Administrative Information

The Parish Church of All Saints North Street, York is part of the Diocese of York within the Church of England.

The Parochial Church Council (PCC) is a Charity Registered with the Charity Commission. The Charity Number is: 1212556.

Chairman’s Comments

Following a few years of major works inside and outside of the church building, 2025 has enabled us to reset our overriding priority to be a worshipping community in our stunning house of prayer. Though there remained some minor ‘snagging’ work which needed to be carried out.

The year got off to a rather sad beginning. Early in January we had to come together to lay to rest dear Nan Paterson RIP, who died early in the second week in January, 10 days short of her 103rd birthday. Auntie Nan, as she was known by us all was actually in church with us on Christmas Eve for the celebration of our pre Midnight Mass. Her Requiem Mass was well attended.

I mention Auntie Nan because she was a shining example to us as being a woman of deep Christian faith, and faithful Christian living.

The worship of Almighty God is obviously what we as the Body of Christ exist for. Therefore our round of weekly, mid week and feast day worship has been offered throughout the year. We have been hugely fortunate that Dr. Max Elliott has once again been able to organise for a choir to assist us in our worship on significant occasions. We are grateful to him and the people he has pulled together to delight us with their presence and very high standard of liturgical singing.

All the various activities which have been established in recent years have continued, not least the every Thursday coffee mornings. We are grateful to our regular volunteers, Vicky and Jane for their assistance.

Little Paws has continued to meet monthly. Ruth Mather went onto Maternity Leave towards the end of 2024. We are grateful to Clarissa Nolan for stepping into the breach and looking after the activity during Ruth’s absence, on top of Clarissa’s other commitments, such as producing wonderful flower arrangements which visually enhance our worship.

The other range of activities - concerts, lectures, guided tours have been well attended and received. We played our full part in the city’s annual Festival of Ideas programme.

Please forgive the brevity of my remarks on the year 2025.

As we continue our life together, I pray that we keep before us our overriding priorities and purpose to being a worshipping community, witnesses to the amazing truth of Christianity and welcoming all comers.

Child Protection Policy and Safeguarding

The PCC has complied with Section 5 Safeguarding and Clergy Discipline Measure 2026 (duty of have regard to the guidance of the House of Bishops relating to the safeguarding of children and vulnerable adults). All Saints is enrolled on the Parish Dashboard, which created an action plan regarding safeguarding and ensures that all relevant people are fully trained. We are now at the highest level and everything is in order in the Parish. All PCC members have completed Basic, Foundation and Domestic Training.

Our safeguarding details are clearly displayed on the front page of the church website, along with contact details. Contact details are also displayed on the notice board in the Church. Disclosure and Barring Service (DBS) Clearance needs to be completed every three years. All members of our PCC have been cleared.

The Parish Mass

Our grateful thanks go to Bishop Glyn for his dedication to the Parish over the year. We are also extremely grateful to the priests who have taken our services when Bishop Glyn has not been with us. We are so lucky to have them on hand. Our congregation on a Sunday evening averages about 25, though sometimes significantly more, while on a Thursday lunchtime it often now reaches double figures.

Structure, Governance and Management

The Parochial Church Council (PCC) is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measures Act.

The method of appointment of PCC members is set out in the Church Representation Rules. All Church attendees are encouraged to register on the Electoral Roll and stand for election to the PCC.

Electoral Roll

At the point of completion of the new electoral roll in 2025, there were 38 names on the roll. During the year until the revision in March-April, five further names were added. One name was removed following resignation. This means that there are currently 42 names on the parish electoral roll.

Our Mission Statement

Worship, Witness and Welcome are at the heart of all we to at All Saints. We believe in making the love of Christ known to everyone. Through worship of Almighty God in the Anglo-Catholic tradition, bringing glory and praise to our life together as Christians, we seek to encounter the Divine in word and sacrament, following in the footsteps of those who have worshipped here at All Saints down the centuries.

We seek to witness the love of God in our lives,with the presence of Christ actively in our mission and outreach work, our preaching and teaching, compassion and care for creation. Justice is central to the Gospel and it is our duty to live out those values through serving with compassion those in need of care.

Welcome. We are an open door in the heart of York, which we seek to service locally, in the wider community of York and beyond – nationally and internationally.

Churchwardens’ Report on the Fabric, Goods and Ornaments

During the year we have completed the redecoration of the Church, the building and installation of a new north door and new paving out the Church on the north side with the associated creation of level access.

After the disruption of recent works, things have been a little calmer, though major work was carried out on the Organ with the help of a bequest from John Morley, together with grants from the ON Organ Fund and the Pilling Trust.

Deanery Synod Report

York Deanery Synod met three times during 2025. In February 2025, external speakers addressed Deanery Synod on topics relating to social action. In June, Gerald Fox from the Diocesan Training Team delivered a presentation on unconscious bias. In October, Bishop Flora addressed the meeting, inviting Synod members to consider what the fruits of our mission in our parishes are.

Given the format of the meetings, there has been little in the way of consultation, discussion or information sharing on other matters relating to the life of the Deanery. A meeting was due to be held in February 2026, but was cancelled at short notice, with no alternative date offered which, unfortunately, reduces the opportunity for people from parishes across the different traditions of our Church to meet together.

Financial Review

For 2025, total receipts on the General unrestricted fund amounted to £161,410, of which £63,000 came from the sale of investments during the year to fund major restoration work and £35,198 from grants received from the Church’s Parish Estate Charity. Other giving was similar to 2024, with the exception that legacies amounting to £219,465 were received in 2024. There were only minor legacies in 2025.

During the year, total payments of £139,183 were made to provide for the Christian ministry of All Saints Church, including a £6,040 Free Will Offering contribution to the Diocese of York. In addition to the costs associated with the running of the Church, there was expenditure of £81,632 on major repairs and renovations. These works covered redecoration, the building and installation of a new north door and new paving outside the church on the north side with the associated creation of level access. This programme of works is now completed, although retention monies remain outstanding. During 2025 we received a Quinquennial review of the Church building, site and fabric. This report is being considered and commitments defined.

Overall, for the year there was an excess of receipts over payments on the General Fund amounting to £22,227. The total balance on the General Fund at the end of 2025 including cash and bank deposits came to £22,762. In addition, the General Fund holds investments with a year end market value of £56,294. As regards our restricted funds, the main movements of funds was in relation to the Organ Restoration Project, which has been funded through grants from the Parish Estate Charity from a bequest by John Morley and ON Organ Fund and Pilling Trust grants.

Reserves Policy

It is the Parochial Church Council’s current policy to maintain a balance on unrestricted funds (if possible) of approximately six months’ unrestricted payments, to cover emergency situations that may arise from time to time, along with salary costs and possible costs arising from the restoration programme. The cash balance of unrestricted funds at the year-end did not fully match this target. However, general funds can be transferred from investments without penalty.

Notes to the Accounts

Basis of Accounts Preparation

  1. Due to two substantial legacies during 2024, the accounts were required to be prepared on a full accruals basis. For 2025 the accounts have returned to a Receipts and Payments basis, which it is expected will continue to be used in future years.

  2. For comparison, 2024 receipts and payments figures have been shown in these accounts. However, the basis of preparation has changed slightly, in that for 2025 the investments fund monies are shown separately for each fund, as are the cash at bank and in hand and cash deposit figures, with investment fund withdrawals shown in the receipts and payments accounts. Until 2025, within the receipts and payments accounts, the investment funds were shown in aggregate at cost, but not split to fund. Consequently, withdrawals of funds were not shown in specific funds. ‘Investments return realised and returned to bank’ relates to surpluses made when investments were sold.

  3. It is intended to use the new receipts and payments format going forward.

Purposes of the Church Funds

All the funds are restricted to the purposes for which they were created, except for the General Fund, which is unrestricted and available for the general purposes of the Parish.

The purpose of our Restricted Funds are as follows:

Lady Chapel Fund

This fund is used for the refurbishment of the Lady Chapel.

Tower Fund

This fund is used to financially support the Church bells and bell-ringing.

Organ Fund

This fund can be used for any purpose relating to the Church organ, including, but not limited to, receiving donations from organ concerts, maintaining the organ and paying organ recitalists.

Organ Restoration Fund

This fund has been set up to support the major organ refurbishment project. The fund receives monies specifically granted for this project, and the associated refurbishment payments are made from this fund.

Redecoration of Chancel Ceiling Fund

This fund is for the redecoration of the Chancel Ceiling. It was closed in 2025 as all the funds have been used for the purposes granted.

New Wave Project Fund

This funding was for heritage engagement, ideally with younger people. This fund was closed during 2024 as all the funds have been used for the purposes granted.

Windows Fund

This fund was closed in 2024, as the project to preserve and restore the Church’s stained-glass windows was finished during that year. As a grant was received for this project from the National Lottery Heritage Fund, the project complied with their financial and other requirements.

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended 31/12/2025.

Responsibilities and basis of report

As the charity trustees of the Trust, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. I have completed my examination. I confirm that no Independent examiner's statement material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect: accounting records were not kept in accordance with section 130 of the Act or; the accounts do not accord with the accounting records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.
