1. Introduction

We believe in and proclaim the Good News of Jesus Christ, we worship God, Father, Son, and Holy Spirit, who loves all people. Our faith leads us to worship and to service, to help everyone live life in all its fullness. Bro Cydweli Ministry Area (MA) is the Anglican Church serving the areas encompassing the villages

of Cwmffrwd, Llangyndeyrn, Llanddarog, Llanarthne, Ferryside, Llansaint, Kidwelly, Lland yfaelog and Mynyddygarreg. The MA is a part of the Diocese of St Davids which is one of the six dioceses of the Church in Wales. In March 2025 the Bro Cydweli Ministry Area Council, became a Charitable Incorporated Organisation Number 1212617.

The CIO incorporates the following Churches in the Diocese of St Davids.

St Anne, Cwmffrwd St Cyndeyrn, Llangyndeyrn St Twrog, Llanddarog St David, Llanarthne St Ishmael. Ferryside St Thomas, Ferryside All Saints, Llansaint St Mary, Kidwelly St Maelog, Llandyfaelog St Teilo, Mynyddygarreg

The financial statements have been prepared in accordance and comply with the charity’s trust deed, the Charities Act 2011, Accounting and Reporting by Charities: Statement of Recommended Practice (SORP) and the Church in Wales Accounting Regulations.

4. Structure and Governance

• a. Governing Document – Constitution of the Bro Cydweli Ministry Area Council adopted 11 June 2024

• b. Organisation Structure – the Bro Cydweli Ministry Area is part of St Davids Diocese. It comprises 10 churches as listed in Section 1 of this document.

c. Bro Cydweli Ministry Area CIO is governed by the Ministry Area Council (MAC) which operates through committees that are responsible to the MAC to assist it in fulfilling its functions and responsibilities. These include the MAC Executive Committee, Finance Sub Committee, and Church Committees.

d. Induction and Training of New Trustees. There are no formal policies or procedures adopted for the induction or training of Trustees. Trustees are invariably already members of the church and so are aware of the goals and aims of the church. Their roles and responsibilities are communicated verbally and through the guidance documents published by the Charity Commission.

5. Objectives and Activities

In line with the priorities of the Diocese of St Davids, of which it is a part, the Bro Cydweli LMA is continually working towards ensuring that all that we do facilitates an encounter with our Lord Jesus Christ. In planning our activities, one of our objectives is to follow the Charity Commission’s guidance on public benefit

with particular reference to the specific guidance for charities for the advancement of religion.

Our aim is to support all our congregations in the proclamation of the gospel and in the making and nurturing of new disciples.

We are therefore committed to:

• encouraging the transformation of existing congregations through discipleship, by developing our worship and welcome and by making better use of our wonderful church and hall buildings

• developing missionary and outreach work and for fostering community and wellbeing for all within the area irrespective of whether they presently attend church;

• transforming our communities by meeting local needs, through the use of our buildings, pastoral care and social outreach

• ensuring such work complies with the Provincial and Diocesan rules for safeguarding and the maintenance of all our buildings.

Our Ministry Team works hard to achieve these objectives. In 2025 we had three clergy members covering the ten churches in our MA, we welcomed Rev Glyn Austin as House for Service Minister in the Ferryside area and said goodbye to Canon Dewi Roberts as he moved to another MA. Fr Jim Flanagan is the one remaining full-time stipendiary clergy member and our MA Dean. In addition to the stipendiary clergy, we have Rev Jean Voyle Williams (non-stipendiary clergy) Lay Readers Cyril Bond, Mary Bound and Brenda Evans and all the lay volunteers who give their time in support of our ministers and our ministry.

Across the churches that comprise the Bro Cydweli MA all use the Church in Wales liturgy, offering regular services on Sundays and in several places on weekdays. Three of our churches have associated halls providing opportunities for the church to work within the community to welcome and support. These provides excellent opportunities for the clergy to interact with all the parishioners of the MA, irrespective of whether or not they attend church.

There are a number of schools affiliated with our

churches. Ysgol Gynradd Yr Eglwys Yng Nghymru Llanddarog (Llanddarog Voluntary Controlled School) (Welsh Medium) and Ysgo Fro Llangyndeyrn are supported by Rev’d Elizabeth Voyle Williams and, until mid 2025, Canon Dewi Roberts. When members of the church are unable to attend due to sickness or age, the clergy visit those who wish to celebrate communion with them, either at their homes or in hospital. Our trained pastoral visitors, all also provide valued support in different settings

As part of our commitment to safeguarding we have ensured all those who need safeguarding training receive specialist training through the Church in Wales and are DBS checked as necessary. Our Safeguarding Officer ensures all details of training and DBS are logged onto the Church in Wales electronic recording system.

Each of our churches participated in St Davids Diocese Pruning for Growth review of the viability of each church to encourage growth throughout the Diocese. This was a challenging time for our church officers and we are appreciative of their readiness to engage with this process. The draft outcomes and recommendations of the review were due in early 2026.

In 2025 the Diocese devolved the ministry share contribution from each church to the MAC. Finding a fair way of doing this was tasked to the Finance Subcommittee. Whilst there have been challenges in 2025, so much good work goes on in the Ministry Area and so many lay volunteers give their time to add to the ministry of our clergy

team. I hope in 2026 we will be able to focus even more on the work that matters to our communities.

I would finally like to thank our MAC members and members of our Finance Sub Committee for the challenging work they have undertaken on behalf of us all.

6.Finance Review

Our account were examined and prepared by HB Enoch and Owens, Chartered Accountants, Carmarthen. The results for the 9 month of 2025 since our registration as a charity are attached as a separate document.

The total income received in this period totalled £ 322,759. The surplus for the year before any transfer of funds was £36,186. The financial position at the end of the year is set out in the on page 7 and summary of Balance Sheet on page 8. The net assets at the yearend were £2,634,749, and it should be noted that a third of the net assets are held in endowments and restricted funds.

5.2 Fixed Assets

The movement in fixed assets is shown on page 10.

5.3 Investments The movement in investments is shown on page 10 of the accounts. At the end of the year, the value of investments held was

5.4 Reserves policy

The Charity Commission defines reserves as “that part of a charity’s unrestricted funds that is freely available to spend on any of the charity’s purposes.” The reserves policy should assist in the objective and aim of the Ministry Area.

The MAC reserve policy is to retain a balance of unrestricted “free” reserves as working capital and to meet future shortfalls in income or unexpected expense equal to at least three months’ expenditure.

If there is a surplus, the MAC will be asked to determine priorities.

The Finance Sub-Committee will review the reserve balances every quarter. On an annual basis, the Finance Sub-Committee will review the amounts held in reserve and report to the MAC. The Finance Sub-Committee will also review the reserves policy annually and make recommendations to the MAC.
