Structure, Governance and Management
Crowland Community Childcare is a Charitable Incorporated Organisation (CIO) governed by its Constitution and registered with the Charity Commission for England and Wales.
The trustees are responsible for the overall governance and strategic direction of the charity. New trustees are appointed in accordance with the CIO Constitution and receive an induction covering their legal responsibilities and the charity’s governing document.
The trustees meet regularly to oversee the development of the organisation and ensure compliance with charity law.
Objects and Public Benefit
The charity’s object is to advance the education and development of preschoolaged children by establishing and operating a preschool that provides highquality early years education and care in a safe, inclusive and nurturing environment.
The trustees have considered the Charity Commission’s guidance on public benefit when planning the charity’s activities and future objectives.
Objectives and Activities
During the financial year, the charity remained in its development phase and did not commence trading or deliver preschool services.
The trustees focused on preparatory activities required to establish the preschool, including:

Planning registration requirements.

Developing financial procedures.

Investigating funding opportunities.

Preparing for future Ofsted registration and operational readiness.
No children attended the preschool during the reporting period, and no charitable activities were delivered.

Although the preschool did not begin operating during the financial year, the trustees made progress towards establishing the organisation.

Expenditure related primarily to the establishment of the charity, including administration, insurance, governance and other setup costs.
At the year end, the charity held unrestricted funds of £0
The trustees consider the charity’s financial position to be satisfactory for its current stage of development.
Reserves Policy
As the charity has not yet commenced operations, the trustees aim to maintain sufficient unrestricted reserves to meet essential governance and establishment costs while working towards opening the preschool.
The reserves policy will be reviewed once the preschool becomes operational.

The trustees are responsible for keeping adequate accounting records, safeguarding the assets of the charity and taking reasonable steps for the prevention and detection of fraud and other irregularities.
