The Charity was formed on 9 December 2024. The Charity is governed by a constitution The Charity is constituted as an unincorporated association
The Charitable purpose of charity is the promotion of good citizenship for the public benefit, through the creation of a permanent national memorial and accompanying online database that commemorates and remembers UK and UK-based journalists killed in the line of duty.
To further these purposes for the public benefit, we carried out the following activities:
Advancing the development of the memorial through governance, fundraising and stakeholder engagement; progressing the concept and scope of the accompanying online database; initiating and managing a national design competition to identify a suitable artistic vision for the memorial; and continuing to build partnerships with industry, media and civic organisations to support delivery and long-term stewardship.
The main achievements of On The Record Memorial in the year were:
Strengthening the charity’s governance and operating framework; securing early-stage support and commitments from key stakeholders; successfully launching and progressing the memorial design competition, with strong interest from the design community; and establishing clearer plans for the integration of the physical memorial with an accessible and enduring digital archive.
The trustees have read the Commission’s Public Benefit requirement statutory guidance and have had regard to this when running the charity.
A review of the charity’s financial position at the end of the year:
In the financial 2025, the Charity had an income of £10,607 and an expenditure of £2,493.
There are no funds held by the charity that are materially in deficit.

The company was entitled to exemption from audit under s477 of the Companies Act 2006 relating to small companies.
The members have not required the company to obtain an audit in accordance with section 476 of the Companies Act 2006.
The directors acknowledge their responsibilities for complying with the requirements of the Companies Act with respect to accounting records and the preparation of accounts.
These accounts have been prepared in accordance with the provisions applicable to small companies subject to the small companies’ regime and in accordance with FRS102 SORP.

1. Accounting policies
Basis of Accounting
These accounts have been prepared under the historical cost convention with items recognised at cost or transaction value unless otherwise stated in the relevant note(s) to these accounts.
The accounts have been prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) issued on 16 July 2014
