THE DOCUMENT BELOW OUTLINES THE ANNUAL ACCOUNTS FOR THE BUCHANAN FOUNDATION’S FISCAL YEAR FROM (13/03/2025) TO (05/04/2026) .

a. ‘The CIO’ and ‘the charity’ refer to The Buchanan Foundation (no. 1212525)

TRUSTEES’ ANNUAL REPORT:

Objectives and Activities :

The purposes of the CIO are: ‘to advance the education of the pupils at underfunded schools or socially or economically disadvantaged pupils internationally (non-UK), by providing and assisting in the provision of facilities or funding (not provided by any local education authority) for education or recreation at school. Nothing in this constitution shall authorise an application of the property of the CIO for the purposes which are not charitable in accordance with [section 7 of the charities and trustee investment (Scotland) act 2005] and [section 2 of the Charities Act (Northern Ireland) 2008].

During the financial period, the main activities in relation to those purposes have been administrative setup tasks. These include organising the setup of a website & social media pages and writing CIO documents & policies.

The trustees have had regard to the guidance issued by the Charity Commission on public benefit.

Policies are available to the public by contacting the CIO through the information provided on the Charity Commission’s register of charities.

Achievements and Performance :

The CIO has been largely prevented from notable achievements due to a trustee being under 18 years of age for the majority of the financial period. Most UK banks require all who have access to a business/charity account to be a legal adult – we were able to make some progress with Lloyds Bank however were informed towards the end of a month-long application that an under-18 was unable to have access. The account through which the application was managed was however given £350 for the issues – which will be placed in the charity account (in the next financial year) once an account is set up. The trustees are currently dealing with a open application for a bank account now all trustees are over 18.

Financial review :

The financial position of the charity remains the same at the end of the period as the beginning. The CIO holds no reserves, furthermore, owing to a trustee being under 18, the CIO has been unable to open a charity bank account. There are no funds materially in deficit and no uncertainties.

Structure, Governance and management :

Type of governing document: ‘Constitution of a Charitable Incorporated Organisation whose only voting members are its charity trustees’.

The charity is constituted as a CIO.

Trustees of the CIO are selected by the board of trustees, with the board retaining sole discretion within the charity for trustee appointments.

The charity’s organisational structure remains: (descending) – all offices are unpaid

Over the current year, as mentioned earlier in the TAR, the CIO has been largely prevented from carrying out its purposes, since it was unable to procure a bank account.

Financial period :

The financial period of the CIO is 13[th] March 2025 (date of CIO’s creation) and 1[st] April 2026.

Income & spending :

Over the financial period 2025-26, The Buchanan Foundation received no income and spent nothing. This is because most of the year was occupied by administrative setups. Moreover, the chair of the charity was under 18 years of age for most of the financial period, leading to complications in opening a bank account in the name of the CIO.

This section is not applicable due to the revenues of the CIO being £0.

Serious incidents :

The CIO has had no serious incidents in this fiscal year.

Fundraising :

The CIO did not raise funds from the public.

No charity staff received total employee benefits of £60,000 or more. (The CIO employs no paid employees)

Volunteers :

The CIO had no volunteers during the financial period.

Financial controls :

Trustees review CIO finances whenever the board holds a meeting, trustees are able to question the CEO of the charity at meetings regarding finances.

Currently, only one trustee is required to make a payment to a beneficiary that has previously been approved by the board.

Payments of any amount to new beneficiaries are to be reviewed and approved by the board before any funds are paid to them.

Payments above £500 (or equivalent) are to be reviewed and approved by the board either in-person or electronically.

Safeguarding :

The CIO has not obtained a standard, enhanced or enhanced with barred lists DBS check on all trustees, employees and volunteers who are in roles that are eligible for these checks.
