## 1. Introduction 

The Trustees present their Annual Report together with the financial statements of **Victory Worship Centre Oxford** for the period ended on 31[st] March 2025. This report has been prepared in accordance with the requirements of the Charities Act 2011. 

Victory Worship Centre Oxford exists to advance the Christian faith and to serve the community through worship, teaching, prayer, pastoral care, and outreach activities. During the year, the Trustees have sought to remain faithful to this mission while strengthening governance, supporting ministry activities, and responding to the needs of the local community in Oxford.

period, as the charity’s gross income is below the statutory threshold. 



## 3. Structure, Governance and Management 

## 3.1 Structure 

Victory Worship Centre Oxford is a Charitable Incorporated Organisation (CIO) registered with the Charity Commission for England and Wales. The charity is governed by a Board of Trustees who are responsible for the overall control, governance, and strategic direction of the charity. 

During the reporting period, the Board comprised three trustees, one of whom acts as Chair. All trustees share collective responsibility for decision-making, policy setting, financial oversight, and ensuring that the charity operates in accordance with its governing document and applicable charity law. The Chair is also a trustee and has no additional voting rights beyond those of other trustees. The trustees meet regularly to review the activities, finances, and governance of the charity and to ensure that the charity’s activities continue to further its charitable objectives. 

## 3.2 Governance Documents 

Victory Worship Centre Oxford is governed by its charitable constitution and is registered with the Charity Commission for England and Wales. 

## 3.3 Trustees 

The trustees serving during the period were as follows: 

Wilson Palackal Abraham – Chair 

Jessy Shiju Panicker – Trustee 

Narayanan Byju Malakunnel – Trustee 

Wilson Palackal Abraham has served as Chair throughout the reporting period. Jessy Shiju Panicker and Narayanan Byju Malakunnel were appointed as trustees on 19 September 2024. 



The trustees are responsible for preparing the Trustees’ Annual Report and the financial statements in accordance with applicable law and regulations. They are also responsible for maintaining proper accounting records, safeguarding the assets of the charity, and ensuring that the charity operates in line with the requirements of the Charities Act 2011 and Charity Commission guidance. 

## 3.4 Induction and Training 

New Trustees receive an induction covering their legal duties and 

responsibilities, the charity’s governing document, safeguarding requirements, and recent financial information. Ongoing training is encouraged to ensure Trustees remain informed of good charity governance practice. Teachers and support workers have also undertaken Safeguarding training. 

## 3.5 Risk Management 

The Trustees have assessed the major risks to which the charity is exposed and are satisfied that systems and procedures are in place to mitigate these risks. Key areas reviewed include: - safeguarding of children and vulnerable adults; - health and safety; - data protection and compliance. No major risks have been identified. 

Risk is reviewed periodically by the Trustees and updated as necessary. 

## 3.6 Safeguarding 

Victory Worship Centre Oxford is committed to safeguarding and promoting the welfare of children, young people, and vulnerable adults. The charity has an upto-date safeguarding policy, and Trustees ensure that appropriate procedures and training are in place for all relevant volunteers. The charity is registered with Thirtyone:eight and DBS checks have been conducted for all volunteers. 



## 3.7 Public Benefit Statement 

The Trustees confirm that they have had due regard to the Charity Commission’s guidance on public benefit. The charity’s activities are open to the public and are intended to benefit the wider community through the advancement of religion, community engagement, pastoral support, and outreach. Several activities have been conducted to support the community, provision of weekly meals for students and people in need, provision of support and guidance especially for people looking to settle within the areas of Oxfordshire. 

## 4. Objectives and Activities 

## 4.1 Charitable Objectives 

High level objectives of the Charity is to advance the Christian faith in accordance with evangelical and Pentecostal beliefs; - to provide regular public worship, teaching, and prayer; - to engage in outreach and community activities that demonstrate Christian compassion and service. 

The main objective of the charitable company is the advancement of Christianity for the benefit of the public. We aim to do this in the following ways: 

- To worship God, the Father, Son and Holy Spirit Teach the word of God (The Bible) 

- To proclaim that men and women should repent and believe in Jesus Christ as Savior and Lord 

- To be generous to our community by sharing our Christian belief of "love your neighbor" In setting our objectives and planning our activities, the trustees have regard to the Charity Commission's public benefit guidance when exercising any power or duties to which the guidance is relevant. 



## 4.2 Activities during the year 

For the period of 19[th] September 2024 to period ended 31 March 2025, Victory Worship Centre Oxford carried out the following key activities in furtherance of its objectives: - regular worship services, prayer meetings, and Bible teaching; - pastoral care and support for members of the congregation and wider community; - evangelistic and outreach activities within Oxford; - support for individuals and families in need through prayer, practical assistance, and signposting to local services like housing, schools, other logistical support. 

The Trustees believe these activities have contributed positively to the spiritual and social wellbeing of those involved. 

Additionally, Victory Worship Centre Oxford weekly gatherings and activities continued. Sunday gatherings saw around 150 -200 people in attendance every week, including adults and children. The children’s Sunday School regularly welcomed 50 + children aged between 4 and 12 years, and another 15 children aged between 0 and 4 years. The youth group continued twice monthly as an opportunity for teenagers to connect, learn from the Bible and socialise. Group leaders of the relevant groups are DBS checked and support the groups on a roster system. The Church ran midweek Bible study and course to enable church people to explore their faith in more depth, as part of the object of the advancement of the Christian faith. Partners were also encouraged to join midweek Groups to connect with each other and grow in their faith. The Church saw many newcomers in 2024, so there was a continued emphasis on ways of welcoming them and integrating them into the church community; through lunches, meet and greet, house groups leading to increase in membership. Victory Worship Centre Oxford is committed to supporting students at the University of Oxford and Oxford Brookes as they start, and/or continue, their studies in the city. There were several welcome events during the year including during Christmas time. 



## 4.3 Volunteers 

The charity benefits significantly from the contribution of 50 volunteers who support worship, administration, pastoral work, and community outreach. The Trustees wish to record their sincere thanks for the commitment and service freely given throughout the year. 

## 5. Financial Review 

## 5.1 Results for the Period 

The charity commenced operations following its registration as a Charitable Incorporated Organisation on 19 September 2024. An opening balance of £111,000 was transferred to the charity at incorporation. 

During the period from 19 September 2024 to period ended 31 March 2025, the charity received total income of £36,456.57, which arose primarily from tithes and offerings. Total expenditure for the period amounted to £23,608.63, and was applied in furtherance of the charity’s objects, including worship services, ministry and outreach activities, safeguarding and compliance training, hospitality, and operational costs. 

The charity recorded a net surplus for the period of £12,847.94. As a result, the charity held a closing balance of £123,847.94 at period ended 31 March 2025. All funds held at the year end were unrestricted and available to support the ongoing work and future activities of the charity. 



## 5.2 Reserves Policy 

The trustees have reviewed the level of reserves held by the charity and consider it appropriate to meet current operational requirements and to support the future development of the charity’s activities. Reserves are held to ensure the charity can meet its financial commitments as they fall due, respond to unforeseen circumstances, and maintain stability in the delivery of its charitable objects. 

The trustees monitor reserve levels on an ongoing basis and will continue to review the adequacy of reserves regularly, considering planned activities, potential risks, and the financial position of the charity. 

## 5.3 Trustees’ Responsibilities Statement 

The Trustees are responsible for preparing the Trustees’ Annual Report and the financial statements in accordance with applicable law and regulations.

## 7. Independent Examiner's Report to the Trustees

Charity Number : 1210122 

I report to the trustees on my examination of the accounts of Victory Worship Centre Oxford for the year ended 31 March 2025, comprising the Receipts and Payments Account and the Statement of Assets and Liabilities. 

Responsibilities and Basis of Report 

The trustees are responsible for the preparation of the accounts in accordance with the Charities Act 2011 and for maintaining proper accounting records. 

I report in respect of my examination of the accounts carried out under section 145 of the Charities Act 2011 and in accordance with the applicable Directions issued by the Charity Commission. 

An independent examination includes a review of the accounting records, bank statements, and a comparison of the accounts with those records. It does not constitute an audit and does not provide the level of assurance required for an audit opinion. My work relied on information and explanations provided by the trustees. 

Independent Examiner's Statement 

I have completed my examination. Based on that examination, no material matters have come to my attention which give me reasonable cause to believe that, in any material respect: 

· accounting records were not kept in accordance with section 130 of the Charities Act 2011; or 

· the accounts do not accord with those records; or 

· the accounts do not comply with the applicable requirements of the Charities (Accounts and Reports) Regulations 2008, other than any requirement that the accounts give a true and fair view, which is not considered as part of an independent examination. 

I have no concerns and have come across no other matters to which attention should be drawn to enable a proper understanding of the accounts.
