Arranggmonts for sDttlng pay and remuneratlon of kay management personnel Responsibilty for remunerdlion of all staff, including key managemont personnel, is hekl by the Appointments, Staffing & Remuneration subcommritee through tems of reference and a scheme of delegation, approved by the Board of Directors￿ruStees. The subcommillee is responsible for examining staffing needs and rgcommending a staff structure. It may advise on revising personnel policies and establishing a salary policy. The organisalion's medium term finanrAal plans incorporate the financial impact of the Covid 19 lod(thwns experienced durFng 2a20, 2021 and into 2022, and the delayed financial effect of the subsgquent increases lo the NFYFC member subscription. The NFYFC member subscription continues to represent a Mlal source of inc(xne for Ihe organisalion. The WKler nationd economic environment continues to present signrficant challenges. Increasing operational costs for commercial sponsors and supporters have placèd subslanlial pressure on their budgets, resulting in 9￿ater drficulty in 8ecurtng external funding. This situation has cr8aled a more constrained and competitive landscape for generating sponsorship and partnership income. The increase in employer National Insurance contributions, effective from April 2025, placed additional pressuro on the organisalion's cost base and increased costs lo many of the services essential to the NFYFC. More use and relianc8 on digital services pul further pressure on costs lo the NFYFC. The Yider geoptslitlcal environment continues to generate 5ignfficant un¢grtainty, contributing lo volatile market conditions. A8 a result. the value and income generated from NFYFC'S investment portfolio are difficult to forecast. The policy is designed to balancp ongoing expenditure with the need for ￿ntIngenCY planning against potential income reductions. Given NFYFC'S annual membership model and past financial impadsldeasions influenced by events such as the COV1￿19 pandemic. the Board has determined that a reservo equivalent to one yearfs operatin9 expenditure Is necessary. At the end of 2025, NFYFC's general free reserves stood al £1.31 million equating to one y&arfs yraling expendilure12028 budgell and ensuring resilience against unforeseen circumstances. England's 25-year Faming Roadmap meetings wth Defra were encouraged in 2025 and Buckinghamshira FYFC ware guided to hokl a very successful county event wth Delra in September. The Defra roadmap workshop events continue, and an interactive presentation and workshop was h&ld with Oxfordshire FYFC members and Defra at the beginning of January 2028.
