## 2. Objectives and activities 

## **Purpose and Aims of the Charity** 

Aspeera exists to promote the social inclusion, wellbeing, and long-term stability of Eastern European migrants who experience disadvantage as a result of language barriers, cultural unfamiliarity, low income, insecure employment, or limited access to local services. Our work is grounded in the belief that every individual arriving in the UK should have the opportunity to participate fully in community life and to build a safe, fulfilling future for themselves and their families.

In line with our charitable objects, we focus 

on reducing isolation and removing the practical barriers that prevent people from engaging confidently with the world around them. We do this by providing accessible English language support, practical guidance on navigating everyday systems, and opportunities for meaningful participation in community life. Through education, training, social activities and cultural experiences, we help individuals gain the confidence, knowledge and networks they need to thrive. 

A central part of our mission is to strengthen the ability of Eastern European migrants to participate effectively in the local community. We encourage community connections, support people to engage with public services and employers, and help local agencies understand and respond appropriately to the needs of the population we serve. By raising awareness of the challenges experienced by this community—whether related to housing, employment, immigration processes or social exclusion—we play an important role in ensuring that local services evolve to become more responsive and equitable. 

Our work also includes direct advocacy and individual support, helping people to navigate complex situations that may otherwise leave them vulnerable to exploitation, misinformation or hardship. Although we do not provide clinical therapy, we are committed to promoting and protecting wellbeing through culturally sensitive social support, early intervention, and signposting to specialist services when required. Many of the individuals we work with face significant emotional stress due to displacement, instability or difficult living conditions, and our role is often the first point of trust, guidance and reassurance. 

Overall, Aspeera’s purpose is to help Eastern European migrants develop the skills, confidence and connections necessary to build secure and independent lives in the UK, while fostering a stronger, more inclusive community for the benefit of all.

## **Ensuring our work delivers our aims** 

The Trustees are committed to ensuring that Aspeera’s activities consistently advance our charitable purposes and respond effectively to the evolving needs of the community we serve. To achieve this, our aims, objectives and programme areas are reviewed regularly throughout the year and formally at least once annually. These reviews draw on a combination of quantitative and qualitative evidence, reflecting both our commitment to datainformed decision-making and the lived experiences shared within our community. 

A significant element of this process involves analysing the findings of ongoing surveys conducted by other trusted organisations with expertise in Eastern European migrant needs. These external insights are considered alongside the extensive observations gathered by our staff and volunteers through daily social support work, immigration advice sessions, community events and outreach activities. This blend of structured research and direct field engagement enables the Trustees to understand emerging trends, identify unmet needs, and anticipate future challenges. 

Our reviews also include an assessment of the achievements, outcomes and learning arising from our completed and ongoing projects. By considering what has been effective, where additional support is required and how resources can be used most meaningfully, we are able to ensure that new and continuing activities provide the greatest possible benefit to our beneficiaries. This approach helps us maintain a clear focus on impact, efficiency and relevance, ensuring that the charity’s work keeps pace with the realities faced by Eastern European migrants in Worcestershire.

Throughout this process, the Trustees refer to the Charity Commission’s general guidance on public benefit. This guidance informs our planning, governance and strategic decisionmaking, ensuring that every programme, service and initiative is aligned with our charitable purposes and offers demonstrable benefit to the community. In particular, when considering any new or expanded activity, the Trustees assess how it contributes to our established aims, how it supports those at greatest disadvantage, and how it enhances the overall cohesion, wellbeing and inclusion of the people we serve. 

## **Public benefit** 

The Trustees confirm that they have complied with their duty under section 4 of the Charities Act 2011 to have due regard to the Charity Commission’s guidance on public benefit in planning and carrying out the charity’s activities.

## 3.  Achievements and performance 

## **Charitable Activities** 

Aspeera’s charitable activities over the past year have centred on delivering practical, culturally informed support that directly addresses the barriers Eastern European migrants face in establishing stable and fulfilling lives in the UK. Through our National Lottery–funded programme, we have been able to provide a lifeline of immigration advice, language education, and employment support to some of the most isolated members of our community. This has included assisting more than 450 people with immigration matters, completing 98 successful visa applications, and supporting complex family reunification cases that required extensive, personalised guidance. Our English language programmes have combined structured learning with cultural integration activities, enabling learners not only to improve communication skills but also to gain the confidence needed to engage independently with services such as GPs, Job Centres and employers. In addition, we have supported 132 individuals with one-to-one employment guidance and helped 23 people begin or explore self-employment, while our workshops on employment rights have reached more than fifty attendees per session. These activities, grounded in trust, cultural sensitivity and lived experience, form the core of our charitable mission and demonstrate our commitment to ensuring that the needs of Eastern European migrants are met with dignity, expertise and compassion. 

Alongside our core advisory and educational work, Aspeera has delivered a vibrant programme of cultural events designed to strengthen community cohesion and create meaningful opportunities for families to connect, celebrate and feel a sense of belonging. Over the past year, we organised ten community events that brought together Eastern European residents and the wider public, offering spaces for cultural exchange, mutual understanding and shared enjoyment. One of the highlights of this programme was our Christmas Santa celebration, held across Worcester and Evesham, which welcomed more than 130 children and their families. For many recently arrived families, this event provided their first opportunity to participate in a joyful local tradition and to feel part of the festive life of their new home. These gatherings play a vital role in reducing isolation, supporting emotional wellbeing and helping families build positive local networks, complementing our wider charitable activities by nurturing the sense of community that underpins successful integration. 

Our charitable activities have also continued to prioritise the immediate wellbeing and stability of families experiencing hardship. Throughout the year, we maintained an unwavering commitment to our food-support programme, delivering six hampers a day, three days a week, across all 52 weeks of the year. This consistent effort, achieved in cooperation with Transition Worcester, resulted in almost one thousand food hampers reaching households in acute need. What may appear to be a simple act of providing food has, in practice, been one of the most effective ways of identifying hidden crises, conducting welfare checks and offering early intervention. Many of our most transformative support journeys began with these visits, which allowed us to reach families who were struggling in silence and to provide timely guidance, advocacy and practical assistance at moments when help was most urgently needed.

## **Volunteers’ contributions** 


Volunteers continue to form the backbone of Aspeera’s work, contributing time, skills and lived experience across all areas of our delivery. Many support our social assistance programme by providing community interpreting, helping beneficiaries navigate essential tasks, and assisting with simple but often overwhelming matters such as insurance claims or administrative reporting. Our food-support programme is sustained entirely by volunteer drivers, who collectively contribute around twelve hours of driving and delivery time each week, amounting to more than six hundred volunteer hours over the year. Community events rely just as heavily on volunteer involvement: each gathering is supported by at least ten volunteers and requires between thirty and forty hours of preparation, coordination and onthe-day support. Their commitment ensures that our services remain accessible, responsive and rooted in the community we serve, and their contribution is central to the impact we are able to achieve. 

In total, over 40 people have volunteered with us this year, with 18 contributing more than 10 hours on a regular, monthly basis.

## 4. Structure, Governance and Management 

## **Governing Document:** 

Constitution of a Charitable Incorporated Organisation whose only voting members are its charity trustees (foundation model constitution) 

## **How Charity is Constituted:**

## **Trustee Selection Method:** 

Under Aspeera’s foundation model constitution, the charity’s trustees are also its only voting members. Trustees are appointed by resolution at a properly convened meeting of the Board and normally serve a three-year term, after which they may be reappointed in accordance with the constitution. The minimum number of trustees is three and the maximum is twelve, ensuring both continuity and effective oversight. All trustees give their time voluntarily and receive no financial benefits from the charity, with any reimbursed expenses relating solely to the discharge of their governance duties or the performance of charitable activities on behalf of Aspeera. 

The Board seeks to maintain a balanced mix of skills, experience and perspectives, including governance, finance, administration, compliance and community engagement. Because Aspeera’s work is rooted in lived experience and in a detailed understanding of the challenges faced by Eastern European migrants, it is essential that trustees possess both professional competence and a close connection to the community we support. For this reason, Aspeera requires prospective trustees to volunteer within the organisation for a minimum of six months before being considered for appointment. This ensures that new trustees have gained practical insight into our work, understand the needs of our beneficiaries and are aligned with the charity’s values. These expectations guide our approach to identifying and recruiting new trustees and help secure strong, informed and community-led governance for the charity. 

## **Trustee Training** 

Trustees are expected to be closely familiar with the practical work of the charity and the evolving situation and needs of Aspeera's beneficiaries, receiving quarterly General Manager reports with detailed updates on all projects and activities. 

All Trustees are receiving initial training and guidance covering Health & Safety, Safeguarding, Data Protection & Online Safety and other governance and risk management areas most relevant to Aspeera's activities. In addition, various Charity Commission publications and guides are shared and signposted to for the Trustees regularly and as updated.

## **Risk Management** 


The Trustees together with the executive team and volunteers have conducted a review of the major risks to which the charity could be exposed, and as a result established a risk register. The risk register includes where appropriate systems and procedures established to mitigate these risks. The register is reviewed as a standing agenda item at the Board meetings and is used to identify focus areas for development of strategic plans to address and further mitigate any emerging or persistent risks 

## 5. Financial Review 

During the year ended 31 October 2025, the charity generated a total income of £142,128, made up of £48,750 from grants, £21,128 from donations and £72,250 from other trading activities. Total expenditure for the year amounted to £138,000, resulting in a net surplus of £4,128.  All restricted funds received during the year were fully expended in accordance with their specified purposes, and no restricted funds were held at the year end. 

## **Principal funding sources** 

The majority of the charity's income for this period is derived from grants and donations. 

## **Investment policy and objectives** 

The charity has no investments as the Trustees consider that the charity's funds should not be exposed to unnecessary risk and be immediately available to deliver its charitable activities as the needs of our beneficiaries evolve rapidly. 

## **Reserves policy** 

The Trustees have established the level of reserves that the charity ought to have, which is set at three months of staff and other operating expenditure. The present level of reserves available achieves this aim. The reserves policy is reviewed at least annually to ensure that the level of reserves remains appropriate, providing financial security and stability to the charity while preparing and implementing plans for development improvement of the charity's operations with any additional funds available. 

## **Going concern** 

After making appropriate enquiries, the Trustees have a reasonable expectation that the charity has adequate resources to continue in operational existence for the foreseeable future. For this reason, they continue to adopt a going concern basis in preparing the financial statements. Further details regarding the going concern basis can be found in the accounting policies. 

## **Overseas donations** 

The Charity has not received any overseas donations.

## **Statement of trustees' responsibilities in relation to the financial statements** 


The charity trustees are responsible for preparing a trustees' annual report and financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice). 

The trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and to enable them to ensure that the financial statements comply with the Charities Act 2011, the applicable Charities (Accounts and Reports) Regulations, and the provisions of the charity’s constitution. 

The trustees are also responsible for safeguarding the assets of the charity and hence taking reasonable steps for the prevention and detection of fraud and other irregularities. 

No funds are held by a custodian trustee.

## **Independent Examiner's Report to the trustees of Aspeera CIO** 

I report to the trustees on my examination of the financial statements of Aspeera CIO for the period ended 31 October 2025. 

## **Responsibilities and basis of report** 

As the charity's trustees you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 ('the Act'). 

I report in respect of my examination of the charity's financial statements carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner's statement** 

I have completed my examination. I can confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

- the accounting records were not kept in respect of the charity as required by section 130 of the Act; or 

- the financial statements do not accord with those records; or 

- the financial statements do not comply with the applicable requirements concerning the form and content of financial statements set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the financial statements give a 'true and fair' view which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the financial statements to be reached.

- 1 **Accounting policies** 

## **Basis of preparation** 

The financial statements have been prepared in accordance with Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic if Ireland (FRS 102) issued on 16 July 2014 and the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102) and the Charities Act 2011. 

## **Change in basis of accounting or to previous accounts** 

There has been no change to the accounting policies (valuation rules and method of accounting) since last year and no changes have been made to accounts for previous years. 

## **Fund accounting** 

Unrestricted funds These are available for use at the discretion of the trustees in furtherance of the general objects of the charity. 

Designated funds These are unrestricted funds earmarked by the trustees for particular purposes. Restricted funds These are available for use subject to restrictions imposed by the donor or through terms of an appeal. 

## **Income** 

Recognition of Income is included in the Statement of Financial Activities (SoFA) when the charity income becomes entitled to, and virtually certain to receive, the income and the amount of the income can be measured with sufficient reliability. 

Income with related Where income has related expenditure the income and related expenditure is expenditure reported gross in the SoFA. 

Donations and Voluntary income received by way of grants, donations and gifts is included in the legacies the SoFA when receivable and only when the Charity has unconditional entitlement to the income. Volunteer help The value of any volunteer help received is not included in the accounts.

## **Expenditure** 

Recognition of Expenditure is recognised on an accruals basis. Expenditure includes any VAT which expenditure cannot be fully recovered, and is reported as part of the expenditure to which it relates. 

Expenditure on These comprise the costs associated with attracting voluntary income, fundraising raising funds trading costs and investment management costs. Expenditure on These comprise the costs incurred by the Charity in the delivery of its activities and charitable activities services in the furtherance of its objects, including the making of grants and governance costs. Governance costs These include those costs associated with meeting the constitutional and statutory requirements of the Charity, including any audit/independent examination fees, costs linked to the strategic management of the Charity, together with a share of other administration costs. 

- Other expenditure These are support costs not allocated to a particular activity. 

## **Taxation** 

The charity is exempt from tax on its charitable activities. 

## **Cash and cash equivalents** 

Cash and cash equivalents comprise cash at bank and on hand, demand deposits with banks and other short-term highly liquid investments with original maturities of three months or less and bank overdrafts. In the statement of financial position, bank overdrafts are shown within borrowings or current liabilities. In the Statement of Cash Flows, cash and cash equivalents are shown net of bank overdrafts that are repayable on demand and form an integral part of the company's cash management. 

## **Trade and other creditors** 

Short term creditors are measured at the transaction price. Other creditors and provisions are recognised where the charity has a present obligation resulting from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably. Creditors and provisions are normally recognised at their settlement amount after allowing for any trade discounts due. 

## **Pension costs** 

The charity operates a defined contribution plan for its employees. A defined contribution plan is a pension plan under which the charity pays fixed contributions into a separate entity. Once the contributions have been paid the charity has no further payments obligations. The contributions are recognised as expenses when they fall due. Amounts not paid are shown in accruals in the balance sheet. The assets of the plan are held separately from the charity in independently administered funds.
