## **1 Introduction**
Burngreave Foodbank was founded in 2012 by Rock Christian Centre in Sheffield in response to the growing need for emergency food support within the local community. Today the foodbank operates from two centres in Burngreave and Darnall, delivering four foodbank sessions each week to support individuals and families facing financial hardship.
Burngreave Foodbank was formed as a new, separate registered charity in England and Wales on 11 October 2024 (Charity number 1210429) and operates as a Charitable Incorporated Organisation. The charity is governed by a constitution adopted on the same date.
The charitable aims of Burngreave Foodbank are:
**' The prevention or relief of poverty in Burngreave and the surrounding areas or such wider area as may seem appropriate from time to time by providing food and other items, services and advice to individuals in need and/or charities or other organisations working to prevent or relieve poverty, and in particular by providing emergency food supplies to people of all or no faith and helping those in crisis including signposting to other organisations.'**
**We are grateful to Rock Christian Centre (Burngreave) and Living Waters Church (Darnall) for hosting our foodbank centres free of charge. The space provided represents an estimated in-kind contribution of £28,970 per year, which makes a significant difference to the sustainability of the foodbank.**

## **2 Staff and Volunteers**
Burngreave Foodbank has a small team of 5 part-time staff members who support the delivery of the foodbank’s services and activities, including Rachel Snow, our Centre Manager.
The work of Burngreave Foodbank is made possible through the dedication of its volunteers. Around **45 volunteers** regularly support the foodbank, helping with weekly sessions, ongoing operational tasks
and special events throughout the year. Many volunteers contribute their time on a weekly or monthly basis, while others assist with seasonal activities such as Christmas support and community collections.
**During the year volunteers contributed an estimated 5,540 hours of their time, representing an in-kind value of approximately £74,513 based on the UK Real Living Wage.**

## **3 Food Donations and Purchases**
Burngreave Foodbank is able to support people in crisis thanks to the generosity of the local community and partner organisations who donate food throughout the year.
Donations are received from a wide range of sources including charities, churches, community groups, local businesses, schools and education providers, individual supporters, supermarkets and other bulk food distributors. These donations are collected, sorted and checked by volunteers before being distributed to individuals and families referred to the foodbank.
During the year 16,197 kg (approximately 16.2 tonnes) of food was donated to Burngreave Foodbank. Based on an estimated value of £1.75 per kilogram, this represents approximately £28,300 worth of food donated by the community.
However, due to the high demand for food parcels, as well as the need to ensure parcels contain essential staple items, accommodate specific dietary requirements, and provide balanced and nutritious options, the foodbank also needed to purchase a significant amount of food. During the year 28,060 kg of food was purchased to supplement community donations.
Overall, this means that **63% of the food distributed during the year was purchase** d, while 37% was donated, reflecting the increasing pressure on foodbanks to buy food in order to meet growing need and maintain consistent food supplies.

## **4 Achievements and Performance**
## **Emergency food provision**
## **During the year a total of 4,275 foodbank vouchers were fulfilled, supporting 8,090 people, including 5,847 adults and 2,244 children.**
People access the foodbank through a referral system, where trusted local organisations identify individuals and families facing financial crisis and issue vouchers for emergency food support.
Just over 80% of vouchers were fulfilled through the Burngreave centre, with around 20% through the Darnall centre, ensuring support is accessible across the local community.

## **Citizens Advice Support**
_Burngreave Foodbank also funds specialist advice provision delivered by Citizens Advice Sheffield, enabling people accessing the foodbank to receive professional advice and casework support alongside emergency food provision. Many clients face complex challenges including debt, benefit issues and housing difficulties, and this service helps address the underlying causes of financial hardship._
_Since the service began in August 2022, a total of 386 people have been supported through the advice provision delivered alongside the foodbank. The service has secured £398,789 in confirmed or expected financial gains for clients averaging £1,033 per person._
Advisers estimate that for 36% of clients, the advice work helped resolve the issues that had led to their need for emergency food support.
Between April 2025 and December 2025, 89 people accessed the advice service, receiving support to tackle 415 different issues, an average of 4.6 issues per client, highlighting the multiple challenges faced by those using the service.
_**Based on average outcomes achieved to date, our clients recover an estimated**_ **£5.65 in financial gains for every £1 the foodbank invested in Citizens Advice support.**
## _**Case Study – Supporting a vulnerable client**_
_A client attending the Darnall Foodbank had complex mental health needs, learning difficulties and physical health conditions. She received a Universal Credit migration notice but struggled to understand the process due to limited IT skills and access to communication._
_Through ongoing support, the adviser liaised with the Department for Work and Pensions, ensured the client received enhanced support for vulnerable claimants, and helped complete her Universal Credit claim. Housing payments were arranged directly to her landlord and she was supported with an advance payment while waiting for her first Universal Credit payment._
_Without this support it is likely the client would have missed the migration deadline and lost access to vital benefits._

## **Referral Partnerships**
Burngreave Foodbank works with a wide network of organisations who are able to identify people facing financial hardship and refer them for support. During 2025, nearly 200 different partner agencies issued foodbank vouchers.
These referral partners include community and voluntary organisations, housing providers, local authority services, health professionals, advice agencies, schools and faith organisations. Working with trusted referral partners helps ensure that support reaches those who need it most while also enabling people to access wider support services.
## **Reasons for Referral**
People are referred to Burngreave Foodbank for a wide range of reasons, reflecting the complex financial and personal challenges faced by many households. The chart below highlights the six most common reasons for referral during the year.
Alongside these most common factors, referrals were also linked to a range of other issues including unexpected expenses, increased household costs, unemployment, benefit sanctions or deductions, domestic abuse, relationship changes, loss of support from family or friends, and delays in receiving other income. These figures highlight that many people accessing the foodbank are experiencing multiple and overlapping difficulties rather than a single financial problem.

## **5 Financial Review**
## Review of financial performance
During the period, total incoming resources amounted to **£190,594** . The primary component related to donations from supporters, which amounted to **£160,706** . Included within this figure is a **one-off transfer of £108,002 from Rock Christian Centre (charity number 1163895)** , where Burngreave Foodbank previously operated under fiscal hosting arrangements. This transfer represents funds previously held on behalf of the foodbank prior to its registration as an independent charity.
Total expenditure during the period was **£127,802** , of which the primary components were **staff costs (£59,874)** , **grants payable (£31,717)** and **foodbank running costs (£30,349)** .
The charity reports an **overall surplus of £62,792** , which consists entirely of unrestricted funds. However, this position reflects the one-off transfer described above. **Excluding this transfer, the underlying position for the year would represent a deficit of approximately £45,210** , reflecting the continued high costs of operating the foodbank alongside a reduction in grants and funding.
In response to this position, the trustees have prioritised strengthening fundraising activity, including the appointment of a fundraiser during the year to help secure sustainable income. The trustees will continue to monitor income and expenditure closely to ensure the long-term sustainability of the foodbank’s services.
**Regular income fell short of operating costs by over £45,000, prompting increased focus on fundraising to ensure future sustainability.**
## Reserves policy
At the end of the financial period, the total reserves of the charity amounted to £62,792. The Trustees have a reserves policy and consider it prudent to maintain sufficient reserves, not invested in tangible assets but kept unrestricted, to enable the payment of normal running costs. This is set at three months’ costs. The trustees are satisfied that the financial position of the charity meets the requirement of this policy.

## **6 Structure, Governance and Management**
The charity is governed by a board of trustees who are responsible for overseeing the strategic direction, governance and financial management of the organisation.
Trustees are appointed in accordance with the charity’s governing document and serve on a voluntary basis. The trustees have the authority to appoint and remove trustees where appropriate in order to ensure the charity has the skills and experience needed to fulfil its charitable aims.
## The charity trustees for the year were: **Jonathan Charles Watts (Chair), Paulette Agatha ForbesWilliams, Paul Jonathan Hunt, John Gregory Norton (Treasurer) and Alan Butler.**
The trustees schedule approximately four meetings a year, to review the work of the foodbank and oversee the strategic direction of the charity. All meetings are fully recorded with clear decisions and action points. Regular updates on activities and finances were provided to ensure that the trustees maintained appropriate oversight of the organisation.
The trustees also ensured that the charity continued to operate in accordance with its governing document and Charity Commission guidance. The annual report and accounts were submitted to the Charity Commission and the required annual return was completed.
## **7. Public Benefit**
The trustees take their responsibilities seriously and are confident that the organisation’s activities meet the public benefit guidance of the Charity Commission.
Where required, the foodbank aims to accommodate dietary requirements and to ensure that support can be accessed by those who may face barriers to collection due to illness, disability or other circumstances.
## **Internal Controls and Risk Management**
The Trustees have overall responsibility for the charity’s internal controls and risk management procedures.
The Trustees recognise that the nature of some of the charity’s work requires acceptance and management of some risk in order to achieve its charitable objectives, and are satisfied that systems and controls in place are sufficient to monitor, manage and mitigate the charity’s exposure to these risks.
The Trustees regularly review any significant risks facing the charity and this review will continue in the coming year.

## **8 Plans for Future Periods**
## **Burngreave Foodbank expects demand for emergency food support to remain high in the coming year and will continue to focus on ensuring that individuals and families in crisis are able to access support quickly and with dignity.**
The charity will continue to operate its two foodbank centres in Burngreave and Darnall, delivering four weekly sessions and working closely with referral partners to ensure support reaches those most in need. Alongside emergency food provision, the foodbank will continue to support clients in addressing the underlying causes of financial hardship, including through the advice service delivered by Citizens Advice Sheffield.
A key priority for the coming year will be strengthening fundraising and developing more sustainable sources of income to meet the increasing costs of delivering services, particularly the cost of purchasing food and providing advice support. The charity has appointed a fundraiser to help expand relationships with community supporters, churches, businesses and grant funders.
The trustees will continue to review income and expenditure carefully to ensure the long-term sustainability of the foodbank’s services while maintaining support for those in crisis.

I report to the trustees on my examination of the accounts of Burngreave Foodbank (“the charity”) for the period ended 31[st] October 2025.
## **Responsibilities and basis of report**
As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the charity’s accounts carried out under section 145 of the Charities Act 2011 (“the Act”) and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
## **Independent examiner's statement**
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
1. accounting records were not kept in respect of the charity as required by section 130 of the Act; or
2. the accounts do not accord with those records; or
3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair view’ which is not a matter considered as part of an independent examination.

## **1. General information**
The charity is a public benefit entity and is registered in England and Wales. The address of the registered office is Rock Christian Centre, 179 Spital Hill, Sheffield, S4 7LF **.**
## **2. Statement of compliance**
These financial statements have been prepared in compliance with FRS 102, 'The Financial Reporting Standard applicable in the UK and the Republic of Ireland', and the Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (Charities SORP (FRS 102)).
## **3. Accounting policies**
## **Basis of preparation**
The financial statements have been prepared on the historical cost basis. They are prepared in sterling, which is the functional currency of the charity.
## **Going Concern**
The trustees consider that there are no material uncertainties around the charity’s ability to continue as a going concern.
## **Income**
Income is recognised when the charity has entitlement to the funds, any performance conditions attached to the item of income have been met, it is probable that the income will be received and the amount can be measured reliably.
## **Expenditure**
Expenditure is recognised once there is a legal or constructive obligation to make a payment to a third party, it is probable that settlement will be required and the amount of the obligation can be measured reliably. All costs are allocated to expenditure categories reflecting the use of the resource. Direct costs attributable to a single activity are allocated directly to that activity. Shared costs are apportioned between the activities they contribute to on a reasonable, justifiable and consistent basis.
Irrecoverable VAT is charged as a cost against the activity for which the expenditure was incurred.
## **Debtors**
Trade and other debtors are recognised at the settlement amount due after any trade discount offered. Prepayments are valued at the amount prepaid net of any trade discounts due.
## **Cash at bank and in hand**
Cash at bank and cash in hand includes cash and short term highly liquid investments with a

short maturity of three months or less from the date of acquisition or opening of the deposit or similar account.
## **Creditors**
Creditors and provisions are recognised where the charity has a present obligation resulting from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably. Creditors and provisions are normally recognised at their settlement amount after allowing for any trade discounts due.
## **Financial instruments**
The charity only has financial assets and financial liabilities of a kind that qualify as basic financial instruments. Basic financial instruments are initially recognised at transaction value and subsequently measured at their settlement value with the exception of bank loans which are subsequently recognised at amortised cost using the effective interest method.
## **Pension costs**
The company offers a defined contribution pension scheme for its employees. There are no further liabilities other than that already recognised in the Balance Sheet.
## **Income tax**
The charity is exempt for taxation on its income and gains where they are to be applied for charitable purposes.
## **Operating leases**
Lease payments made under operating lease contracts are charged to the SOFA on a straight line basis over the lease period.
## **Fund accounting**
Unrestricted funds are available for use at the discretion of the trustees to further any of the charity's purposes.
Designated funds are unrestricted funds earmarked by the trustees for particular future projects or commitments.
Restricted funds are subjected to restrictions on their expenditure declared by the donor or through the terms of an appeal, and fall into one of two sub-classes: restricted income funds or endowment funds.
## **Tangible assets**
Tangible assets are initially recorded at cost, and subsequently stated at cost less any accumulated depreciation and impairment losses. Any tangible assets carried at revalued amounts are recorded at the fair value at the date of revaluation less any subsequent accumulated depreciation and subsequent accumulated impairment losses.

Depreciation is calculated so as to write off the cost or valuation of an asset, less its residual

The preparation of the financial statements requires management to make judgements, estimates and assumptions that affect the amounts reported. These estimates and judgements are continually reviewed and are based on experience and other factors, including expectations of future events that are believed to be reasonable under the circumstances.

## **16. Related party transactions**
The total amount of donations funded by trustees in the period was £100. One of the charity’s employees is married to one of the charity’s trustees. Total remuneration for this employee amounted to £4,347 within the financial period. The trustees are satisfied that their HR processes are sufficient to mitigate any conflict of interest arising from this arrangement.
The charity are grateful to receive support from The Trussell Trust, who provided grant income totalling £25,319 in the period, alongside a number of donations-in-kind. The charity had no other transactions with related parties in the period to 31[st] October 2025, other than those items disclosed in note 9.
