2. Structure, Governance and Management

The Reading Reform Foundation is a Charitable Incorporated Organisation (CIO), registered with the Charity Commission on 4[th] October 2024. It is governed by its constitution, which sets out the charity’s purposes and the arrangements for its administration. Trustees are appointed in accordance with the constitution by the existing trustee body. The trustees meet regularly to oversee the charity’s work.

Management

The trustees are responsible for all decisions. The charity has no paid staff; all work is carried out voluntarily by trustees and supporters.

3. Objectives and Activities

Main activities undertaken to achieve these purposes

The RRF provides information, mainly online through the RRF website (readingreform.org). This information is shared on social media from time to time. The content includes advice about how to teach reading and writing, background information about the English alphabetic code, research and evidence about the teaching of reading and writing, links to further discussion and evidence, articles on relevant topics, and contact details to allow questions that members of the RRF can respond to.

4. Achievements and Performance During the Year

Trustees attended regular online meetings (nearly once a month).
The RRF gained official status as a CIO with the Charity Commission in October 2024.
The RRF opened a bank account with CAF Bank Limited (a subsidiary of the Charites Aid Foundation) in January 2025.
A new website was designed for the RRF, to provide clearer explanations of evidence- based reading instruction. (This website was finally published in May
2025.)
Committee members were involved in their own work with activities and discussions related to the aims of the RRF. They reported these at RRF meetings.
The Welsh government invited Elizabeth Nonweiler, in her role as Chair of the RRF, to join their “Expert Reading Panel”. She attended meetings with panel members and reviewed draft statements.

5. Financial Review

The RRF received no funds over the period and had only a few expenses, as in the accounts submitted to the Charity Commission.

The principal income during the year was a donation of £5,329.24 transferred into the new CAF bank account in January 2025. This represented funds previously held temporarily in trust by the Chair while the charity waited for charitable status and the opening of a suitable charity bank account.

Expenditure was minimal and related primarily to website hosting, administrative costs, and essential operational expenses.
