1.0 INTRODUCTION

This Annual Return provides an overview of Hazara Community London’s activities and financial position for the 2024–2025 reporting period, in accordance with the requirements of the Charity Commission for England and Wales and the HCL constitution.

The working name of Hazara Community London is Qaaem Foundation.

2.0 TRUSTESS

• 2.1 The Hazara Community London (hereafter referred to as HCL) was registered (No. 1209511) with Charity Commission of England and Wales on 8 August 2024. The first trustees are listed below:

3.0 CHAIRMAN’S REPORT

I am pleased to present this report and reflect on the progress and achievements of the charity over the past period. This has been a year of strong foundations, thoughtful planning, and encouraging growth.

One of the most positive developments has been a significant increase in the number of donors supporting our work. This growth reflects a rising level of trust in the charity and a shared belief in our vision and mission. We are deeply grateful to all those who have contributed their time, resources, and commitment.

During this year, several meetings were held with community members, stakeholders, and supporters, with a particular focus on increasing participation and expanding our donor base. These engagements have strengthened relationships and helped raise awareness of the charity’s purpose and long-term goals.

The trustees have also dedicated considerable time to promoting the charity within the wider community and discussing the short and long term plan, vision and future direction of the charity. These discussions have helped clarify our strategic priorities and ensure that we remain aligned with our core values.

Another important milestone has been the successful development of the charity’s website. This platform now serves as a central point for communication, engagement, and outreach, enabling us to share our vision, activities, and impact more effectively with the wider community.

The charity was established to build a strong and connected community through vision, compassion, and education. Our mission is to foster positive, lasting change for the benefit of future generations. We are committed to achieving this by establishing our Community Centre and hosting programs, events, and initiatives aimed at empowering our community.

I would like to thank our trustees, advisors, volunteers, donors, and community members for their continued support and dedication. Together, we are laying the groundwork for a sustainable and impactful organisation, and I look forward with confidence to the year ahead.

4.0 FINANCIAL REVIEW

• 4.1 During the year under review, the charity received total donations amounting to £39,556 , reflecting the continued generosity and support of our donors.

• 4.2 The charity recorded a net operating profit of £38,931 for the year. This strong financial performance was achieved through careful management of resources and a focus on maintaining low operating costs.

• 4.3 As a result, the charity’s total fund carried forward amounted to £38,931 for the year. These retained funds place the organisation in a stable financial position and will support future plans, including the development of programs, community initiatives, and long-term strategic objectives.

• 4.4 The trustees remain committed to prudent financial oversight to ensure that all funds are used effectively and in line with the charity’s mission and charitable purposes.

5.0 TRUSTEE REMUNERATION

• 5.1 All Board members give their time voluntarily and receive no benefits from the charity in accordance with HCL current constitution. Any expenses reclaimed are included in the financial statements.

6.0 PROSPECTS FOR 2025-2026

Growth and Activities

• 6.1 The year ahead presents an important opportunity to build on the foundations already established and to further strengthen the charity’s role within the community. Trustees have held constructive discussions regarding future plans, focusing on long-term sustainability, community engagement, and strategic growth.

• 6.2 A key priority for 2025–26 is to increase donation income and to secure and purchase a suitable premises for Community Centre. This is our main strategic objective for the coming year. Owning a dedicated space will provide a permanent base for the charity’s activities, enable regular programming, and serve as a central hub for the community to connect, learn, and grow together.

• 6.3 In parallel, the charity plans to host a range of community events and gatherings throughout the year. These include significant religious and cultural occasions such as Muharram, Ramadan, and Eid, as well as other family-oriented celebrations. These events will play a vital role in strengthening community bonds, encouraging participation, and reinforcing our shared values of compassion, unity, and education.

Election

• 6.4 HCL has scheduled its first Annual General Meeting (AGM) for 14th December 2025. The AGM will provide members with an annual update and report, as well as hold the election of five trustees.

• 6.5 HCL follows a transparent, inclusive, and democratic process for appointing trustees, in line with Charity Commission guidance. Under the HCL constitution (approved by the Charity Commission), Sections 2 and 13, members who meet the trustee eligibility criteria may nominate themselves for these positions.

• 6.6 In addition to the five trustees, HCL plans to appoint fifteen advisors through a member vote. This process encourages broad participation, ensures transparency and accountability, and enables the charity to benefit from a diverse range of skills, experience, and perspectives.

Statement of Trustees’ Responsibilities

The trustees are responsible for preparing the Report of the Trustees and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).

The law requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources, including the income and expenditure of the charity for that period. In preparing those financial statements, the trustees are required to:

• Select suitable accounting policies and apply them consistently

• Observe the methods and principles set out in the Charity SORP

• Make judgements and estimates that are reasonable and prudent

• Prepare the financial statements on a going concern basis unless it is inappropriate to presume that the charity will continue in operation.

The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and for ensuring that the financial statements comply with relevant legislation. They are also responsible for safeguarding the assets of the charity and for taking reasonable steps to prevent and detect fraud and other irregularities. In accordance with section 145 of the Charities Act 2011, the trustees have opted to appoint an Independent Examiner rather than engage a professional audit, as permitted for smaller charities.

In so far as the trustees are aware:

There is no relevant information of which the Independent Examiner are unaware; and The trustees have taken all steps that they ought to have taken to make themselves aware of any relevant financial information and to establish that Independent Examiner are aware of that information.

Taxation

The charity is exempt from corporation tax on its charitable activities.

Fund Accounting

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. Restricted funds can only be used for particular restricted purposes within the objectives of the charity.

1. ACCOUNTING POLICIES

The financial statements of the Charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015)' Financial Reporting Standard 102 ’The Financial Reporting Standard applicable in the UK and Republic of Ireland', the Charities Act 2011 and Companies Act 2006.

2. INCOME

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received, and the amount can be measured reliably. Annual subscriptions and hire fees are apportioned to the relevant accounting period and the future element is treated as deferred income and are shown within creditors. Gift aid receivable is included in income. The trustees are responsible for holding the valid declarations.

3. EXPENDITURE

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure. It is classified under the following activity headings:
