## **3. Governance** 

The Coore Memorial Hall (Scruton Village Hall) was originally established as a charity by a Conveyance and Trust Deed dated 28 March 1973. In 2025, it was resolved that the Charitable Trust (Reg. No. 226788) would be dissolved and all assets and liabilities transferred to the Coore Memorial Hall CIO (Reg. No. 1210938) which had been created to continue the work of the original trust with very similar charitable objectives. The CIO now operates under a new Costitution which was approved and registered with the Charity Commission on 14 November 2024. The assets and liabilities of the charitable trust were transferred to the CIO on 1[st] September 2025 which is the date that the CIO began operating. The charity trustees are the members of the charity and form the Management Committee which is responsible for running the village hall, management and financial control of the charity, its land and property. 

## **4. Appointment of Trustees** 

The appointment of trustees is governed by the new Constitution of the CIO. A maximum of 12 trustees may be elected at the Annual General Meeting. A maximum of 6 additional trustees may be appointed by other bodies that are supportive of the CIO’s Objects, as identified on a list maintained by the CIO. The bodies so listed may each appoint one trustee; except that this will always include one trustee appointed by Scruton Parish Council. A maximum of 3 individuals may be co-opted by the CIO. All trustees retire at the subsequent Annual General Meeting but can be re-elected or re-appointed if they are willing to serve. 

## **5. Policies and Procedures** 



The following policies and procedures have been adopted to guide the Management Committee in exercising its duty of care to members, employees, and users of the hall:

Copies of all procedures are available in the village hall, in the H&S File or in electronic format upon request to the Secretary. 

## **6. Conditions of Hire** 

Use of the village hall is subject to a new Hiring Agreement and Standard Conditions of Hire (based on ACRE model documents) which were approved/last amended on 19 September 2024. The Hiring Agreement and Conditions of Hire are provided and signed when bookings are made. An information sheet of instructions and safety rules is also provided to hirers. 

## **7. Licences** 

The village hall holds the following licences: 

- Premises Licence for the sale of alcohol (both on and off the premises) and for the showing of films, issued by Hambleton District Council. 

- Music Licence for performing live and recorded music in community buildings, issued by PPL/PRS Ltd. 

## **8. Risk Management** 

The Management Committee recognises that it is under a legal obligation to protect the building, its users/employees through adequate and appropriate insurance. The village hall is insured by Allied Westminster Village Guard All Risks Policy for buildings and contents (cover £900k), trustee indemnity (£100k), legal expenses (£250k), public liability (£10m), and employers’ liability (£10m). 

## **9. Health & Safety Matters** 

- Regular weekly, monthly, and quarterly safety/maintenance checks are carried out and the results recorded in the H&S File. 

- Gas appliances are tested annually by qualified personnel. 

- Portable electrical appliances are tested bi-annually by qualified personnel. 

- The mains electrical installation is checked by a qualified engineer every 5 years. 

- The Health & Safety Policies and Risk Assessment are reviewed each year, and any amendments recorded in the H&S File. 



- The Fire Risk Assessment is reviewed each year, and any amendments recorded in the H&S File. 

- Fire-fighting appliances are inspected annually under contract with the supplier. 

- Asbestos in the garage roof is rated low risk and is being managed in-situ. Warning signs have been attached, and the condition of the roof is checked annually. 

## **10.The Charity Objects** 

The provision and maintenance of a village hall for use by the inhabitants of the Parish of Scruton and the surrounding area providing facilities for recreation, meetings, lectures and other leisure-time activities for individuals and the public at large in the interests of social welfare and with the object of improving the conditions of life for the said inhabitants. 

## **11. Activities in Pursuit of Objects** 

The village hall is used on a regular basis for a variety of activities including charity coffee mornings, local art group, war-games club, rambler group meetings, village film club and Parish Council meetings. 

The hall is available for hire for private functions, meetings, talks, social functions, celebrations, quiz nights, and other fund-raising activities. The hall provides facilities in support of annual village activities including Scruton Festival, Allotment events, Thankful Village Fireworks Display and Christmas Craft Market. Every two years, the village hall hosts a Welcome Evening for newcomers to the parish. 

The village hall website www.scruton.net/villagehall has been further developed and expanded to include a live calendar, online bookings, updated hiring charges, user information and safety information. There has been an increase in booking enquiries received via the website. 

## **12. Funding Strategy** 

The strategy of the trustees is to manage the village hall budget on a self-financing basis. In addition to the hiring activities, the hall benefits from a regular monthly rental income through letting the adjoining School House as a family home to a private tenant. 

## **13. Chairman’s Report - Activities During the Year** 

Last year saw the final transition to the implementation of the CIO and the beginning of the transfer of the legal title of the Hall from the Parish Council as Custodian Trustee to the CIO. 

The tenant of School House gave notice and left at the beginning of September 2025. Work to resolve the continuing damp issue was completed by the end of the year with other plumbing and minor works continuing this year. 

As always, the chairman is most grateful for the support of all the committee members and anyone else who gives their time and skills for the benefit of the village hall. 

## **14. Future Plans** 



The rolling programme of building repairs and maintenance will continue with a view to further interior works and redecoration in 2026.
