Section E Financial review
Brief statement of the Sport Winchester is dependent on grants, donations and fundraising to charity’s policy on reserves sustain its activities, with all funds being allocated to projects that further the objectives of the organisation. Where not directly attributable to the delivery of projects, the running costs of the organisation are met in part by annual membership subscriptions from member sports clubs, and from donations. To avoid a situation where running costs cannot be met, the Trustees have resolved to seek funding to meet these costs. In the event that such funds are not available, the Trustees have agreed to earmark a proportion of unrestricted reserves to meet these costs. This amount will be equivalent to the annual costs of running the organisation and will cover such items as technology (website, accounting system, fundraising platform costs etc), insurance and professional fees. During the financial period ending June 30[th] 2025, the charity received a transfer of restricted grant funds of £6,266.42 from the charity Winchester SALT (Sport Art & Leisure Trust), as part of their process to wind down and close that charity. The restriction on use is the transfer of obligation, namely the charitable funds transferred would be properly used by Sport Winchester to support new or improved facilities or equipment that would increase participation in sport.
In summary, the only income generated by the charity in the period totalled £262.50 (from membership subscriptions). Governance administration costs in the same period amounted to £475.97.
At financial year end, the charity had restricted funds of £16,266.42 and unrestricted funds of £156.28.

ACCOUNTS FOR THE UNINCORPORATED ORGANISATION PERIOD OF 14TH FEBRUARY 2024 TO 12TH DECEMBER 2024, AND THE CHARITY PERIOD 12TH DECEMBER 2024 TO 30TH JUNE 2025
Introduction
Sport Winchester was inaugurated on 14th February 2024, as an unincorporated Organisation, with a planned financial year running until the 31stMarch 2025. The Organisation set up its bank account on 19[th] Feb 2024, and as stipulated in the Constitution has two signatories –being Treasurer and Chair.
As requested and agreed at the initial AGM of the 9[th] July 2024, the Organisation proceeded to apply for charitable status, which was confirmed on 12[th] December 2024. All of the banking arrangements and funds of the Organisation were seamlessly transferred through to the Charity effective from 12[th] December 2024.
Subsequently, and for the purpose of clarity, the Trustees of the Charity have produced accounts for the two periods shown above, and propose at the AGM of 15[th] July 2025 to change the Charity financial year to commence on 1[st] July and end of the 30[th] June each year on an ongoing basis.
This will therefore enable the Charity to submit financial reporting and accounts to the Charity Commission for the period just ended, assisting in the recognition of the Charity’s organisation, and providing a basis that would enable the attraction of further financial support to achieve the aims of the charity.
The Organisation and Charity received a donations and a grant within these time periods for specific purposes, which are identified within the accounts as restricted income, and explained in the notes to the accounts.

Notes to the Accounts
Basis of Accounting.
These accounts have been prepared on the basis of historic cost (except that investments are shown at market value) in accordance with Accounting and Reporting by Charities (SORP 2005) and Accounting Standards.
Accounting policies
Incoming resources:
These are recognised in the Statement of Financial Activities (SoFA) when: · · ·

the charity becomes entitled to the resources;

and the monetary value can be measured with sufficient reliability.
Where incoming resources have related expenditure the incoming resources and related expenditure are reported gross in the SoFA.
Grants and donations are only included in the SoFA when the charity has unconditional entitlement to the resources.
Gifts in kind are accounted for at a reasonable estimate of their value to the charity or the amount actually realised. Gifts in kind for sale or distribution are included in the accounts as gifts only when sold or distributed by the charity. Gifts in kind for use by the charity are included in the SoFA as incoming resources when receivable.
Donated services and facilities are only included in incoming resources (with an equivalent amount in resources expended) where the benefit to the charity is reasonably quantifiable, measurable and material. The value placed on these resources is the estimated value to the charity of the service or facility received. The value of any voluntary help received is not included in the accounts but is described in the trustees’ annual report.
Investment income is included in the accounts when receivable. This includes any gain or loss on the sale of investments and any gain or loss resulting from revaluing investments to market value at the end of the year
Expenditure and Liabilities
Liabilities are recognised as soon as there is a legal or constructive obligation committing the charity to pay out resources.
Governance costs include costs of the preparation and examination of statutory accounts, the costs of trustee meetings and cost of any legal advice to trustees on governance or constitutional matters.
Where the charity gives a grant with conditions for its payment being a specific level of service or output to be provided, such grants are only recognised in the SoFA once the recipient of the grant has provided the specified service or output.

Grants payable without performance conditions are only recognised in the accounts when a commitment has been made and there are no conditions to be met relating to the grant which remain in the control of the charity.
Assets
Tangible fixed assets for use by charity are capitalised if they can be used for more than one year, and cost at least £500.
They are valued at cost or a reasonable value on receipt. Investments quoted on a recognised stock exchange are valued at market value at the year end.

Note 1 – Donations received
The Organisation received a donation of £10,000 specifically to assist with legal costs and advice, and campaign communications related to the setting up, launch and operation of the charity. These funds are specifically for this use and will be utilised in the current 2025-2026 year.
Note 2 – administrative costs.
The organisation has committed to the running and licencing costs of the website, maintenance of the Directory technology, email and related software. The time resource provided to research and set up these tools for the charity have been provided free of charge.
Note 3 – Banking and finance.
With effect from March 2025, Lloyds Bank introduced a small monthly charge for all charitable entities, which will apply to this Charity.
Note 4 – Grant funding received
The Charity received a transfer of grant funds from Winchester Sport Art and Leisure Trust (SALT) in February 2025, as part of their process to wind down that charity, and to ensure the charitable funds transferred would be properly used by Sport Winchester to support new or improved facilities that would increase participation in sport. This fund is therefore held as a restricted fund to be used for the purpose for which it is intended.
