**Annual Report for the year ended 31[st] December 2025** 

## **Aim and Purpose** 

The Broseley Group of Churches’ Parochial Church Council (the PCC) has the responsibility of cooperating with the Incumbent, the Reverend Lynda Lilley, in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. As well as the Churches of All Saints’, Broseley, St Mary the Virgin, Jackfield, and St Giles’, Barrow, the PCC is also responsible for maintaining the Church Hall. 

## **Objectives and Activities** 

The PCC is committed to enabling as many people as possible to worship at our churches, and to become part of our parish family. When planning our activities, the PCC has considered the Charity Commission’s guidance on public benefit, and in particular the specific guidance on charities for the advancement of religion. Our services and worship put faith into practice through prayer and scripture, music and sacrament. 

We seek to be a church that is growing, transforming and flourishing. 

To facilitate this work, it is vital that we maintain the fabric of both the Churches and the Hall. 

## **Achievements and Performance** 

## _**Worship and Prayer**_ 

The PCC is keen to offer a range of services, not only our main services on Sunday mornings, but also during the week, that our community will find both beneficial and spiritually fulfilling. For example, Thursday morning services of Holy Communion provide an intimate form of service, our monthly Café Church provides an informal setting to explore together, our monthly Messy Church provides the opportunity for young people and their families to worship and explore in an age appropriate way and our new monthly Sunbeams is the ideal place for our preschoolers to learn through play, craft and song. 

We have been successful in welcoming some new individuals and families into our church. 

We hold our Baptism services outside of our normal service pattern. 

At the end of the year there were 56 parishioners on the Electoral Roll, 54 of whom live within the parish. 4 names were added during the year, and none were removed. The average Sunday attendance at the 10.30am Service at All Saints’ on Sundays was 31, but this number increased significantly at Easter, Harvest and Christmas. 

As well as our regular services, we enable our community to celebrate and thank God at the milestones of the journey through life. There have been 3 Baptisms, 4 weddings and 19 funerals during the year. 

Those who are no longer able to come to Church are not forgotten.  There is a team of Visitors who are authorized to take them Home Communion. 



## _**Deanery Synod**_ 

Two members of the PCC sit on the Severn Borders Deanery Synod. This provides the PCC with a link with the churches around us, and also with the Diocese as a whole. It also receives reports from the General Synod. 



## _**Church Fabric**_ 

Our thanks go to David Buchanan, Ron Whittles and our Church Wardens for their continued checks on all three churches addressing any issues before they become serious. All due planned maintenance and safety checks & inspections for the Churches have been completed for the year. All three-monthly Fire Equipment Regulations checks were completed and recorded in the logbook. All defects were repaired when found. 

We are delighted that with the blessing of our insurers, we are once again able to have all the churches open from around 9am till 6pm each day. We are so very grateful to all the volunteers who help in opening and locking our buildings. 

We continue to explore ways to maintain our church buildings two of which (All Saints and St Mary’s) are causes for concern. 

## _**Mission and Evangelism**_ 

Helping those in need is a demonstration of our faith.  Quarterly we support a different charity with a retiring collection, and at Christmas a proportion of the proceeds from the Tree of Light is donated to a nominated charity (from the 2025 proceeds, £500 has been given to the MacMillan Nurses). 

Our monthly magazine now has a print run of some 240 copies and gives details of what is coming up, and reports on previous activities. We ask for contributions of £5 per year to cover the cost of this magazine. It is also available on-line at our website: www.broseleyparishes.org.uk 

## _**Schools**_ 

Collective Worship in schools continues. Rebecca Wood, Mary Kendal and Rev Lynda Lilley have led Collective Worship in Barrow 1618 Church of England Primary Free School (Mary leading singing sessions) on a weekly basis. 

Rebecca Wood and Rev Lynda Lilley have led Collective Worship at Broseley CofE Primary School weekly. 

Our thanks also go to Rose Lloyd for her work as Governor of Broseley Church of England school. 

Rev Lynda Lilley is a governor at both the church schools in the parish; Barrow 1618 Church of England Primary Free School and Broseley CofE Primary School. 

## _**Broseley Churches Together**_ 

Services and activities with our ecumenical brothers and sisters that make up Churches Together in Broseley continued with services for the Week of Prayer for Christian Unity, Christian Aid Week, World Day of Prayer, the Easter Walk of Witness on Good Friday, and  the Walking Nativity, which we are continuing to develop. 

This year we have been fortunate to work with the Town Council and the RBL on several occasions; commemorating the 80[th] anniversary of VE and VJ days, Remembrance Sunday and Armistice Day. 



The Remembrance Sunday service, held in The Memorial Gardens, was particularly well attended with contributions from the Cadets, the uniformed organisations, sports clubs and local schools. 

We seek to build upon these foundations, and strengthen them, in the years to come. 



## _**Fundraising**_ 

Our fundraising included, as always, the Hundred Club and the ‘Tree of Light’, and the Scarecrow festival was again very popular with the community and made a significant contribution to church finances. Our thanks go especially to the scarecrow team whose huge efforts made this a success. 

Fundraising for the Bells project, led by Ginette and the bellringers, continues to be very successful. 

The organ refurbishment projects in All Saints and St Mary’s continue. For both projects the scope has been agreed with the Diocesan Organ Adviser, Roger Judd, and our Organ Consultant Paul Hales, and is supported by the DAC. The aim is to restore the organs to full working order, and in the case of All Saints, to move the organ to the site of the current chapel of Christ the King. The St Mary’s project is almost fully funded now, and fundraising for All Saints is under way. 

## _**Church Hall**_ 

The Church Hall is a fantastic venue for the church and the community.  Thanks go to Robyn and Carl Giles for managing the bookings. Thanks also go to Trevor Hodgetts for his ongoing work in cleaning and maintaining the hall. 

The PCC would like to take this opportunity to thank our treasurer Yvonne Hadley, and Nick Wood as assistant treasurer, for all their hard work in budgeting and managing our finances. Our thanks go especially to those who give by direct debit or through the Parish Giving Scheme for keeping us afloat during the difficult times we have experienced. 

## **Financial Review** 

The receipts and payments for the year ended 31[st] December 2025 and the Balance Sheet as at 31[st] December 2025 are shown on pages 3 – 12 of the accounts attached to this report. 

For 2025 there was an excess of income over expenditure on unrestricted funds of just over £1,400. 

We have transferred £1,500 from the General fund (Unrestricted) to the Fabric fund (Designated). 

Our Parish offer expenditure increased this year by just under £1,000, or 2%. 

The Jackfield and Barrow unrestricted funds have been treated as designated funds so that their financial 

positions can be closely monitored. 

For Jackfield, although income was 17% higher than in 2024, there is again a shortfall of just over £900 in 2025. 

Barrow’s income remained insufficient to meet their share of the Parish Offer, which was covered from the General Fund to the sum of £2,174. 

It should be noted that the Barrow Fabric Fund (Restricted) remains in credit with a balance of £33,140 at 31[st] December 2025. 

The budgets prepared for 2026 suggest a shortfall of just over £6,000 across the group of churches, after leaving Parish offer at the 2025 level of £48,042 which equates to 



over £900 per week. The Diocesan Parish Offer largely provides for the stipends, housing, and pensions for the clergy. 

The PCC thanks everyone who has contributed to the income of our churches during the past year. The PCC wishes to encourage everyone in our congregations earnestly to review their regular giving in the future. We are heavily dependent on a relatively small number of generous givers and need to work to ensure our income is less dependent on such a limited group. At the end of 2025 there were 33 committed Gift Aid contributors and 7 non-tax paying contributors, of whom 16 give through the Parish Giving Scheme. 

We strongly encourage as many of our church members as possible to set up regular monthly donations by 

Direct Debit via the Parish Giving Scheme; this is particularly important in providing a regular and dependable income flow. Alternatively, people are encouraged to use the envelope scheme, which some of the congregation use. We would ask that givers sign up to Gift Aid when appropriate, which allows us to claim back some of the tax they have already paid and effectively increases contributions by 25%. 

## **Reserves Policy** 

It is PCC policy to maintain a balance on unrestricted funds, which equates to at least three months’ 

unrestricted payments, to cover emergency situations that may arise from time to time. At 31 st December 

these stood at £30,475. 

It is our policy to invest our reserves with the CBF Church of England Deposit Fund. 

## **Safeguarding** 

The PCC has complied with the duty under section 5a of the Safeguarding and Clergy Discipline Measure 2016 (duty to comply with the House of Bishops’ guidance on safeguarding children and vulnerable adults). 

## **Volunteers** 

The members of the PCC would like to thank all the volunteers who work so tirelessly to make our Church a lively and vibrant community. Our especial thanks go to our Churchwardens, Nick Wood and Dave Lloyd. 

## **Structure, Governance and Management** 

The method of appointment of PCC members is set out in the Church Representation Rules. The Council comprises the Incumbent, the Churchwardens, a representative of the Readers, those elected to the Deanery Synod, and other members who are elected at the Annual Parochial Church Meeting, by those on the Electoral Roll.  Members of the congregation are always encouraged to join the Electoral Roll, and to consider standing for election to the PCC. 

The PCC members are responsible for making decisions on all matters of general concern and importance in the parish, and for all financial matters.
