Objectives and Actlvltles
The Parochialchurch Council of WalsallStPaul{the PCCI hasthe responsibllity of co-operating
with the incumbent. the Reverend Rob HalL in promoting in the ecclesiastical parish, the whole
mission of the Church. pastoral, evangelical. social and ecumenic81. The PCC Is also splrftually
responslblè forthe maintenance otthe church areas within the building.
The PCC Is commltted to en8bllng as many people as p08$ible to worshlp 8t our church and to
become part of our paii8h communlty at Walsall St PauL The PCC maintains an overview of
worship throU￿oUt the parish and makes suggestions on how our seNices can involve the
manygroups that live within our parish. Our services and worship put faith into pr8Ctice through
prayer. scripture, music and sacrament. Also. through non-sacramental activitie$ of hospitslity
and leLIow8hlp we aim to reach non-churched m8mbers of th8 communtty.
Public Beneflt
The trustees of the PCC are aw8re of the Charity Commission's guidance on public benefit in
The Advancement of Religion for the Public B9n9fit and have had r8gard to it in their
administration of the Charity. The trustees beileve that, by promotingthe work of the Church ot
England in the Ecclesiastical Parish of Walsall St Paul it helps to promote th6 whole mission of
the Church Ipastoral. evangelistic. social and ecumenicall more effectively, wlthln the
Ecclesi88tl¢al Parlsh. and that in dolngso It provldes a beneflt to the publi¢ b
Providing facilities for publlc wor8hSp 8nd prfvate prayer, p8stW81 ¢are and $pirltual, mor81 and
Intellectual development, both forlts members 8ndfor8nyone￿o w18hes to benefitfrom th8tthe

the benefft of Indlvlduals and soclety as a whole.
Achievements and Performance
St Paul's main priority during 2025 has been to continu8 to grow a praying. worshipping and
learning community. We have welcomed new worshippers both on Sundays and Wednesdays
and held Lent ¢our$e$ as well as the usual times of study together. We h8ve begun to focus
particularty on how we engage our young children in worship. particularly on first Sundays. We
h8ve engaged the PCC and congregation with the questions of what makes St Paul's specialfor
U8 and so how might we m8ke it 8pec181 for others - our mission - and witi be reflecting on the

answers early in 2026. We have olso continued our oU￿ard giving, to Embrace, Mission for
Seafarers, Walsall Bereavement S8Mces, AblewellAthice and Itambir8 Island Seefjs of Hope.
The hope tor St Paul s is that it will continue to be and grow as a place of sanctuary, prayer and
lovingcommunityatthe heart of a busytown.
Flnanclal Review
The accounts showth8t overthe period the fln8ncl81 situation resulted in a substantial deficit
in both the general account and the property account due to loans to The Crossing.
RoseMs Pollcy
Historically, the PCC was provided with a budget for each year which was then monitor8d at
each meeting to ensure a balance on free reserves (net current assets) to enable the charity to
continue. This pra¢ti¢e was reinstat6d in 2024 and h8s contlnued into 2025.
It Is PCC policyto tryto malntain a balance on free reserves (net current assets) which
eqvates to at leastthree months unrestricted payments. This 1$ equivalent to £17.42212024:
£16,946). It is held to smooth out fluctuations in cash flow and to meet emergencies. The
balance ofthe free reseNes at the ye8r-end was £16.357 {2024'. £48,918).
The balance on free reserves is slighdy belowthe target howeverthe PCC are content with
this ligure.
Investment Policy
The charity is granted powerto inv8St In sultable investsn8nts underthe PCC Powers Measure 1956
and the Trustees Act 2000. AS 8 chBrity. the Truste88 have a duty of care to tske such 8dvice as is
8ppropr18t8 before Investments 8re undertaken. This 8dvlce18 soughtfrom the Centr81 Board of
Finance ICCLAI In London.
The charity's investment policies are based on Iwo key principles:_
Ethlcal Investment - thls includes en8urlng that investments ar8 held in companies
which have high standards of corporate governance and act in a responsible way
towards stskeholders.
Long-term responsibilities-the trustees a￿ aware of their long-temi responsibilities in
respect of the Restricted 8nd Unrestricted reserves and as 8 result follow a prudent
approach to investment decisions.
Investment pollcy for long-term fund8 is aimed primarily at generating a sustainable incom
with due regard to the need forthe preseNation of capitslvalue. andthe possible need to reaiise
investmentsto meet operationalneeds. The charity does not have a policy of generating income
at excessive or high risk- known as'purchasing income,: where high returns are guaranteed at
the expense of capitaL
In summary, the charityhas an overall pollcyto maximise incomewhlle preservingthe realvalue
of its funds. Due to the nature of the charity, an ethical investment policy is taken Into
consideration when investments are rnade:

The charity follows the Ethic81 Investment Advisory policy as recommended by the Lichfield
Diocese which includes the following:

The PCC believ8 they have fulfilled their duty under section 5 of the S8feguardingand Cle

sa*eguarding children and vulnerable adults).
Reportlng Serious Incidents
A Serious Incident is an adverse event, whether actual or allegèd, which results in or risks
significant harm to the charity's béneficiaries. employees, office holders. volunteers orto
others who come into contactwith the charlty through its work, loss ofthe charity's money or
assets, damage to the charity's property or harm to the charlty's work or reputstion.

Fundraising
The PCC takes it fundraising responsibilities serlously and is very gr8tefultO 811 donors-
whether regular or occasional-for their support of the church and church events. PCC
supporters are rbever taken for grÉnt&d. The PCC take full responsibility for fundr8isingand do
not use commercial organisations or prof8ssionalfundraisers. All money rais8d is either by
donations. fundraising events. special app8als or legaci98 or property rental lor whlch the PCC
are most grateful.
Volunteers
The m6mbèrs ofthe PCC would like to thank 811 th8 volunteers who work so hard to make our
Church function.
Rlsk Management
The risk management of thè bullding is th8 r8sponsibilty ot the Crosslng Companywho advise
ofanyproblems or risksth8tmayaffectth8church areas.TheChurch Wardens maintain Risk
Assessmentfor all actNlties under their control and se8k to meet regularlywith thè
Operations Managerto discuss matters of concern. We have safeguarding policies In place for
child protection and forworkwlth vulnerable adults, including rigorous DBS checking of

volunteers. Ourinsuranc8s are reviewed 8nnuallyto ensure adequate cover. An infomial
review of any new risks which may impact the work of the Church in the Parish is ongoing.
Structure, Governance and Management
The PCC is a Body Corporat8 established bythe Church of England and reglstered with the
Charty Commission as The Parochial Church Councll of the Eccleslastical Parish of Walsall
St Paul11210516}. The PCC is governed by the Paro¢hi81 Church Council Powers Measure
119561 as amended that came into effecton 2 January 1957, and the Church Representstion
Rules (contained in Schedul83tothe SynodicalGovernmant Measure 1969 as amended).
The method of appointment of the PCC members is set out in the Church Represent8tlon
Rules. The Council comprises the In¢umbent, the Churchw&rdens. a representative of the
Readers, those elected to the Deanerysynod. and other members who are elected at the
Annual Parochi81Church Meeting, bythose on the Elector81 Roll. The PCC members receive
training from courses run by the Diocese. Members of the congregation are always urged to
join the E18Ctoral Roll. and to stand for election to the PCC.
The PCC members are responsiblefor makingdecisions on allmatters ofgeneral¢onc8rn and
importance in the parish. and for atLfinancialmatters. The PCC met7times during2025.

Gibbard legacy, received in 2022, h88 been ijesignated to fund alterations to th& Day Chapelto make it

The Church Is subject to a Lease dated 1" November 1995 between the Llchfield Dloce$an Board of
Finance and the Pccfor 99 years from 1rt November 1994 at nil rent. This Is sub-lgt to The Crossing
Ltd by the PCC. 8nd the terms ore covered by an under-lease also dated 1¥1 November 1995.
The Fordbrook Court properties each have 61 years remaining on their leoses while 143 Friary
Crescent has 106years remainin& These leases wlll be amortised over the final 50 years of their
loases.

The PCC owns the leasehold of 5 let properties at 9 Fordbrook Court. 20 Fordbrook CourL 23
Fordbrook Court, 29 Fordbrook Court and 143 Priory Crescent. They also own 50 % otthe
leasehold of 14 Fordbrook Court. All ofthese propert18s are shown in the Accounts at cost.

The Fordbrook Court properties each have 60 years remaining on their lease, whilst 143 Priory
Crescent has 105 years remaining. These leases will be amortised over the final SO years of
their leases.
