## **Annual report of the Parochial Church Council** 

The Parochial Church Council (PCC) of St Peter Le Poer, Friern Barnet, within the Edmonton Area of the Diocese of London, is the legal entity responsible for the parish church of St Peter Le Poer. The name commonly used by the church is St Peter’s Muswell Hill (‘St Peter’s’). 

This report covers the period from 1 January 2025 to 31 December 2025. 

The PCC is registered as a charity in England and Wales with the Charity Commission, with charity number: 1209880. 

## **Objectives and activities** 

The PCC of St Peter’s has the responsibility, together with the Vicar, for promoting the whole mission of the Church of England in its local parish. This responsibility covers evangelistic, pastoral, social and ecumenical matters. In planning its activities, the PCC has considered the Charity Commission’s guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion. 

The main activities of the charity during the period have been: 

- The provision of regular services of Christian worship at the parish church of St Peter’s, both on Sundays and during the week 

- Outreach to the local community, including a community café and family activities such as Chat & Play 

- Mid-week bible study activities and prayer meetings, frequently meeting in the homes of members of the church 

- Grants to individuals or other organisations engaged in Christian ministry 

The PCC also has maintenance responsibilities for the Church building, the attached hall and offices, and the house occupied by the Vicar. (No housing is provided to other clergy or staff members.) 

## **Achievements and performance** 

Throughout the year our energies have been directed to fulfilling our vision of being a church committed to “Making and Maturing Disciples of the Lord Jesus Christ”. 

Our outreach to the local community has been worked out through our regular Community Café and craft afternoon on a Thursday and our “Chat&Play” toddler group and FAB Club, our afterschool club for primary age children. We also run Family Fun days each term to welcome our local community and a Holiday Club for children each year. The staff team have continued to lead school assemblies twice a term in Coppetts Wood School, in partnership with Pathway, and maintain links with Hollickwood School. We have also run our “Jesus in his own words” course for those wanting to explore the Christian faith in more detail from the bible. 

This year has also seen a fruitful partnership with London City Mission as we have been trained in and implemented a programme of regular door to door outreach visiting on a weekly and occasional Sunday basis.

A particular outworking of our desire to “mature disciples” is seen in our midweek discipleship groups. We have a Tuesday morning men’s group (meeting over Zoom), three Tuesday evening groups and one Thursday evening group meeting in homes, as well as a women’s group that meets on a Thursday morning before Community Café. 

Over the course of the year we have followed sermon series on “Freed to Serve” from 1 Corinthians 8-10, “The Discipleship Agenda” from Matthew 4-7, “The Kingdom of God is like..” from the Parables in Matthew 18-22, “Prayers under Pressure”, “Not ashamed!” from Romans 1-5, “The Life of Faith” from Hebrews 11-13, “Who is this Jesus” from Matthew 8,9, and “Advent Warnings” from Jeremiah. 

Our dependence on God in prayer has been reflected in our monthly prayer gatherings on the “First Tuesday” of each month, where we prayed for our outreach and discipleship and the work of our Mission Partners around the world. We have also introduced a regular Friday morning breakfast prayer meeting. 

Our thanks go to so many who volunteer to serve in these areas of ministry in our church life, whether in the more visible leadership of groups or contributing to our music and worship on Sundays or serving behind the scenes. 

Particular thanks go to those on the staff team - Clare Hendry, Honorary Assistant Minister, who, alongside other pastoral ministry, coordinated the ministry amongst women, Beth Collins who served as our administrator and pastoral worker amongst children and families until her marriage in June 2025 and Sam Reeder who stepped into Beth’s role on an interim basis from September 2025. John Lenton, a retired minister with “Permission to Officiate”, is also a great help in our ongoing ministry. 

## **Electoral roll** 

The electoral roll determines eligibility to vote at the Annual Meeting of Parishioners and at the Annual Parochial Church Meeting (APCM), and to stand for election to the PCC. The electoral roll is revised each year in advance of the APCM. In April 2025, the roll was completely renewed, as it is every six years. In April 2026, it was revised with 94 on the roll (2025: 93), with four removed and five added. 

## **Maintenance of church buildings** 

The PCC aims to keep the church building in a good condition, making it look as inviting as possible, to support the church family life and outreach to the community. 

In addition to routine maintenance, the main items of work carried out during the year were: 

- new non-slip flooring was laid in the accessible toilet and painting was completed 

- levelling up the floor in the flower cupboard, making it easier for storage of large items like monitors 

- repairs to the wall on Colney Hatch Lane at a cost of £3.900. 

The wall on Albion Avenue by the carpark entrance has suffered repeated damage. The Building Committee is looking for ways to remedy this and to make it less vulnerable.

During the year, the PCC appointed Olga Vladic-Weal Architecture as the Quinquennial Inspector. The report was completed in August 2025. The Building Committee has reviewed the report and recommendations and is developing a pragmatic prioritisation. The highest priority items highlighted in the report were: 

- flashing missing on the south porch 

- brickwork in need of extensive repair/repointing 

- deterioration of the flooring in the aisle of the church, which has now been addressed. 

The Building Committee aims to contract for the roofing work and for brickwork related repairs during 2026. Finding suitable, experienced and cost-effective contractors has continued to be challenging. 

Green Tree Safety have again carried out an annual health and safety survey. No major issues were identified. 

## **Safeguarding** 

St Peter’s Church is committed to providing a safe environment for children and adults to participate in its services and ministries. 

St Peter’s PCC has complied with the duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 (duty to have regard to House of Bishops’ guidance on safeguarding children and vulnerable adults). The safeguarding policy was last approved by St Peter’s PCC on 18 May 2025. This is displayed on the Church website and in the Church Hall, along with contact details for those wishing to obtain advice or to raise safeguarding concerns. 

St Peter’s volunteers and paid staff who work with children, young people or vulnerable adults are recruited in line with the Church of England’s Safer Recruitment guidelines and appropriate DBS clearance is sought. During 2025 and 2026, St Peter’s Church partnered with teams from London City Mission, for community outreach, and Pathway, for the Easter Experience event. These organisations recruited their own workers but provided evidence of DBS clearance to St Peter’s where roles required this. An updated Statement on the Recruitment of Ex-Offenders was approved by the PCC in July 2025. This is provided to all applicants for roles requiring safeguarding checks and is also available by request to the office. 

St Peter’s volunteers and paid staff who work with children, young people or vulnerable adults complete regular, mandatory safeguarding training, including domestic abuse training, which is now a Church of England requirement for those working with children, as with adults at risk of harm. Prompts are now sent directly from the parish safeguarding dashboard to individuals needing training or refresher training. In addition, seven of St Peter’s volunteers and staff team attended emergency adult and paediatric first aid training in February. 

Risk assessments are carried out and updated as required for activities in the Church. The Vicar and the Church Safeguarding Officer meet every one to two months to review safeguarding needs and concerns. In the last year, the London Diocesan Safeguarding Team has been consulted about one issue of safeguarding concern and their guidance followed. 

The PCC is immensely grateful to St Peter’s Church Safeguarding Officer Sue Upcott and Wendy Franklin, Safeguarding Administrator, for their leadership and support over the last year.

## **Haringey Deanery Synod** 

Deanery synods provide one of the formal links between parishes and the wider structures of the Church of England. St Peter’s clergy and three lay members of the PCC have been members of the Haringey Deanery Synod. This met in March 2025 to consider how our relationship with creation might be transformed and again in June 2025 to hear from the Bishop of Edmonton, Rt Revd Anderson Jeremiah, on his brief for Racial Justice in the Diocese of London. It met in again in October 2025 with the leader of Haringey Council to discuss links between the Council and local churches. 

## **Financial review** 

The financial needs of the PCC have been generously met. In 2025, income grew, while costs were well controlled. Total income for the year was £288,466, as a result of growth in donations, as well as exceptional grant income from Grace Church, Muswell Hill. Despite inflationary cost pressures, total expenditure fell year-on-year, largely because of the absence of major building work in a Quinquennial Inspection year and because of a staff vacancy. Total expenditure during this period, on the charity’s activities and on grants, amounted to £162,098. This resulted in a net surplus for the year of £126,368. Excluding the grants from Grace Church, Muswell Hill, this would have been a surplus of £12,457.

The charity’s principal sources of funds continue to be donations from members of the church family (with associated Gift Aid) combined with income from renting out the St Peter’s church hall. The PCC is immensely grateful to God and to the church family for their continuing financial support. Unrestricted income from donations, including associated gift aid, was £139,171 (2024: £116,993), an increase of 19% from some new regular givers, as well as from existing donors increasing their support. A one-off donation of £5,000 was made towards the purchase of new audio-visual equipment. Church hall lettings remain challenging and were less

than the previous year at £24,095 (2024: 25,400). Additionally, St Peter’s received grants from Grace Church, Muswell Hill CIO totalling £113,911. That charity has now been wound up.

Total expenditure in 2025 was £162,098, a decrease of 13% on 2024 (£185,664). The decrease was due primarily to: a reduction in building maintenance costs in a Quinquennial Inspection year; lower staff costs as a result of a vacancy and fewer one off grants from Mission Funds. Our diocesan Common Fund contribution (“Parish Share”) increased to £69,500 in 2025. 

In accordance with good practice, the PCC seeks to maintain a proportionate reserves policy. At the end of 2025, the undesignated and unrestricted reserve to meet future operational requirements and to protect the church against future financial uncertainties, including loss of income and unexpected increases in operating costs, amounted in total to £182,346. In addition, as at 31 December 2025, the charity held specific designated and restricted reserves to meet future financial commitments: 

- Church Upkeep Fund (designated unrestricted) £10,807 

- Mission Funds (designated unrestricted) £20,034 

- Roof Fund (restricted) £2,240 

The vast majority of our reserves are held in interest earning deposit accounts.

## **Structure, Governance and Management**

The PCC held seven meetings during the course of the year. Key items considered during the course of the year included: 

- An annual review of progress with St Peter’s strategic intent, leading to a renewed focus on prayerfulness and on developing a culture of witness 

- Staffing arrangements and funding for staffing 

- A presentation from Andy Mason, the Director of Co-Mission, on the work of that organisation, to which St Peter’s is affiliated. 

- Continued monitoring of developments in the Church of England, particularly in relation to _Living in Love and Faith._ The PCC is grateful to the Revd Angus Macleay (Rector of St Nicholas Sevenoaks) who has continued to provide _Additional Spiritual Oversight,_ as arranged by the Church of England Evangelical Council (CEEC) 

- Regular reports on: the progress of ministry; any safeguarding or health and safety issues; finance updates and reports from committees 

- Development and review of policies, including: safeguarding; recruitment of exoffenders; financial administration and control. 

Much of the work of the PCC is addressed through its committees. The PCC has established Terms of Reference for each of these Committees, which are kept under regular review. The PCC is very grateful to those of its members and other members of the church who served on committees during the year.

## _**Standing Committee**_ 

The Standing Committee conducts the affairs of the PCC, when that is necessary between PCC meetings. The Committee met once during 2025, to discuss staffing arrangements. 

The members of the Standing Committee were Andrew Cusdin, Linda Doyle (from 18 May 2025), Keith Edmunds, Andrew Marsh, Stephen Hendry, Philip Sudell, Simon Upcott (until 18 May 2025) 

## _**Mission Committee**_ 

The PCC sets aside 10% of its total general income to support gospel ministry outside the immediate parish ministry. This is overseen by the Mission Committee. In total £8,425 was paid away in 2025 to six different mission and ministry initiatives, detailed in notes 6 and 13 to the 2025 financial statements below. 

The members of the Mission Committee were Paul Smith, Philip Sudell, Simon Upcott. 

## _**Finance Committee**_ 

The Finance Committee meets approximately quarterly to oversee St Peter’s accounting and financial management and advises the PCC on financial matters. 

The members of the Finance Committee were Andrew Cusdin, Keith Edmunds (from 18th May 2025), Philip Sudell, Simon Upcott (until 18 May 2025), Michael Wright. 

## _**Building Committee**_ 

The Building Committee meets approximately quarterly. Its work is covered in the report on maintenance of church buildings above. 

The members of the committee were Philip Franklin, Stephen Hendry, Lynne Punchard, Rachel Reeder, Philip Sudell

## **The following are significant matters which are not covered in other notes and need to be included to provide a proper understanding of the accounts.  If there is insufficient room here, please add a separate sheet.** 

The vicar of St Peter’s Muswell Hill receives a stipend which is paid by the Church Commissioners. A stipend is paid in order to enable the clergy person to exercise their ministry without the need to take another job in order earn their living. It is intended to provide adequately for a clergy person to live during their working years and into retirement.
