our aims and activities, the trustees have had regard to the Charity Commission's general guidance on public benefit, including its supplementary guidance on the advancement of religion for the public benefit. ## **Public benefit statement** The trustees confirm that the activities described in this report are carried out to further Razvia's charitable purposes for the public benefit. Facilities and services are made available to the Muslim community and, where relevant, to the wider public, with no unreasonable restriction on access. ## **Our objectives and strategies** We are maintaining a place of worship, running religious education classes, community outreach, interfaith engagement — with the medium-term strategy to increase our congregation for the daily prayers and increase our Quranic children’s classes. ## **Use of volunteers** Volunteers play an important part in mosque’s work. We have 5 volunteers who help with the jummah collection, cleaning of the mosque and other event organisation. All trustees also give their time freely. ## **Grant-making policy (if applicable)** We have not applied for any grants. Any zakat donations are made directly to organisations that pitch to the congregation. The trustee makes certain that they are UK registered charities and then it is of individual choice if they wish to donate directly to that charity. Thursday, 20 August 2026 P a g e | **3** SOUTHAMPTON RAZVIA DAR UL ALLOOM MOSQUE 5 ROWLANDS BUILDING, OFF ST MARYS ROAD ## SOUTHAMPTON, SO14 0BH ## ِِالرَّحِ يْم ِِالرَّحْمٰ ن للا ِِبِسْم ## **Achievements and Performance** The trustees consider that the following activities during the year delivered benefit to those who worship at Razvia and to the wider community: ## **Religious activities** - Daily and Friday (Jummah) prayers held throughout the year, with weekly Jummah collections totalling £18,584 — [110 persons attending]. - Ramadan Khatam programme: guest Imams were hosted during Ramadan 2025 and gifted for their attendance, and 120 boxes of sweets were distributed as part of the Khatam-ul-Quran celebration, funded by dedicated Ramadan collections of £3,385. - Religious education / Qur'an classes — Students have declined from 6 to around 2 to 3. - Marriage/Nikah services, funeral services and other religious services. ## **Premises and maintenance** - The mosque carpet was refurbished during the year at a cost of £5,292, improving the condition of the main prayer hall. - Part of the charity's premises was let during the year, generating rental income of £12,200 towards the charity's running costs. ## **Community activities** - Currently a Ghiraymi class which should be monthly is being run ad hoc. Needs to be monthly. We did have English Islamic education classes by Umar Khatab, but he has moved job to another area and these have stopped. ## **Partnership working** We are a partner of the Muslim Council of Southampton. Our chairman holds the position as treasurer with this body. This body MCS holds a unified position of the Muslim community towards Police, Council and other faith bodies. As income exceeded £25,000, the accounts require independent examination; this was carried out by Mandair & Co. ## **Reserves policy** The trustees have reviewed the charity's reserves. Excluding the mosque property (£450,000), the charity held current assets (cash and receivables) of £81,152 at the year end. Unrestricted running costs for the year totalled £38,057, equivalent to approximately £3,170 per month; the trustees consider the year-end cash position of £81,152 to represent a healthy level of reserves against this. The year showed a small net deficit overall: unrestricted funds fell by £288 and restricted funds fell by £214, a total net movement of –£502, which the trustees do not consider material to the charity's financial position. ## **Principal funding sources** The charity's income is derived from Friday (Jummah) collections (£18,584), general and other donations (£10,370), and rental income (£12,200), giving total income for the year of £41,154. ## **Investment policy** The charity holds no investments beyond its bank account balances and its own mosque property, which is used for the charity's own activities rather than held for investment return. ## **Related party transaction** During the year, a short-term interest-free loan of £315 was provided to the charity by Abdul Rahman, the Treasurer and a trustee, to cover an in-year shortfall on the Ramadan Khatam restricted fund. The loan was unsecured, interest-free, and fully repaid within the year, with no balance outstanding on 31 December 2025. The trustees confirm this is disclosed here in accordance with the requirement to report transactions with trustees or persons connected to them, regardless of materiality. Ramadan Khatam expenditure (£3,599) comprises gifts to guest Imams (£2,700, paid in cash) and 120 boxes of sweets (£899, paid by bank transfer). - 3. Refurbishment costs (mosque carpet, £5,292) have been treated as revenue expenditure in these accounts rather than capitalised as a fixed asset addition. ## **Plans for Future Periods** Their maybe staffing changes if the attendance of the Imam does not improve as he has taken almost 22 days off over one year in sickness. His Bradford score is at such an alarming level that it requests he be reprimanded. So, he is on a PIP to see if he improves. The law applicable to charities in England and Wales requires the trustees to prepare financial statements for each financial year which give a true and fair view of the situation of the charity and of its income and expenditure for that period. In preparing these financial statements, the trustees are required to: - select suitable accounting policies and apply them consistently; - make judgements and estimates that are reasonable and prudent; - state whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements; and - prepare the financial statements on the going concern basis unless it is inappropriate to presume the charity will continue in operation. The trustees are responsible for keeping proper accounting records, for safeguarding the assets of the charity, and for taking reasonable steps for the prevention and detection of fraud and other irregularities.
