Structure, Governance & Management Lancaster District Young People's Foundation was established as an assoeiation model CIO. registered on 31 July 2024. Objectives and Activities The CIO'S charitable objects ale: To promote efficiency and effect¢veness in the charitable activities of not-lor-profit organisations, voluntary groups and charities working with and for the benefit of children and young people and operating in the local goveinmeni area of Lanc8Ster Disirict and eLsewhere including by: 1. Enhancing the capacity and resources of voluntary and community organisations to help achieve positive outcomes for children and young people. 2. Co-ordinating both charitable and non-charit8ble agencies ihat have a common goal of providing charitable services or relief for children and young people.. 3. Making grants to charities and voluntary organisaiions that advance in lrfe and lulfil the needs ol children and young people through doing any or all ot the lollowing- al The provision of recreational and leisure time activities in the Interest of the social welfare and health and wellbeing of children 8nd young people. designed to improve their lives and increase their opportunities- bl Provide support and activities which develop the skills. capacities and ap3biLities of chiLdren and yOLSng people. io enable them to participate in society as healthy. happy and responsible individuals. The charity's trustees have adopted a mission statemeni forthe CIO: We empowei ¢ross-sector collaboration and influence change. for a district where all children and young people are heard, happy. inspiied and dare io dream. The charity's trustees consider that they have complied with their duty in section 4 of the 2006 Aci to have due regard to guidance on public benefit published by the Commission.
Achievements and Performance Message from the Chair l am incredibly proud to present our first Annual Report. This maiks an important milestone in our journey. not only as a newly registered charity. but as a partnership built on more than twenty years of collaboration across our disiiict's youth sector. This year has been defined by growth. connection and collective ambition. L8nc8Ster District Young People's Foundation has worked towards strengthening its foundations. expanding its reach and continuing to build an environment where youih organisations feelsupported, connected and valued.we have seen powerfulexamples ofyoung people shaping decisions. designing Pfogrdmmes and influencing how services across our communities respond to their needs. From youth-led mental health invesiment to new work experience pathways. and from collatjoraiive training to grassroois coordination. our work demonstrates what Is possible when partners come together with a shared purpose. None of this would have been achievable without the dedication of our members. the leadership of our trustees. and the invaluable support of Lancaster District CVS, who have provided essential hosting. HR. finance and governance support during ourformative phase. I w8nt to express my sincere thanks to our funders, particularly the Francis Scott Charitable Trust and Ihe Westminster Foundation whose investment has enabled our development, our stafftng, and our ability to deliver meaningful impact. Most importantly, I want to thank the young people who continue lo guide and inspire this work. Their honesty. leadership and creativity remain the driving force behind everythingwe do. Y8k P8tel, Chair, Lancaster District Young People's Foundation Introduction The Lancaster District Young People's Foundation ILOYPFI was established in response to a long-standing recognttion that no single organisation can meet the diverse needs of children and young people alone. For more than two decades. youth organisations across the district have collaborated through local partnerships. strategies and multi- agency forums. These relationships laid strong foundations. but partners increasingly recognised the need for 8 more formal. stable and strategic Structu capable of securing long-term investment and coordinating shared priorities.
LOYPF emerged Iiorn this collective ambition. Incubated through Lancaster District CVS, and inspired by the national Young People's Foundation movement. LDYPF exists to strengthen the youth sector. amplify young people's voices and coordinate collaborative action to improve outcomes for young people acioss the distiict. This report outlines our work and impact during the period up to 31 March 2025. marking the completion of our initial period as a iegistered Chaiitable Incorporated Organisation. LDYPF continued to strenhen lis infrastructure. governance and networks. With dedicated development support provided by LDCVS. we expanded engagement with youth o¥ganisaiions. statutory services and community partners. and ¢ontinued to grow the Children and Young People's MuLti-Agency Forum ICYPNAFI. now comprising over 250 members. The Foundation also worked closely with the voluntary. community. faith and social enterprise organisations. schools. health partners. local authorities. the Inlegrated Care Board and the Police and Crime Commissioner to ensure young people's perspectives were embedded in wider district piiorities. Strengthening the Sector The Young People's Foundation Officer. hosted by Lancaster District CVS with multi- year funding from the Francis Scott Charitable Trust. has been ccntral in building relationships, coordinating partners, supporting collaborative bids and amplifying the work of the youth sector. Key achievements included- o Expansion ot the Youth Advisory Board Ongoing consultation activity across communities Commitment to co-producing proeram priorities linked to mental health. NEET support, ano 8spirations Continued leadership from the young people involved in Break the Mould, our youth-led E60.000 grantmaking programme delivered in partnership with the Francis Scott Charitable Trust Programmes and Partnerships LDYPF has supported or coordinated a range of initiatwes that strengthened opportunilie5 for young people, by participating in= Braak the Mould- training 20 young people to design and distribute a youth-led grants programme. Minds Within the Bay- a youth-led mental health grants scheme delivered with West End Morecambe Big Local. Work Experience and learning pathways- in partnership with University Hospitals of Morecambe Bay. enabling young people to access meaningful. supported opportunities. Step Up Fund- delivered on behalf otthe Banks Lyons Trust. olfering smallgr3nt5 to support young people aged 1fTr25 with personal development goals. Collaboration with community organis8tions across the district to strengthen youlh-led communityaction. These programmes demonstrate the growing reach and credibility of LDYPF as a trusted convenor in the local youth sector. Management and Governance Throughout this period. Lancaster District CVS continued to provide essential hosting support to the Foundatron. including: Secretariat functions o Line management of the Young People's Foundation Officer
HR and fFnanciaL administration Govemance support and organisational development This arrangement has ensured stability during LDYPF'S formative phase and enabled the charity 10 establish strong systems and structures as it moves toward greater independence. On 31 July 2024. LDYPF achieved CIO status, a signiticanl milestone slrengthening our governance. accountability and ability to attract funding. Our Irustees brin8 expertise fiom youth work, community development. education and voluntary sectof leadership, steering the Foundation's mission and strategic direction. Looking Fornard LDYPF has leached a pivotal moment in its development, with the infrastruciure. partneiships, and momentum now in place to shape a strategic business plan. This marks an exciting next Chapter in ourjourney toward long-term sustainability and impact. Our priorities for the coming ye8r include- Strengthening sector Infrastructu and membership Expanding youth voice and co-production Supporting NEEfyoung people through coordinaied district-wide action Deepening partnerships with employers and anchor institutions Continuing to address mental health and wellbeing Hold its first district wide Young People Festival Developing a multi-year strategic plan LDYPF is now well positioned to lead couaborative. youth-focused initiatives that reflect the ambitions. needs and voice5 ofyoung people across the district.
