The decision was taken to provide the charity with an incorporated legal structure, offering limited liability for trustees and a governance framework better suited to the charity's future activities. The charity is registered with the Charity Commission in England. The charity registration number is 1209296 and the CIO number is CE036965. The Bar Hill Pre-School CIO is governed by its Constitution dated 14 August 2024 and operates from The Bar Hill Pre-School, The Village Hall, The Spinney, Bar Hill, CB23 8SU. ## **Structure, governance and management** The Board of Trustees currently comprises six members who are responsible for the operation of the charity, executed through a small staff team. Trustees appointed to the committee are volunteers who are elected annually at the Pre-School's Annual General Meeting. The committee aim to meet at least once every half term to discuss matters arising. There are also friends of the committee who take on various fundraising roles. The trustees delegate the day to day operational management of the preschool to a paid manager. The Trustees who held office during the period ended 31 August 2025 were: Leanne Turpin Appointed 4 November 24 Joanne Jordan Appointed 4 November 24 Amy Lay Appointed 4 November 24 Emma Jordan Appointed 25 July 24 Kathryn Da Costa Appointed 25 July 24 The Trustees who were appointed since the period ended 31 August 2025: Angela Szilagyi Appointed 1 November 25 ## **Objectives and aims** The pre-school was formed to advance the education of children below compulsory school age and to provide childcare services to the community in line with Ofsted and EYFEs guidelines. To achieve the charity's aims the pre-school provides appropriate adults to lead the children’s play within suitable premises in which the children can play safely. The pre-school provides safe, age appropriate engaging equipment to stimulate the children’s play and to encourage them to develop intellectually and physically. The pre-school actively encourages charitable activities through which parents may help the children. ## **Public benefit** The Trustees confirm that they have had due regard to guidance published by the Charity Commission on Public Benefit. ## **Achievements and performance** During the financial period the numbers of children attending have remained constant. The majority of income is received from government funding rather than private funding as the roll out of the national funding scheme continues to reach more families. The Pre-School also hosted some fundraising events to raise funds and offer fun experiences to our families and local families. ## **Financial review** With effect from November 2025, the activities, assets and liabilities of the previous charity were transferred to the CIO. From that date, the CIO became the operating charity and continued the charitable activities previously undertaken by the unincorporated organisation. During the period the charity reported an operating surplus of £880. Kathryn Da Costa Date: 08 July 2026 - 3 - **BAR HILL PRE-SCHOOL** **INDEPENDENT EXAMINERS REPORT FOR PERIOD ENDED 31 AUGUST 2025** ## **Independent examiner’s report to the trustees of Bar Hill Pre-School** I report to the trustees on my examination of the accounts of the Bar Hill Pre-School CIO (the School) for the period ended 31 August 2025. ## **Responsibilities and basis of report** As the charity trustees of the School you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’). I report in respect of my examination of the School's accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. ## **Independent examiner’s statement** I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: - 1 accounting records were not kept in respect of the School as required by section 130 of the Act; or - 2 the accounts do not accord with the accounting records; or - 3 the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair view' which is not a matter considered as part of an independent examination. I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
