It is governed by a constitution ## **Organisational structure** The trustees are responsible for the general control and management of the CIO. The trustees give their time freely and receive no remuneration or other financial benefits. The trustees meet together as a body typically every couple of months and are responsible for all decisions taken in relation to the village hall. ## **Recruitment and appointment of trustees** The initial trustees were appointed under the constitution for a period of 3 years. The existing trustees are responsible for appointing new trustees. Upon appointment a current version of the constitution, the CIO’s latest Trustees’ Annual Report and Statement of Accounts and any approved policies are made available to a new trustee. ## **Objectives and activities** ## **Charitable objective** The object of the CIO is the provision and maintenance of a village hall for the use of the inhabitants of Helpston and Etton and the surrounding area without distinction of political, religious or other opinions, including use for: (a) meetings, lectures and classes, and (b) other forms of recreation and leisure time occupation, with the objective of improving the conditions of life for the inhabitants. ## **Achievements and performance** The CIO was established in August 2024 to take over the operation of the Helpston and Etton village hall from an unincorporated charity, The Helpston and Etton Community Association (“the Association”) registration number 800698. The assets, liabilities and operations of Association were transferred to the CIO on 16 September 2025 through the execution of a General Vesting Document. In consideration of receiving the assets of the Association the CIO agreed to Indemnify the trustees of the Association against any liabilities properly incurred by them during their trusteeship of the Association. For the period from 24 August 2024 to 31 March 2025, being the period before execution of a General Vesting Document, the CIO was dormant with no assets or liabilities and as a consequence the Receipts and Payments Accounts and the Statement of Assets and Liabilities are nil for the period. The CIO has future plans to acquire a plot of land for the construction of a new village hall.
